The practical questions now are whether E15 is available near you and whether your vehicle can use it.
Did Newsom oppose California’s E15 bill?
No. The official record shows that Newsom signed the two measures identified in California’s E15 policy process. The claim that the decision was still in his hands or that he opposed the bill does not match those actions.
AB 30 authorized interim sales
Assemblymember David Alvarez authored AB 30. Newsom signed it on October 2, 2025. The law authorized sales of gasoline blends containing 10.5% to 15% ethanol by volume while California completed its environmental review and rulemaking. The governor’s announcement records the signing.
SB 795 addressed dispenser components
Senator Bob Archuleta authored SB 795, which Newsom signed on September 19, 2026. The governor’s office said the measure removes a regulatory barrier by accelerating approval of E15 dispenser components. The signing announcement describes the change.

What changed for E15 in California?
On September 24, 2026, CARB adopted amendments to California’s gasoline regulations to support E15 availability and use. The agency said the action provides greater certainty to fuel producers and providers interested in selling E15. It is an implementation step—not a guarantee that every station will offer the blend. CARB’s announcement explains the adoption.
E15 is gasoline blended with up to 15% ethanol. CARB says California’s previous rules allowed blends with up to 10% ethanol, the standard blend at stations before the new rules. In its September 24, 2026 announcement, CARB described E15 as legal in 50 states and available in 36; those are the agency’s figures as of that date, not a claim that every station in those states sells it.

Is E15 available at California gas stations?
Legal authorization and local availability are different things. CARB says fuel providers decide which fuels to sell and set gasoline prices. A station’s location, equipment and business decisions affect whether E15 appears at its pumps; the state’s rule change alone does not establish that it is available at a particular station.
California’s 2025 announcement said the transition was expected to require infrastructure modifications throughout the state, including at retail gasoline stations. That helps explain why regulatory approval and widespread pump availability are separate steps.

Can you use E15 in your car?
Check your vehicle owner’s manual or manufacturer guidance before filling up. CARB specifically advises consumers to confirm compatibility in the manual. Do not assume that a fuel is suitable for your vehicle merely because it is legally sold in California.
California law requires dispensers to be clearly labeled, according to CARB. Read the pump label and use the fuel only if your vehicle’s guidance permits it. If the manual does not clearly address E15, consult the vehicle manufacturer or an authorized dealer rather than guessing.

Will E15 make California gasoline cheaper?
A study cited in Newsom’s October 2, 2025 release estimated potential savings of up to $0.20 per gallon and up to $2.7 billion annually for Californians. The release attributes the study to the University of California, Berkeley, and the United States Naval Academy, but does not specify the study year. These are modeled potential effects, not measured statewide price reductions or a guaranteed saving for an individual driver. The underlying study was not independently assessed here. The release containing the estimate presents it as a potential benefit.
Even if E15 is offered locally, there is no established universal pump-price advantage over another gasoline blend. CARB says providers set prices, so compare posted prices at stations that sell fuel compatible with your vehicle.

What does CARB say about E15’s environmental effects?
CARB says California’s scientific evaluation found E15’s impacts comparable to E10, with potential for slight improvement in air quality. The agency also says the blend’s primary health and environmental concerns come from its petroleum portion. This is CARB’s summary of the evaluation; it does not mean E15 has no environmental or health impacts. CARB’s September 2026 explanation provides its characterization.
