A camera ticket can be enforceable, but there is no single U.S. rule covering every notice. The answer depends on where it was issued, what kind of camera recorded the alleged violation, and what the notice and local law require. Read the notice promptly, check the evidence and deadline, then pay or use the stated contest process in time. Ignoring it because it came from a camera can make matters worse.
First, identify what kind of notice you received
“Camera ticket” can refer to different programs, including red-light cameras and speed cameras. A mailed document may be a warning, a civil notice of violation, or a citation that uses a different response process. The label, issuing agency, alleged violation, and instructions on the notice matter more than the fact that a camera was involved.

In some programs, the registered owner receives the notice and may be held responsible even if someone else was driving. The law may also provide an affidavit or other process for specific circumstances, such as a vehicle that was sold or stolen. Do not assume the notice automatically transfers to another person: check the issuing jurisdiction’s rules and proof requirements.
How the rules differ across jurisdictions
These official examples show why a ticket’s deadline, evidence rules, and consequences must be checked locally. They are not a 50-state survey, and the amounts and time periods below apply only to the cited program and law.

State statutes and local camera programs can change. The Federal Highway Administration’s operational guidance notes that legal questions and answers vary by state, but it is not a substitute for current local instructions. The cited examples establish no national fine average or standard deadline.
What to check before you pay or contest
- Who issued it and what it alleges: identify the state, city or county, agency, camera type, and whether the document is a warning, notice of violation, civil infraction, or court citation.
- The deadline and how it is measured: the cited programs use different starting points, including receipt, notification, mailing, or issue date. Preserve the notice and envelope if the service date could matter.
- Available evidence: follow the notice’s instructions to inspect photographs or video. Compare the plate and vehicle, timestamp, location, and the circumstances shown against the specific violation alleged.
- Owner-response options: if the vehicle was rented, leased, sold, stolen, or otherwise not under your control, look for the jurisdiction’s affidavit or transfer process and its required proof.
- What each option means: a mitigation request asks for a penalty reduction; it is not necessarily the same as disputing whether the violation occurred. Use the notice’s stated route for the outcome you want.
A mismatch or other concern is a reason to follow the contest process, not a guarantee that the notice will be dismissed. The applicable law and evidence determine the result.

How to respond safely
- Read the full notice. Find the issuing authority, alleged violation, response deadline, payment route, hearing or contest instructions, and any link or method for viewing images or video.
- Review the evidence the program makes available. Note any factual issue you intend to raise and keep a copy of the notice and relevant records.
- Choose a listed response before the deadline. Pay if you accept the notice and choose that route, or submit the required contest, hearing request, affidavit, or mitigation request as applicable.
- Keep proof of what you sent. Save a copy of the submission and confirmation or mailing record. If the notice is unclear, contact the issuing authority using contact information verified through an official source.
- If you do not pay, check the specific default rules. Look for possible added fees, collections, registration-renewal restrictions, license consequences, or effects on the driving record. Seek local legal advice if the consequences are serious or the process is unclear.
Do camera tickets add points, and what if you ignore one?
Neither points nor the absence of points should be assumed from the word “camera.” Washington’s speed-camera statute says its penalty is not a conviction and is not part of the registered owner’s driving record. Colorado’s Legislative Council summary says the covered penalties carry no license points. Those statements are specific to those sources and programs; they do not establish how every camera notice is treated elsewhere.

Ignoring a notice can also forfeit a chance to contest it or trigger further action. Ohio’s Chapter 4511 treats failure to select a response option as an admission and waiver of contest. Delaware’s 2024 final regulation lists possible registration-renewal refusal, license suspension, and a civil traffic judgment for nonpayment or failure to appear. Other jurisdictions may use different procedures and consequences.

The practical answer
Do not decide whether a camera ticket is payable from a general claim that such tickets are invalid—or that every one must be paid. Use the exact notice and the current rules for its issuing jurisdiction to determine who is responsible, what evidence is available, which response options apply, and when to act. This is general U.S. information, not a determination about an individual notice.
