State-minimum car insurance is a legal starting point, not a guarantee that you can cover the costs of a serious crash. The right policy depends on your state’s rules, the financial loss you could absorb, the value and financing status of your car, and the protection you want for yourself and others. Compare coverage by limits and deductibles—not just by premium.
Why state-minimum coverage may not be enough
Most U.S. states require drivers to carry some liability insurance, and some also require personal injury protection (PIP) or medical-payments coverage. The exact requirements differ by state, so check the current rules where your car is registered and insured. The National Association of Insurance Commissioners (NAIC) explains that “Most states require drivers to carry a minimum amount of liability coverage, which helps pay for damage or injuries caused in an accident.” NAIC’s auto insurance overview describes the coverage categories and state-law context.
Liability coverage pays for covered injuries or property damage you cause to other people, up to your policy limits. If a claim exceeds those limits, you may be personally responsible for the amount above them. Whether higher limits make sense depends on your finances and circumstances; there is no single limit that is right for every driver.
Recent claims data illustrates why a legal floor is not a cap on possible costs. The Insurance Information Institute, citing Insurance Services Office data, reports 2024 averages of $28,278 for an auto bodily-injury liability claim and $6,770 for a property-damage liability claim. Liability protects against covered claims by others; it does not pay to repair your own car. Collision and comprehensive address different kinds of damage to your vehicle. They are generally optional under state law, but a lender or leasing company may require them while you owe money on or lease the car. Check your policy and financing agreement for the exact terms. When to consider more than the minimum
Think about the loss you could face if a claim exceeded your liability limits, and whether you could pay it without seriously disrupting your finances. That is a personal risk decision, not a reason to assume that every driver needs the same limits or every available add-on.

UM/UIM can matter because some drivers on the road are uninsured. The Insurance Research Council estimated that 15.4% of motorists—about one in seven—were uninsured in 2023, as reported by the NAIC on its page updated July 30, 2025. The figure is a national estimate, not a measure for every state. Whether UM/UIM is required, available, and what it covers depend on state law and policy language. For your own vehicle, weigh its value and likely repair costs against the premium and deductible for collision and comprehensive. Also consider whether you could replace the car if it were totaled. An older car’s value alone does not settle the question: financing or leasing terms and your ability to absorb the loss also matter.

How to think about deductibles and “full coverage”
A deductible is the amount you pay toward a covered physical-damage claim before the insurer pays its share. A higher deductible may lower the premium, but choose an amount you could comfortably pay after a loss. The NAIC shopping tool recommends considering the premium trade-off alongside your ability to handle the deductible.
“Full coverage” is an informal label, not one uniform policy or a guarantee that every loss is covered. Before comparing policies, specify the liability limits, UM/UIM and PIP or medical-payments selections, whether collision and comprehensive are included, and the deductible for each. Exclusions, conditions, and limits still apply under the policy contract.

For illustration, the Insurance Information Institute’s standardized full-coverage estimate uses $100,000/$300,000 personal liability, $25,000 medical payments, $100,000 property damage, $25,000/$50,000 UM/UIM, and a $500 collision and comprehensive deductible. That is a defined example, not a national standard or a recommendation for your policy. The same source reports a 2023 average expenditure of $1,281.92 based on NAIC data; it is an average expenditure measure, not an individual quote or an apples-to-apples price for one standard policy. - Choose the coverage you want to compare. Record the bodily-injury and property-damage liability limits, UM/UIM selections, PIP or medical-payments choices, and whether collision and comprehensive are included.
- Set the deductibles. Match the collision and comprehensive deductibles across quotes, and make sure each amount is one you could pay after a claim.
- Request quotes with the same details. Use the same vehicle and driver information and the same coverage selections with each insurer. A lower premium is meaningful only if the protection being priced is comparable.
- Review what differs. Check policy limits, deductibles, and contract terms rather than relying on a label such as “full coverage.” Ask the insurer to explain any difference you cannot reconcile.
- Verify requirements and terms. Confirm current state requirements with your state insurance department and read the policy and any lender or lessor requirements before choosing.
