They are not equivalent systems. The Boeing 737 MAX’s MCAS is a flight-control law that changes aircraft handling in a defined flight condition. Tesla “Autopilot” is a driver-assistance system that combines steering and speed assistance while requiring a human driver to supervise. The shared word “autopilot” obscures differences in purpose, control authority, operating environment and human responsibility.

The table describes the systems at a high level; it does not establish that they pose the same risks or can be compared by a common safety rate.
Why the shared word “Autopilot” can mislead
“Autopilot” in a car’s product name is not proof that the vehicle drives itself. NHTSA’s Level 2 guidance says driver-assistance systems can control certain aspects of steering and speed, but drivers must stay engaged and alert because the systems cannot perform critical parts of the driving task. Tesla’s system name should be read alongside that supervision requirement, not as a description of independent driving.
MCAS addresses aircraft handling under a flight condition; Tesla “Autopilot” assists with steering and speed on roads. The vehicles, tasks, hazards and oversight frameworks differ. A comparison is useful for asking who or what has control, when the system acts, and what the human must do—not for treating one system as the equivalent of the other.

What the 737 MAX reviews found
Following the Lion Air JT610 and Ethiopian Airlines ET302 accidents, the FAA reviewed evidence from both events and identified design aspects Boeing needed to address. The FAA grounded the 737 MAX on March 13, 2019, after evidence suggested a potential relationship between the accidents. These are historical findings from the FAA’s 2020 review, not a statement about present-day fleet or certification status.
Certification and oversight were part of the problem
The U.S. Department of Transportation Office of Inspector General’s 2021 audit found that FAA and Boeing followed the established certification process, but limitations in FAA guidance and processes contributed to a significant misunderstanding of MCAS. The audit said the FAA did not have a complete understanding of Boeing’s MCAS safety assessments until after the first accident, and identified communication and delegation-oversight weaknesses.
Safety assessments and disclosure also drew scrutiny
The NTSB’s 2019 report examined parts of Boeing’s stabilizer-trim safety analysis related to MCAS, including how Boeing classified hazards from uncommanded MCAS operation and the assumptions it made about pilot response. It also considered the possible effects of multiple cockpit alerts. The NTSB report is a technical review of parts of the safety analysis; it should not be mistaken for the accident investigation of both crashes.

The House Committee on Transportation and Infrastructure’s 2020 final investigation report said Boeing withheld crucial information from the FAA, customers and pilots. The committee cited internal simulator-test data in which a test pilot took more than 10 seconds to diagnose and respond to uncommanded MCAS activation and described the condition as “catastrophic.” That characterization is the committee’s, not a general finding attributable to every source or every MCAS event.
What the 2024 Tesla recall-query material establishes
Tesla filed Recall 23V838 on December 12, 2023. NHTSA opened Recall Query RQ24009 to assess whether the remedy was adequate, including whether the system’s controls addressed misuse, mode confusion and use in environments for which it was not designed. The NHTSA resume was opened April 25, 2024; it documents the inquiry at that date and does not establish its final outcome or the query’s current status.
The resume gives an estimated population of 2,031,220 affected vehicles for model years 2012–2024 Tesla vehicles equipped with “Autopilot.” This is an investigation population estimate, not a count of crashes, injuries or confirmed system failures. NHTSA also quoted Tesla’s filing as saying “the prominence and scope of the system’s controls may be insufficient to prevent driver misuse”; that wording is Tesla’s statement as reported in the agency record.

NHTSA’s update on investigation EA22002 describes crash, human-factors and vehicle evaluations. The agency lists comparison dimensions including control authority, operational design domain, detection and response to objects and events, driver engagement, and ease of engagement. It also says Tesla’s recall filing acknowledged that controls could be insufficient in certain circumstances for a system requiring constant human supervision. Those are the investigation’s described work and the filing’s acknowledgment—not a blanket verdict about every trip or every version of the system.
How to make a fair comparison
- Start with the task. MCAS affects aircraft handling in a specified flight condition; Tesla “Autopilot” combines steering and speed assistance.
- Ask who must supervise. NHTSA’s Level 2 guidance requires the driver to remain engaged and alert. The MAX safety-assessment record, as reviewed by the NTSB, includes assumptions about pilot response and cockpit alerts.
- Consider the oversight record. The MAX reviews addressed design, certification and communication. NHTSA’s Tesla materials addressed driver controls, engagement, operating domain, crashes and recall-remedy effectiveness.
- Do not infer a shared safety rate. The cited materials do not provide a valid common statistic comparing MCAS with automotive “Autopilot.” Accident counts, investigation-population estimates and unrelated exposure figures cannot be combined into one.
