Tesla’s Full Self-Driving (Supervised) is still a driver-assistance system, not an autonomous vehicle. Tesla says the driver must remain responsible and ready to take over. The name’s “Supervised” qualifier reflects five practical realities: the system’s defined role, its limits on the road, fallible driver monitoring, human-factors risks, and jurisdiction-specific approval.
1. Tesla defines FSD as driver assistance, not autonomous driving
“Full Self-Driving” is the product name; it does not mean the car can drive without a responsible human. Tesla states that its driver-assistance features “do not make your Tesla vehicle fully autonomous or replace you as the driver.” It also says currently enabled features require active driver supervision. The driver remains responsible for the vehicle’s speed and control. Tesla’s support page describes features such as lane changes, route-following, turns, parking assistance and Summon-related functions, while maintaining that responsibility.
What is available depends on factors including vehicle configuration, hardware, software, region, model, trim and model year. A feature list or product name therefore cannot establish that a particular Tesla can operate autonomously.
2. Road conditions and maneuvers can demand immediate intervention
Tesla’s Model 3 owner manual warns that FSD (Supervised) can make unexpected maneuvers or mistakes requiring immediate driver intervention, even when conditions appear straightforward. Its examples include interactions with pedestrians, cyclists and other road users; unprotected turns across fast traffic; multi-lane turns; simultaneous lane changes; narrow roads; high-speed merges; debris; construction zones; and roads with sharp curves. The manual says this list is not exhaustive. The cited Model 3 manual is the Netherlands-English version, so its exact wording should not be assumed to apply to every model, country or software release.

Visibility can also reduce performance. Tesla identifies low light, rain, snow, direct sun and fog as conditions that may significantly degrade the system. In practical terms, being able to follow a route or handle many routine situations does not remove the need for a driver who can assess what is happening and take over without delay.
3. Driver monitoring is a backup, not a substitute for attention
Tesla describes its Driver Monitoring System (DMS) as a support feature that may not work perfectly. It can issue an alert when a driver is attentive, or fail to alert when a driver is inattentive, misusing the system or behaving unusually. Tesla tells drivers not to rely on DMS to define or validate their behavior. The same manual warns that devices intended to circumvent driver-attentiveness monitoring violate the terms of use and may lead to permanent feature disablement and a ban from future use. Monitoring is not permission to divert attention or a guarantee that the system will catch inattention.

4. Driver expectations and attention are safety concerns
Supervision depends on a person understanding that assistance can fail and staying prepared to intervene. Demonstrations that appear highly capable can encourage a different expectation. In a November 5, 2024 investigation letter to Tesla, NHTSA staff said some public posts could conflict with Tesla’s stated message that drivers must maintain continued control. The staff wrote that the posts may encourage viewers to see FSD-Supervised as a “Chauffer or ‘Robotaxi’ rather than a partial automation / driver assist system that requires persistent attention and intermittent intervention by the driver.” NHTSA’s letter records agency staff’s concern; it is not a final finding that those posts caused a particular crash or that all FSD use has the same outcome.

The concern is relevant to the supervision requirement: if a driver treats assistance as autonomous driving, they may be less ready to spot a problem and take control. The product’s capability in a given moment does not transfer responsibility away from the driver.
5. Approval and feature availability differ by jurisdiction
Tesla says development and regulatory approval can take longer in some jurisdictions, and that features may vary by region and vehicle configuration. That affects where particular features can be offered; it does not establish that a version is autonomous in one market and supervised in another. Local approval and adaptation explain deployment differences, not a general change in who is responsible for driving.
What California’s 2025 decision says about the naming
On December 16, 2025, the California DMV adopted an administrative law judge’s findings that Tesla’s use of “Autopilot” and “Full Self-Driving Capability” to describe its advanced driver-assistance features was misleading and violated state law. The DMV said the cars could not then, and could not at the time of its decision, operate as autonomous vehicles. It reported that Tesla had discontinued the “Full Self-Driving Capability” label and specified driver supervision through the name “Full Self-Driving (Supervised).” The DMV’s decision modified proposed penalties and gave Tesla 60 days to address its use of “Autopilot”; the agency described a 30-day dealer-license suspension as the consequence of failing to do so. The decision page establishes the order and stated deadline, not what happened after that deadline.
How to read Tesla’s safety figures
Tesla reported 2.5 billion telemetry packages from its worldwide vehicle fleet excluding China in Q3 2025. That is a telemetry-volume figure, not a collision rate or proof by itself that FSD is safer. Tesla’s safety report

Tesla’s published method counts a collision as involving FSD if FSD was active at any point in the five seconds before the event. The company says this is intended to include cases where a driver disengaged or the system aborted shortly before impact. Tesla says it does not assign fault and reports collisions regardless of cause. Its comparisons combine Tesla vehicle telemetry with government sources for a U.S. baseline, and the company notes limitations including road-classification differences, connectivity, sampling, unreported incidents and fleet distribution. Any comparative conclusion from those figures should be identified as Tesla’s analysis and read in light of its definitions, comparison population and stated limitations. Telemetry volume is not a safety outcome, and a company’s calculated comparison is not an independent regulator’s finding.
