California’s $14,000 EV-incentive headline is not a single rebate available to every buyer. It refers to the maximum combination in the open Clean Cars 4 All pathway: up to $12,000 toward an eligible vehicle and a separate $2,000 charging benefit. That top vehicle-grant tier has additional eligibility rules, including living in a designated disadvantaged community. A separate program, MyFirstEV, may also be available to qualifying first-time ZEV buyers or lessees.
What California’s $14,000 EV incentive actually includes
The figure combines two different kinds of assistance through the Driving Clean Assistance Program (DCAP): a vehicle grant through Clean Cars 4 All and charging support. The vehicle grant is up to $10,000 for eligible participants outside designated disadvantaged communities, or up to $12,000 for eligible participants in those communities. The charging benefit is $2,000, but it is not automatically a discount on the vehicle price.
For the charging benefit, the program describes a choice between support for qualifying Level 2 home charging equipment and installation, or a prepaid public charging card. The home option may involve installation conditions and costs such as a panel upgrade; the benefit does not establish that any charger purchase will qualify. See the current DCAP eligibility details.

MyFirstEV funding is first-come, first-served while funds last, and participating automakers and dealers can change. On August 7, 2026, the Governor’s announcement named Hyundai, Lucid and Tesla as offering the incentive, with other automakers expected to join on different schedules. Confirm current availability, the eligible vehicle and trim, and the amount with a participating dealer before ordering or purchasing.

The state announced a $135.5 million investment matched dollar-for-dollar by participating automakers, for $271 million in combined program funding. Who may qualify for Clean Cars 4 All?

- Have a qualifying vehicle to scrap under Clean Cars 4 All rules.
- Not have participated in a prior CARB light-duty vehicle incentive.
Meeting these conditions does not by itself guarantee the maximum grant. The higher vehicle-grant tier is reserved for eligible applicants in a designated disadvantaged community; other eligible participants may qualify for the lower maximum. Who may qualify for MyFirstEV?
MyFirstEV is a separate point-of-sale incentive for Californians buying or leasing their first zero-emission vehicle. The August 2026 announcement sets different price limits for new and used vehicles; used vehicles must be offered through a manufacturer pre-owned program. Ask the dealer to verify that the exact model and trim qualify and that incentive funds are still available before you commit.

Unlike Clean Cars 4 All, MyFirstEV’s published eligibility is not tied to scrapping an old vehicle. The two programs have distinct rules, so qualify for each one independently rather than assuming that meeting one program’s requirements qualifies you for the other.

Yes. California Climate Investments says MyFirstEV can stack with DCAP and Clean Cars 4 All, and DCAP’s FAQ confirms that MyFirstEV can be combined subject to DCAP’s vehicle rules. A person who qualifies for both may receive separate assistance under each program, but the amount depends on the vehicle, eligibility, charging choice, participating dealer and remaining funding. Do not treat the programs’ maximums as a guaranteed combined rebate.

DCAP’s no-scrap Financing Assistance pathway, previously described as offering up to $7,500 plus charging support, is closed to new applicants according to the current program notice. The open pathway relevant to the $14,000 headline is Clean Cars 4 All, which requires scrapping a qualifying vehicle.

How to check eligibility before buying
- Check the current program rules. Review the MyFirstEV program page and the DCAP eligibility page for current requirements and availability.
- If considering DCAP, apply before purchase or lease. Confirm that your old vehicle and proposed replacement meet Clean Cars 4 All requirements, and ask the administrator whether your address falls within the higher-grant designated area.
- If considering MyFirstEV, verify the exact vehicle with the dealer. Confirm its eligibility, price limit, participating dealer or automaker, and the point-of-sale incentive before signing or placing an order.
- Check local programs separately. Utility and regional incentives may be available in some areas, but they are not universal statewide benefits. California’s state program overview directs consumers to a ZIP-code tool for local incentives.
What can change your actual benefit?
- Whether you qualify for the first-time-buyer incentive, the income-qualified scrap-and-replace program, or both.
- Whether your vehicle is new or used, meets the applicable price and vehicle rules, and is sold through an eligible channel.
- For Clean Cars 4 All, whether you have an eligible vehicle to scrap and live in a designated disadvantaged community.
- Whether you choose home charging support or the public charging card.
- Whether participating dealers and program funding remain available when you apply or buy.
