There is no universal winner. The BMW CE 04 is a high-performance urban scooter with motorcycle-grade speed, power and equipment. Pick the BMW CE 04 for faster roads and longer urban links
The CE 04 makes sense when your route includes ordinary city traffic moving well above 25 km/h, ring roads where permitted, or daily distances that would make a small local scooter restrictive. Its 31 kW peak output (42 hp), 62 Nm of torque and 120 km/h electronically limited top speed place it in a different performance class from the Lite. BMW lists 0–50 km/h acceleration in 2.6 seconds, giving the CE 04 the reserve needed for joining faster traffic and climbing urban grades.

The CE 04 is also the more substantial equipment package. Anti-lock braking, automatic stability control, three riding modes, a 10.25-inch TFT display with connectivity, keyless ride and a reverser are designed for riders who expect a premium vehicle rather than a basic runabout. That extra hardware only pays off if you will use the performance, safety systems and connected functions; it is not a reason to spend more for a short trip that can be completed comfortably at low speed.
Pick the Okinawa Lite for short errands and removable-battery convenience
The Lite is better suited to neighbourhood trips, campus or gated-community travel and other routes where 25 km/h is adequate. Its 250 W peak motor is intended for gentle, low-speed use, not for keeping pace with faster urban traffic. A 1.25 kWh lithium-ion battery can be removed from the scooter, allowing charging where taking the whole vehicle to a parking socket is impractical. Confirm the battery-handling procedure, indoor charging location and electrical outlet requirements with the dealer before purchase.
Front disc and rear drum brakes, a 740 mm seat height, USB charging and an LED headlamp with daytime running light cover the essentials. Okinawa lists a 150 kg loading capacity. The simpler specification can be an advantage when your priorities are low entry cost and easy local transport rather than acceleration or highway-capable speed.

Do not treat the 25 km/h Lite as a slower version of the CE 04. It is a fundamentally different vehicle for a different road environment. A route that requires frequent travel at 40–60 km/h will be frustrating and potentially unsuitable on the Lite, regardless of its low purchase price. Conversely, using a CE 04 only for a few hundred metres of local errands leaves most of its performance and equipment unused.

Range: 130 km and 60 km are not like-for-like numbers
What BMW’s 130 km claim means
BMW states a 130 km range for the CE 04 according to the Worldwide harmonized Motorcycle Test Cycle (WMTC), and lists WMTC energy consumption of 7.7 kWh/100 km. WMTC is a standardized test basis; it is not a promise that every rider will travel 130 km between charges. Speed, temperature, rider weight, gradients, traffic and use of heating or other electrical systems can reduce the distance available in everyday riding.
What Okinawa’s 60 km claim means
Okinawa advertises 60 km per charge for the Lite under ideal test conditions and explicitly says the specific range depends on riding and road conditions. Treat that figure as an optimistic reference, not a guaranteed commute. A low-speed scooter can use little energy on flat, gentle routes, but hills, frequent stops, payload and battery age change the result.
How to plan a useful reserve
- Measure your complete daily route, including the return journey and any regular detours.
- Identify where you can charge at home, work or a destination; do not plan around a socket that you cannot reliably access.
- Keep a reserve for weather, traffic, gradients and battery ageing instead of using the brochure maximum as your daily target.
- Ask the dealer whether the displayed range applies to the exact battery and software configuration being delivered.
No independent, same-route range test is established for these two scooters, so neither manufacturer figure should be presented as a measured real-world comparison.
Charging and battery practicality
BMW CE 04 charging options
The CE 04 has an 8.9 kWh gross battery (8.5 kWh net) and a 2.3 kW integrated charger. BMW lists approximately 4 hours 20 minutes for a 0–100% standard charge and 3 hours 30 minutes for 0–80%. The company says these times depend on temperature and charging capacity. An optional 6.9 kW quick charger can reduce charging time when the installation and vehicle configuration support it.

The scooter uses a Type 2 vehicle socket. BMW describes charging from domestic sockets, wallboxes and public charging posts, but the optional quick-charging cable is not automatically included. Have the dealer confirm which cable, charging equipment and accessories are included in the Indian-market configuration and quote.
Okinawa Lite charging
Okinawa lists 4–5 hours of charging for the Lite. Its 1.25 kWh lithium-ion battery is detachable, so an owner with a suitable indoor charging point can remove the pack rather than manoeuvre the scooter to a fixed outlet. Before relying on this feature, check the battery’s weight, storage temperature limits, ventilation guidance, connector protection and whether the warranty requires the supplied charger or a particular charging routine.
Questions to ask about your parking space
- Is a grounded, weather-protected socket available where the scooter is stored?
- Can the battery or charging cable be secured against theft?
- Will building management permit charging in the parking area or indoors?
- What happens if charging is interrupted, the battery is deeply discharged or the charger reports a fault?
Price, delivery and ownership terms

BMW Motorrad India displays a starting ex-showroom price of ₹15,25,000 for the CE 04. BMW says that road tax, tax collected at source, registration and statutory fees, local taxes or levies and insurance are excluded, and that invoice-time pricing can differ. Equipment shown in illustrations or a configured vehicle may also differ from the Indian-market supply. Obtain a written, itemized quotation from an authorized dealer.

Warranty details to verify
Okinawa lists a 36-month battery warranty for the Lite. Its warranty page lists 36 months or 30,000 km, whichever comes first, for the motor, controller, charger and frame assembly, with shorter terms for some other components and a stated service schedule. Read the current policy for exclusions, consumables, required servicing and coverage after a battery is stored or charged outside the recommended conditions.

Buying checklist: verify these points locally
- Map the route. Record normal traffic speeds, hills, payload and total kilometres, then decide whether 25 km/h is genuinely adequate.
- Get an on-road quotation. Request ex-showroom price, taxes, registration, insurance, accessories, charging equipment and every dealer fee as separate line items.
- Confirm the exact vehicle. Check battery capacity, included cable, software version, colour, safety equipment and any market-specific differences on the written order.
- Check delivery. Ask for stock status, booking-to-delivery estimate, cancellation terms and what happens if the quoted date slips.
- Read the warranty. Verify battery, motor, controller, charger, frame, exclusions, service intervals and distance limits.
- Inspect charging access. Confirm socket type, cable length, electrical load, weather protection and permission from your building or landlord.
- Take a test ride. Evaluate seat height, reach to the controls, brake feel, low-speed balance, storage and display readability.
- Ask about service support. Identify the nearest authorized workshop, expected maintenance intervals, diagnostic process and parts lead times.
- Check local rules. Confirm registration, licensing, insurance and road-use requirements for the exact variant in your jurisdiction.
What the published figures do—and do not—prove
The CE 04’s WMTC range and Okinawa’s ideal-condition range cannot establish which scooter will travel farther on your route. The price displays cannot establish final on-road cost or availability. The absence of a like-for-like independent road test also means acceleration, comfort, energy use and ownership cost should not be presented as empirically settled comparisons. Use the figures to narrow the choice, then verify the practical details with the local dealer and your own route.

Final verdict
Buy the BMW CE 04 if you need a genuinely fast urban scooter, want premium electronic equipment and can accommodate its ₹15,25,000 starting ex-showroom price plus taxes, insurance and other charges. Plan charging around the 8.5 kWh net battery and treat the 130 km WMTC figure as a test-cycle reference.
Buy the Okinawa Lite if your trips are short and local, 25 km/h is sufficient, and a removable 1.25 kWh battery solves your charging problem. Treat 60 km as an ideal-condition claim, not a guaranteed daily range, and confirm the current ₹69,093 ex-showroom price, delivery timing and warranty in writing.
