A speed camera can produce an incorrect result, but that does not mean approved cameras are generally unreliable. In the UK, equipment used to provide prosecutable speed evidence is subject to government type approval and testing. Those controls check the device; they cannot rule out every operational mistake, site issue or mismatch between the speed recorded and the limit in force at that moment.
How can a speed camera be wrong?
It helps to separate three questions that are often treated as one:
- Measurement: Did the device measure the vehicle’s speed within the accuracy requirements for its approved type and operating mode?
- Operation: Was the equipment correctly installed, maintained and functioning at that site?
- Incident context: Was the measured speed correctly linked to the vehicle, time and speed limit that applied?
Type approval and calibration address important aspects of device performance. They do not, by themselves, prove that every activation was operationally correct or that the system had the right limit data for a particular incident.
What UK approval and calibration checks establish
UK speed-enforcement equipment used as prosecutable evidence is subject to Home Office type approval and testing, including checks of primary and secondary speed measurement. The Home Office describes testing in laboratory and field conditions. Its speedmeter handbook sets out device-specific test requirements and assessment against a reference speed-measuring system with accuracy of at least ±1 mph.

The handbook’s general measurement criteria describe allowable positive error of no more than 2 mph, or 3% above 66 mph, and negative error of no more than 5 mph, or 10% above 50 mph. These are testing requirements, not a universal margin to subtract from a ticket. The applicable criteria depend on the device category, mode, speed range, configuration and current handbook amendments. For the handbook’s described road or track tests, at least 500 measurements are required for each measurement mode, equipment configuration and vehicle direction.
Calibration is another control. The handbook says, “The complete calibration process should be carried out annually.” It also calls for functional checks after maintenance; if those checks show calibration is no longer valid, complete calibration is required. Calibration equipment must itself be certified annually with traceability to national standards, and the calibration certificate is supplied to the police force and retained by the calibrator.
These requirements make accuracy testable and provide records; they do not establish that every camera activation in every circumstance is infallible. Nor should the figures above be applied to an individual notice without identifying the device and relevant procedure.

A documented UK example: variable speed limit timing
A system can pass device-level controls and still be affected by a problem elsewhere in the enforcement chain. In January 2026, Department for Transport review terms described an anomaly involving the Highways Agency Digital Enforcement and Compliance System (HADECS) and variable speed limit signs. A delay between camera systems and sign data could mean a driver was detected after the limit had changed.
The review terms identified 154 cameras—about 10% of the strategic road network—and approximately 2,650 erroneous activations since 2021. The figure was stated as fewer than 0.1% of activations over that period, or fewer than two a day. These numbers describe this specific anomaly; they are not an overall error rate for UK speed cameras.
The terms say the issue came to light after a speeding offence was challenged. National Highways told its supplier on 17 October 2025 to pause transfer of variable-speed data to police forces to prevent further incorrect prosecutions while the issue was investigated. The review terms describe the incident and response as of their publication; later implementation status may differ.

How to challenge a notice if you think it is wrong
If a notice may be incorrect, use the response instructions and deadlines printed on it. Keep the challenge focused on the particular evidence or circumstances you believe are in error, such as the vehicle identification, location, timing or applicable variable limit.
Police.uk’s speeding guidance says that if an appeal proceeds to court, the police would provide the camera calibration certificate and offence evidence there. Do not assume an informal request guarantees advance disclosure; follow the process set out in the notice.

Ordinary dashcam video is not the same thing as evidence from an approved speedmeter, and footage alone does not automatically disprove an enforcement reading.

Why dashcam speed estimates are not a direct comparison
A speed estimate calculated from video is derived from image footage and scene measurements, rather than being the reading of a Home Office-approved enforcement device. The Forensic Science Regulator’s 2024 notification on video-based speed estimates expressly excludes approved speed detection devices. It identifies potential uncertainty from scene measurements, the relative position of camera and vehicle, measurement equipment and its placement, footage quality, and technical camera issues.
That distinction matters if footage appears to show a different speed: the two methods have different validation regimes and sources of uncertainty. A clip may help establish what signs or conditions were visible, but a pixel-derived estimate is not automatically a like-for-like check of a camera reading.
What cannot be concluded from the published figures
There is no established universal probability that an arbitrary UK speed camera is wrong. The HADECS figures quantify one identified variable-limit data anomaly, not the chance that any given camera or ticket is erroneous. Likewise, published accuracy tolerances describe device testing criteria; they are not evidence that every notice is wrong by a set amount.
