The Western Australian Planning Commission (WAPC) granted conditional development approval on 14 May 2026 for specified works on Venues West land and local-government roads. That is not a single, blanket approval for every parcel in the precinct: other land and approval pathways remain distinct.
What is proposed at Burswood Park?
The State proposal, branded Perth Park, is a precinct beside Optus Stadium—not simply a racetrack. The City of Perth’s June 2025 consultation notice described a multi-use circuit, a proposed outdoor live-music venue with capacity for 20,000 people, and event and function facilities. The State says the broader plan is intended to expand the existing entertainment and sporting precinct. City of Perth consultation notice
The Environmental Protection Authority (EPA) describes the track as serving motor racing, cycling and community sport, alongside an outdoor amphitheatre, a multi-use event building and transport links. Its project description specifies one three-day Supercars event per year. That is the event frequency in the EPA description, not a complete calendar of all possible track uses. Why the State selected the site
The Perth Park FAQ says early site assessments considered several locations, including Burswood. The government’s stated reasons for choosing it include the park’s recreation and community purpose, proximity to public transport, city views and potential to extend the existing precinct. These are the State’s stated reasons; the sources cited here do not provide an independent, like-for-like assessment of alternative sites. Perth Park FAQ

What is the planning status?
There are several separate planning steps, which explain why a local council can oppose the proposal while the State project advances.
WAPC application and conditional approval
The WAPC consultation page records an application under Part 10 of the Metropolitan Region Scheme for specified works: earthworks and drainage, part of the multi-use track, landscaping and public-space improvements, road and utility upgrades, and demolition of roads, footpaths and infrastructure. Consultation on that application closed on 2 April 2026. It covered named lots and road reserves; the page says other parts of the precinct are subject to a separate pathway under the Casino (Burswood Island) Agreement Act. WAPC consultation page

The Perth Park FAQ says the WAPC granted conditional development approval on 14 May 2026 for works on Venues West land and local-government roads. The FAQ separately says approvals for Burswood Park Board land are being sought through the Board and a memorandum of understanding; it also notes that conditions apply to management plans and practices before construction and operations. Victoria Park’s position is a recommendation, not the WAPC’s decision
At a special council meeting on 23 March 2026, the Town of Victoria Park recorded a recommendation that the WAPC refuse the relevant development application. The council also asked its chief executive to write to the Planning Minister, saying that works had commenced and could create a perception that consultation and approval were not genuine. Preparatory works and construction are different stages
A Perth Park update dated 1 February 2026 said site establishment would begin in early February in preparation for future construction activities. It listed fencing, utility surveys, environmental monitoring equipment, piling pads, site offices, selective vegetation clearing and a temporary closure of part of the park. The update also said a landscaping plan was being finalised and that many existing trees would be retained. Why are Victoria Park and Wanneroo opposed?
Victoria Park and Wanneroo councils opposed the Burswood track proposal, and their mayors publicly backed investment in the existing Wanneroo Raceway instead. In a March 2025 statement, Wanneroo Mayor Linda Aitken said: “Burswood Park is not the right location for a street circuit.” She pointed to parklands, lakes, wetlands, birds and wildlife in describing her concerns. Victoria Park Mayor Karen Vernon said: “The Burswood Park 20 Year Vision does not include a motorsport street circuit,” and argued that the vision prioritised green space and connection to the river. In its March 2026 minutes, Victoria Park listed concerns about potential effects on the Swan River, wetlands, public open space, tree canopy and wildlife habitat, as well as emissions, noise, odour, light, traffic and nearby residents’ amenity. The Town also cited what it described as a lack of consultation and disclosure of feasibility, environmental assessment, business case and costings when it passed a February 2025 resolution. The minutes record the council’s concerns; they do not quantify those impacts.

Is Wanneroo Raceway a proven alternative?
Victoria Park and Wanneroo’s mayors promoted upgrades to Wanneroo Raceway as an alternative to building a street circuit at Burswood. The sources establish that this alternative was advocated, but do not provide a like-for-like cost, environmental-impact or delivery assessment of the two options. The meaningful differences are that Burswood is proposed as a broader transport-connected precinct with event and community uses, while Wanneroo is an existing motorsport venue; the available material does not show what upgrades Wanneroo would require or how their cost would compare.
