A Belgian road-safety group says its tests of Tesla Full Self-Driving (Supervised) found frequent speeding in low-speed zones and repeated attempts to overtake cyclists in cycle streets. The findings concern a specific study of Belgian roads—not every FSD drive—and sit alongside Tesla’s instruction that drivers must supervise the system and remain responsible for driving.
What did the Belgian study find?
Johanna.be vzw said its independent study, published on 24 September 2026, examined Tesla FSD (Supervised) in 30 km/h zones, home zones (woonerf) and cycle streets. The group says these settings matter particularly for pedestrian and cyclist safety and comfort. Johanna.be’s study page summarizes the findings.
Speeding in 30 km/h zones
Johanna.be reported that 55% of the tested 30 km/h road segments in the Brussels-Capital Region exceeded the legal limit. In instances where FSD exceeded the limit, the group reported an average segment speed of 44 km/h. These figures describe the study’s tested segments and speeding instances, not all Belgian roads or all FSD use.
Home-zone locations
Separately, Johanna.be said 42% of the examined home-zone locations exceeded the 20 km/h limit. This is a different measure and test set from the 55% figure for Brussels 30 km/h segments.

Speed-limit information and cyclists
The group said FSD displayed incorrect speed-limit information to the supervising driver in the vast majority of the tested 30 km/h zones. In many cases, it said the vehicle recognized a 30 km/h sign but then displayed a 50 km/h limit. Johanna.be also reported repeated attempts to overtake cyclists in Belgian cycle streets, where the study says the maneuver is prohibited by Belgian law.
The report was not uniformly negative: Johanna.be said FSD generally interacted with pedestrians and cyclists cautiously and courteously, often yielding appropriately. That observation does not negate the reported speeding or cyclist-passing attempts; it describes other interactions seen during the test.

How was the test conducted?
AutoEnquirer reported that the group tested a Tesla Model 3 running FSD version 14.2.2.6 in Standard mode, covering approximately 400 km over three days in July. It said the system exceeded the limit in 16 of 29 road segments. Those vehicle, software and segment details are reported by AutoEnquirer; Johanna.be’s public study-page summary does not set out full methodology, sample selection or route-by-route data. The limited public detail makes it inappropriate to generalize the results to other vehicles, software versions, roads or drives.
Is Tesla FSD legal in Belgium, and do drivers still have to supervise it?
Belgium approved Tesla FSD for Belgian roads in June 2026, according to Belga News Agency, which reported that the approval applied throughout Belgium. Belga quoted Flemish Mobility Minister Annick De Ridder saying, “A shortened test period was sufficient to assess the differences in road infrastructure and traffic regulations between the Netherlands and Belgium”. That approval context predates Johanna.be’s September study publication.

Approval does not make the car autonomous. Tesla’s Belgian support information describes FSD (Supervised) as driver assistance and says the driver must keep eyes on the road, be ready to intervene, and remain responsible for driving and speed. The study’s reported behavior and Tesla’s supervision caveat are compatible: the test describes observed system performance, while Tesla places responsibility for monitoring and control on the driver. Tesla also says available features can vary with vehicle configuration, hardware, software version, model, trim, model year and region. Johanna.be said it sent its report to the Dutch RDW and the Flemish ministry on 7 September 2026 and asked them to review the approvals. Its publication page said a vote on EU-wide approval was expected on 6 October 2026. The sources cited here do not establish whether that vote took place or what its outcome was, so no conclusion about EU-wide approval can be drawn from the reported expectation.

What the findings do—and do not—show
The study raises specific concerns about speed-limit compliance, speed-limit information and cyclist overtaking in the low-speed Belgian settings it examined. Its public summary does not provide the full methodology, a comparison group or enough detail to estimate how often the same behavior occurs across the wider FSD fleet. No like-for-like competing system was tested in the cited material, so the findings do not support a product ranking. They are a report of one group’s test, not proof that every Tesla FSD drive behaves this way or a verdict on autonomous-driving systems generally.
