In 2026, individual cars built in 2001 reach the federal 25-year age threshold on their 25th anniversaries. Candidate models include the Nissan Skyline GT-R R34, Honda NSX NA2, Mitsubishi Lancer Evolution VI, Toyota Chaser JZX100, and late-build Mazda RX-7 FD3S. Third-party guides put their indicative Japan-side purchase estimates between $18,000 and $120,000+, before shipping and other import costs.
What JDM cars become legal to import to the U.S. in 2026?
For the federal 25-year vehicle-safety exemption, the date that matters is the car’s actual manufacture date—not its model year, first registration date, or the year a seller says it is. A vehicle built in 2001 reaches its 25th anniversary on the corresponding date in 2026. A car built late in 2001 therefore does not meet that age test early in the year.
NHTSA’s Vehicle Importation Guidelines state that, as a general rule, a motor vehicle less than 25 years old must comply with applicable Federal Motor Vehicle Safety Standards (FMVSS) for permanent import. Confirm a car’s manufacture date from credible vehicle or manufacturer documentation before shipping it. NHTSA uses the HS-7 declaration to identify the basis for entry. The age exemption addresses federal safety standards; it does not, by itself, clear a car for EPA compliance or state registration.
That distinction is especially important when someone asks, “Is the R34 Skyline legal in the US yet?” There is no single answer for every R34. Individual examples reach the 25-year threshold on their own anniversaries, and the model name or model year cannot prove a particular car is old enough. Verify the exact car’s build records, then separately check emissions and the rules in the state where it will be titled.

EPA and state rules are separate checks
The EPA’s Learn About Importing Vehicles and Engines page, last updated September 1, 2026, says the Clean Air Act prohibits importing vehicles that do not conform to EPA emissions standards and requirements. Its over-21-year pathway depends on the engine being identical in model and configuration to the original engine. If you are unsure whether a car qualifies, contact EPA or a qualified import specialist before purchase.
Vehicles that do not qualify for an exemption may require an eligible Registered Importer path for NHTSA compliance or an Independent Commercial Importer (ICI) for EPA certification. NHTSA advises buyers to discuss cost and timing with a Registered Importer before buying or shipping a nonconforming vehicle. EPA warns that an improperly imported vehicle can be seized or ordered exported, and penalties may apply. Even after federal entry, state title, inspection, emissions, and road-use requirements can differ. Check with your state DMV and emissions authority before sending a deposit.

JDM import candidates and indicative prices
The figures below are estimates published by TougeJDM in March 2026, not verified live auction results, guaranteed sale prices, condition-adjusted appraisals, or landed costs. Mileage, grade, originality, modifications, and exact specification can change what a particular car is worth. Treat the ranges as a way to compare candidates, not as a promise of what you will pay.

Project JDM’s September 13, 2026 buyer guide also names the Toyota JZA80 Supra, Honda NSX Type S, and WRX STI Type RA. It does not establish a consistently scoped model-specific price for each of those candidates, so a dependable price comparison is not stated here.

How to choose among the candidates
There is no independently auditable comparative dataset establishing which of these models is the best value, most reliable, or cheapest to own. Narrow your shortlist by the factors that matter to your intended use:
- Eligibility confidence: Can the seller document the exact manufacture date, and can you establish that the engine meets the EPA pathway you plan to use?
- Condition and provenance: Review the auction inspection sheet, photos, corrosion, modifications, and service records. Get an independent inspection rather than relying on a seller’s description.
- Ownership support: Consider access to parts and specialists for the specific chassis and engine, not just the model’s popularity.
- Registration destination: A car that clears federal import requirements may still face state-specific title, inspection, or emissions hurdles.
- Total cost: Compare itemized landed-cost estimates, not just the advertised or auction price.
How much does it cost to import a JDM car?
Budget for more than the vehicle. TougeJDM’s March 2026 guide estimates $3,500–$7,000+ in add-on import costs beyond the purchase price. It lists the following illustrative amounts; these are a third-party guide’s estimates, not official fees or a current quote.

The listed line items are estimates, and the aggregate estimate is not a guaranteed sum for every shipment. Your actual total can change with the shipping method and route, U.S. port, vehicle value, inland delivery distance, and current duty treatment. Other costs may also apply. Project JDM’s guide presents different broad estimates, so request written, itemized quotes for the particular car and destination rather than treating either guide as a quote.
Check customs duty and tariffs for the actual entry
Do not assume a single duty or tariff rate applies to every JDM car. A September 12, 2025 CBP ruling, N352651, classified a specific 1999 Toyota Crown from Japan, stated a 2.5% general duty rate, and directed use of an exception heading for additional automobile duties. That is an example for the vehicle and circumstances addressed in the ruling—not a universal rate for other models or future entries. The ruling itself notes that tariff rates can change. Ask a licensed customs broker to verify the car’s classification and the current HTS provisions at the time of entry.

What to do before you buy or ship
- Get the exact chassis and manufacture-date records. Reconcile seller statements with credible documents; a model year is not a substitute for the build date.
- Confirm the emissions route. If relying on EPA’s over-21-year pathway, establish whether the engine is identical in model and configuration to the original. Ask EPA or a qualified specialist if eligibility is uncertain.
- Assess the car’s condition independently. Obtain and interpret the auction sheet, request photos and a written condition report, and investigate corrosion, modifications, and service history.
- Collect itemized written estimates. Ask for buyer and auction charges, Japan-side transport, export paperwork, freight and insurance, broker fees, customs charges, port handling, and final delivery.
- Verify current duty treatment. Have a customs broker check the vehicle’s classification and current tariff provisions; do not apply the Crown ruling automatically to another car.
- Check the destination state’s rules. Contact the state DMV and emissions authority about title, registration, inspection, and operation before paying a deposit.
- Keep the entry paperwork. Retain applicable NHTSA and EPA declarations and CBP entry evidence for the state registration process.
