A borough official said the arrival of additional vehicles after flooding was obvious raised concerns about possible insurance fraud. The video and official’s concern do not establish that anyone filed a false claim—or that a crime occurred.
What the Edgewater footage appears to show
The footage, attributed to L. Vural Elibol and embedded in The Autopian’s October 1, 2026 report, compares views along River Road on September 26 and September 27, after a weekend nor’easter. The later view appears to show more vehicles submerged in the lot.
The Autopian describes vehicles in stills as including a Honda Accord, Corvette, Audi Q7 and BMW 7 Series. Those are visual identifications by the article’s author, not confirmed investigative findings. The footage does not by itself establish who owned or moved any vehicle, or exactly when each arrived relative to the water rising.
Why officials raised insurance-fraud concerns
Edgewater Borough Administrator Greg Franz told New Jersey 101.5 that the lot is known to flood and that officials noticed additional cars appearing and becoming submerged. He said there was evidence people pushed vehicles into the lot after flooding was obvious, prompting concern about possible insurance fraud. The outlet reported that local police and the New Jersey Attorney General’s fraud unit were aware of the matter. Franz said, “No victims to speak of, however local police and the New Jersey Attorney General’s fraud unit are aware.”

The report also says a drainage pump normally clears water from the lot, but a tidal surge slowed drainage during this event. That context helps explain why water remained; it does not establish why any particular vehicle was there.
What the video does—and does not—prove
There are three distinct levels of information in this case: what appears in the footage, what an official said the borough observed, and what would have to be established to prove an insurance-fraud offense. They should not be treated as interchangeable.

- Visible: The two dated views appear to show a greater number of submerged vehicles on September 27 than on September 26.
- Reported official concern: Franz said officials saw cars appearing after flooding was obvious and were concerned about possible fraud.
- Not established in the reporting: Who moved a vehicle, when it was moved relative to the flooding, what anyone intended, whether an insurance claim was submitted, or whether anyone was charged or found liable.
A vehicle appearing in floodwater later than it appeared in an earlier view can raise questions, but it cannot alone answer those questions. Nor does a vehicle’s make or apparent value establish its owner’s motive.
What New Jersey law says about false insurance claims
The New Jersey Insurance Fraud Prevention Act’s claim-form warning states: “Any person who knowingly files a statement of claim containing any false or misleading information is subject to criminal and civil penalties.” The quoted language concerns knowingly filing a claim with false or misleading information; the statute’s existence does not show that anyone in Edgewater filed such a claim.

The state Department of Banking and Insurance’s 2026 Bureau of Fraud Deterrence enforcement activity page describes separate automobile-insurance matters involving alleged false or materially misleading statements, including reported loss dates that allegedly preceded coverage or a coverage change. Those separate cases are not evidence about the Edgewater vehicles.

In the reports cited here, authorities’ awareness is not the same as a confirmed investigation outcome. The available account does not say that a claim was filed, identify a person responsible for moving a car, or report a charge or finding. Those gaps matter: suspicious circumstances may warrant questions, but allegations should not be presented as proven fraud.
