Those rankings are useful starting points, but local prices, mileage, trim, maintenance, title, and condition determine whether an individual listing is a good buy.
Which used SUV fits your needs?
“What are the best used SUVs under $20,000?” has no single answer for every buyer. A compact crossover may suit commuting and routine errands; a midsize SUV offers a different balance of passenger and cargo room; a third row matters only if you will use it. Before browsing, decide how many people you regularly carry, how much cargo you need to fit, whether you need a third row, and whether fuel economy or a particular powertrain is a priority.
The models below come from different sources and methods, so their rankings and prices are not directly interchangeable. iSeeCars’ 2026 ranking combines reliability, value retention, and safety into its evaluation; its quality scores are not government crash-test ratings. Edmunds’ shortlist is dated January 28, 2025. The IIHS and Consumer Reports list uses a separate safety-screening method and April 2026 median retail prices for specified earliest applicable model years.

How to interpret the rankings and prices
A ranking is a way to build a shortlist, not proof that every example is dependable, safe, or fairly priced. iSeeCars’ scores reflect that publisher’s evaluation of reliability, value retention, and safety. They are not NHTSA or IIHS crash-test scores, and they do not assess the maintenance or condition of a particular SUV.
The IIHS and Consumer Reports list identifies Best Choices using criteria that include IIHS crash-test results, headlights, and automatic emergency braking, as well as Consumer Reports braking, handling, and controls/display scores. Its “under $20,000” category is based on the median retail price of all trims of the earliest applicable model year, using Black Book data from April 2026—not a promise that every newer year or trim is available at that price, or that a particular vehicle will fit a $20,000 out-the-door budget.
| IIHS/Consumer Reports model | Median retail price | Price basis |
|---|---|---|
| Mazda CX-5 | $13,100 | All trims of the earliest applicable model year; Black Book data, April 2026. |
| Subaru Forester | $15,900 | All trims of the earliest applicable model year; Black Book data, April 2026. |
| Nissan Rogue | $17,200 | All trims of the earliest applicable model year; Black Book data, April 2026. |
| Hyundai Tucson | $19,100 | All trims of the earliest applicable model year; Black Book data, April 2026. |
These are national reference figures tied to a particular method and data date, not live local asking prices or final purchase costs. Edmunds also notes that prices vary substantially with location, age, and mileage. Compare listings in your area for the exact year, trim, mileage, and drivetrain; account for taxes, fees, and any immediate maintenance when deciding whether the vehicle fits your budget.
Compare the exact vehicles, not just the nameplates
Once you have a shortlist, evaluate each candidate against the same practical criteria. A well-kept example in the right configuration may be a better fit than a higher-ranked model with an unsuitable layout or an unclear history.

If considering a three-row SUV, try the third row and assess how much cargo room remains when it is in use.
- Price and configuration: Compare local listings with the same model year, trim, mileage, and drivetrain. An advertised price alone does not establish the final cost.
- Safety: Check crash-test information and confirm which driver-assistance features are actually fitted to that year and trim. Equipment can differ between versions.
- Fuel economy and powertrain: Verify the official rating for the specific vehicle rather than applying a figure from another year or configuration.
- History and condition: Review maintenance and inspection records, title status, mileage consistency, and recall completion. Have an independent mechanic inspect the vehicle if its condition is uncertain.
Is the Ford Escape Hybrid a good fit?
Edmunds’ January 2025 guide gives an EPA-estimated 40 mpg combined for the Escape Hybrid version it discusses and describes its passenger cabin as roomy. Edmunds also notes that its cargo volume does not match the Honda CR-V or Toyota RAV4. Treat 40 mpg as a configuration-specific estimate, not a guarantee for every Escape Hybrid: check the year and trim, then verify the official EPA label for the listing. Consider whether the cabin and cargo trade-off works for your passengers and typical loads.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Check an individual vehicle before buying
Model research cannot reveal whether a particular SUV has an open recall, inaccurate mileage, an undisclosed problem, or damage that affects its condition. Use records, a VIN lookup, and an inspection to evaluate the actual vehicle.
Rank #4
- Get the VIN and review the vehicle history. Request a history report and compare its mileage entries with the odometer, maintenance records, and inspection records. NHTSA recommends checking records for mileage discrepancies.
- Check for open recalls by VIN. Use NHTSA’s recall lookup. If an open recall appears, contact a local dealer to arrange the recall repair, which NHTSA says is free.
- Arrange an independent pre-purchase inspection. Ask a mechanic to assess the specific vehicle and explain any findings before you commit. A history report and a model ranking do not replace an inspection.
- Compare the inspection with the seller’s records and claims. Resolve discrepancies in mileage, title, service history, or recall status before proceeding.
Make a shortlist, then choose the best example
Use category rankings to find candidates, but make the purchase decision from evidence about the specific listing. The right used SUV under $20,000 is the one that meets your space and equipment needs, fits local pricing for its year and condition, and has a history and inspection you can verify.
