Yes. In the UK specification described by BMW Motorrad, the BMW F 450 RR is A2-compatible without an aftermarket restrictor. Its rated output is 35 kW (48 hp), exactly the A2 ceiling, and its published 177 kg mass gives about 0.198 kW/kg—just below the 0.2 kW/kg limit. The 420 cc motorcycle also meets the engine-capacity and power requirements for an A2 practical test, subject to the exact registered variant, insurance and the current DVSA test-vehicle rules.
The short answer: an A2 F 450 RR is already at the legal limit
BMW Motorrad UK describes the F 450 RR as an A2-compatible sport motorcycle. In BMW Motorrad UK’s UK specification listed on 16 October 2026, BMW publishes 35 kW (48 hp) at 8,750 rpm. That is not a detuned figure that needs bringing down with a kit; it is the motorcycle’s stated rated output and is exactly the maximum permitted for category A2.

BMW also lists a 420 cc water-cooled parallel-twin engine, 43 Nm of torque at 6,750 rpm and a 177 kg weight. Using those published figures, 35 kW divided by 177 kg is approximately 0.198 kW/kg, below the UK A2 ceiling of 0.2 kW/kg. The calculation is useful for orientation, but the legally relevant mass is the one used for the registered and type-approved variant, so confirm the specification on the particular motorcycle’s documents.

BMW F 450 RR specifications that matter for A2
| Item | Published figure | Why it matters to A2 |
|---|---|---|
| Rated maximum power | 35 kW (48 hp) at 8,750 rpm | Matches the A2 maximum of 35 kW and sits in the 20–35 kW practical-test band. |
| Engine capacity | 420 cc | Exceeds the 245 cc minimum for a motorcycle used in an A2 practical test. |
| Peak torque | 43 Nm at 6,750 rpm | Describes the engine’s output character; torque is not an A2 eligibility limit. |
| Published weight | 177 kg | Produces about 0.198 kW/kg when divided into 35 kW, below the 0.2 kW/kg limit. |
| Engine layout | Water-cooled parallel twin | Mechanical design does not determine licence eligibility; certified power and mass do. |
These numbers apply to the BMW UK specification listed above. Model-year, market and equipment differences can alter the approved mass or paperwork. Treat the vehicle identification number, certificate of conformity and registration record as the final check for a bike you are buying or taking to a test.
What the UK A2 licence allows
Power and power-to-weight limits
Category A2 covers motorcycles with a maximum power of 35 kW and a power-to-weight ratio of no more than 0.2 kW/kg. Both conditions apply. A motorcycle at 35 kW can still fail if its approved mass makes the ratio exceed 0.2 kW/kg; conversely, a heavier motorcycle can be within the ratio while exceeding the 35 kW ceiling.
The F 450 RR’s published figures satisfy both tests on their face: 35 kW is not above 35 kW, and 35 ÷ 177 is approximately 0.198. Because small changes in the approved mass or a different homologated variant can affect the ratio, use the figure on the specific bike’s official documentation rather than relying solely on a brochure or an online listing.
The “twice the power” derivation rule
An A2 motorcycle must not be derived from a model that produced more than twice the permitted power. For a 35 kW A2 machine, the unrestricted base motorcycle must therefore have been no more than 70 kW. This rule matters when a higher-powered motorcycle is electronically or mechanically restricted: a restriction alone cannot make an ineligible base model lawful for A2.

BMW publishes the F 450 RR itself at 35 kW in its UK specification listed on 16 October 2026, so the F 450 RR is presented as an A2 model rather than as a more powerful motorcycle reduced to 35 kW. Keep the manufacturer’s specification and the bike’s approval documents in case an examiner, insurer or licensing authority needs evidence.
Age and routes to an A2 entitlement
Direct access to A2 starts at age 19. A rider normally completes the required theory and practical tests on an appropriate motorcycle. Progressive access is available after the required period holding an A1 or A2 entitlement, followed by another practical test. The motorcycle’s compliance does not replace the rider’s entitlement: you still need the correct provisional or full licence status, compulsory basic training where applicable, and the required tests.
Does the F 450 RR need a restrictor?
For the published UK model, no aftermarket power restrictor should be needed
“A2 compatible” can mean either that a motorcycle is manufactured within the A2 limits or that a more powerful motorcycle has an approved restriction kit. BMW’s UK F 450 RR specification listed on 16 October 2026 is the first case. BMW states 35 kW, so there is no excess power to remove to reach the A2 ceiling.
Do not fit a restrictor simply because a dealer advertisement or a generic parts catalogue labels the motorcycle “restrictable.” An unnecessary kit can create installation, calibration, warranty or insurance questions. Ask the dealer to identify the exact UK variant and show the certified power figure before making changes.

When a restriction kit is legally relevant
For other motorcycles, GOV.UK guidance permits restriction into the A2 20–35 kW range only when the unrestricted output is no more than 70 kW, and the restricted output cannot be less than half the original power. A 70 kW motorcycle may therefore be restricted to 35 kW, but a 72 kW motorcycle cannot be made A2-compliant by reducing it to 35 kW. A motorcycle originally rated at 50 kW cannot be restricted below 25 kW under the half-power rule.
When a restricted motorcycle is presented for an A2 test, proof of the restriction is required. That evidence can include the manufacturer’s or approved kit documentation, installation certification and other records accepted by DVSA. The F 450 RR’s factory 35 kW specification is different: retain its normal type-approval and registration documents rather than inventing restriction paperwork for a kit that is not fitted.

Checks to complete before the test
- Confirm the exact model and variant. Match the VIN and registration number to the BMW specification and the certificate of conformity. A different market or a later homologation can have different approved mass or power data.
- Check the registration record. The power and mass recorded for the bike should support the A2 calculation. Resolve discrepancies with the dealer or the registration authority before test day.
- Check the DVSA test-vehicle rules. Requirements and accepted vehicle information can change. Have the school or test centre confirm that the registered F 450 RR is acceptable for the specific A2 test.
- Check insurance and permission. Your policy must cover learner use and the practical test. If the motorcycle is borrowed or supplied by a school, obtain written confirmation that test use is insured.
- Prepare the standard test equipment. Bring the required protective clothing, documents and any security or communication equipment specified by the test centre. A compliant engine does not cure missing paperwork or unsafe equipment.
How to verify an F 450 RR before buying
Use a document-first process rather than assuming every F 450 RR is identical:
- Ask for the motorcycle’s VIN, model year, country specification and certificate of conformity.
- Find the certified maximum power, approved mass and power-to-weight information for that VIN. If the mass is not stated in the form needed for the calculation, ask the manufacturer or registering authority which figure applies.
- Confirm that the motorcycle is recorded at 35 kW, not as a different model with an aftermarket alteration.
- Check that the registration, number plate and insurance details identify the same machine you will ride.
- If buying used, inspect for an ECU change, exhaust modification or other alteration that could conflict with the approved specification. Have the seller restore or document any modification before you rely on the bike for licensing.
- For a test booking, obtain confirmation from the riding school or DVSA channel while there is time to change motorcycles if the variant is rejected.
Common mistakes and how to fix them
Confusing 35 kW with 35 horsepower
Thirty-five kilowatts is approximately 48 horsepower, not 35 horsepower. The F 450 RR’s published 48 hp figure is the rounded imperial equivalent of its 35 kW rating. Licence rules use kilowatts, so use the certified kW value in calculations and forms.
Using the wrong weight
Kerb weight, dry weight, mass in service and the legally approved mass are not interchangeable labels. The 0.198 kW/kg calculation uses BMW’s published 177 kg figure, but the legal test uses the applicable approved mass for the registered variant. If your result is close to 0.2, do not rely on a bathroom-scale reading or a dealer’s informal figure; obtain the official value.
Assuming any “restricted” bike is test-legal
A restriction must satisfy the 70 kW derivation limit, the half-power rule and the 20–35 kW range. The installation must be documented for the test. A seller’s statement that a kit is fitted is not, by itself, proof.

Assuming an A2-compatible motorcycle removes other requirements
A2 status does not waive compulsory basic training, theory and practical tests, learner conditions, roadworthiness, tax, insurance or protective-equipment rules. It only describes the motorcycle category that the entitlement permits.
Booking without checking the current test information
Even when the capacity, power and ratio are correct, the test centre may require the specific registered variant to appear in current DVSA vehicle information. Get confirmation before the appointment and carry the documents that demonstrate the bike’s specification.
How the F 450 RR compares with another A2 motorcycle
When comparing the F 450 RR with any alternative, focus on certified and test-relevant facts rather than engine size alone:
Recommended Free Tools
- Factory versus restricted output: determine whether the motorcycle is naturally within 35 kW or requires an approved kit.
- Power-to-weight ratio: calculate using the legally applicable mass, especially when the result is close to 0.2 kW/kg.
- Base-model power: check the 70 kW maximum before accepting a restriction claim.
- Capacity: confirm at least 245 cc if the motorcycle will be used for an A2 practical test.
- Rider manageability: seat height, reach, steering lock, low-speed balance and weight distribution can determine whether a technically legal motorcycle is a sensible training bike.
- Variant and paperwork: make, model year, market, approval documents, registration data and insurance must all describe the same configuration.
- DVSA acceptance: verify the current test-vehicle information rather than extrapolating from another model or an older booking.
Verdict
The BMW F 450 RR, in the UK specification published by BMW Motorrad, is an A2 motorcycle at the factory: 35 kW, 420 cc and 177 kg produce a published power-to-weight figure of about 0.198 kW/kg. It therefore does not need an aftermarket restrictor, and its headline figures satisfy the capacity, power and ratio thresholds for an A2 practical test. Confirm the exact VIN-specific mass, registration, insurance and current DVSA acceptance before purchase or test day, because those administrative details—not a generic model name—decide whether the motorcycle in front of you is legally usable.
