California’s SB 868, the Plug Into the Sun Act, is scheduled to take effect on January 1, 2027—not immediately. It creates a temporary exemption from specified interconnection requirements for qualifying portable solar generation devices. It does not mean every balcony panel or plug-in kit is automatically eligible, or that other building and property rules disappear.
What California’s new balcony solar law does
SB 868 is a California law titled “Electricity: portable solar generation devices.” The enrolled text describes an exemption from specified interconnection requirements for qualifying devices, lasting until January 1, 2030. The status page reports that the bill was approved and chaptered on September 30, 2026, and is scheduled to take effect January 1, 2027. The exemption is limited to qualifying equipment and particular interconnection requirements. It should not be read as a blanket waiver of electrical, building, fire, lease, homeowners association, or property restrictions. The reviewed sources do not establish how those issues apply to a specific residence.
What a plug-in balcony solar system is
The California Senate Energy, Utilities and Communications Committee’s SB 868 analysis describes a typical portable system as photovoltaic panels, a microinverter, a cord, and mounting hardware. Some systems also include a battery.

The panels produce direct-current electricity. A microinverter converts it to alternating current, which the system feeds into a home’s existing branch circuit through a conventional 110/120-volt outlet. Electricity generated at that moment can serve appliances and other loads in the home, reducing electricity drawn from the grid. The panels are held by balcony or other mounting hardware rather than being permanently installed on a roof or the ground.
Who can use one, and what remains to check
The law’s stated scope is not simply “solar panels on a balcony.” The bill text includes testing and certification conditions, and the committee analysis discusses certification by Underwriters Laboratories or an equivalent nationally recognized testing laboratory. It also describes a feature that isolates the device from the building electrical system during a power outage.

No specific retail model has been verified against the final eligibility requirements. Before buying or connecting a kit, check the applicable statutory criteria and whether the product’s documentation demonstrates compliance. As of October 3, 2026, SB 868’s stated effective date is still in the future. Do not treat the new exemption as already in effect or assume that any plug-in kit can be connected without qualification. The enrolled text and official legislative record are the relevant sources for the law’s scope and timing.
