Beaufort Street 40 km/h Zone in Inglewood: What’s Permanent and What Could Change

Stirling Council supported keeping the Inglewood Beaufort Street 40 km/h zone permanently in 2024. The trial’s reported results and a later proposal to shorten its hours are distinct matters.

Stirling Council supported making the 40 km/h variable speed zone permanent on the Beaufort Street stretch between Central Avenue and Crawford Road in Inglewood in February 2024. That is separate from a later City proposal to shorten the hours: the available City notice describes the proposal, but does not establish whether it was adopted.

Where is the 40 km/h zone?

The zone covers a specific section of Beaufort Street in Inglewood, between Central Avenue and Crawford Road. It does not apply to all of Beaufort Street. The arrangement is a variable speed zone: the limit is 40 km/h during its operating hours, with 60 km/h applying outside those hours as described in the trial history. Did Stirling make the trial permanent?

Yes. On 13 February 2024, Stirling Council supported permanently retaining the zone. Contemporary reporting described the decision as unanimous. This was the decision on permanent retention, not the original vote to run a trial: Council had endorsed a two-year trial on 11 February 2020 and directed that it be assessed for traffic volumes, travel speeds, crash statistics, pedestrian behaviour and effects on nearby side roads. How did the trial and its hours change?

The zone became operational on 5 July 2021, after an 18-month period of design, negotiation and budgeting for electronic signs. Initially, it operated from 7:30 am to 10 pm daily, with the 40 km/h period extending to 1 am on Friday and Saturday nights. The limit outside the scheduled hours was 60 km/h. What hours apply now?

The latest specific schedule established by the available City material is 7:30 am–10 pm daily. In 2025 the City sought feedback on a proposal to end the 40 km/h period at 7 pm instead. The consultation notice said feedback would inform a decision; the sources available here do not establish the proposal’s final outcome. Do not assume the earlier schedule changed as a result.

If the proposed hours had been adopted, the return to 60 km/h would move from 10 pm to 7 pm. The City’s 2025 report estimated that the existing hours covered about 90% of daily traffic, or 18,200 vehicles per day, while the proposed hours would cover an estimated 16,000 vehicles (79%). It estimated that 2,200 vehicles (11%) travelled during the 7–10 pm interval. These are the City’s estimates in the context of its cited traffic survey, not a verified count of current traffic. Did the 40 km/h trial reduce crashes?

The City and the Western Australian Government reported improved crash outcomes during the trial. The State’s 2024 announcement reported a 48% reduction in crashes and said serious-injury crashes fell from an average of eight per year to one. These are reported comparisons associated with the trial; they do not by themselves prove that the speed limit alone caused the changes. Government of Western Australia, 13 February 2024

A City of Stirling report, quoted by PerthNow on 19 February 2024, said: “The pre and post installation traffic surveys and crash statistics have shown that the 40km/h trial has been successful in reducing travel speeds and crash frequencies along Beaufort Street without any significant adverse impacts on the local road network.” The statement reflects the City’s evaluation; it should not be read as proof that a single measure explains every change. How busy is this section of Beaufort Street?

Traffic-volume figures vary by source and context. Stirling Council’s February 2024 material described the segment as carrying approximately 23,000 vehicles per day. A later City report gave approximately 20,000 vehicles per day, while a June 2023 count south of Eighth Avenue recorded an average weekday volume of about 20,280. Those figures should not be treated as one definitive current count: they come from different reporting contexts and, in the latter case, a specified count location. Are safety concerns at the library crossing resolved?

No. The City’s Inglewood information page reports concerns about red-light running and speeding at the crossing near Inglewood Community Hub. It says the City is working with Main Roads WA on an overhead signal mast, and that a road-safety check took place there in May 2026. The permanent speed-zone decision applies to the Beaufort Street segment; it does not establish that separate crossing concerns have been resolved. City of Stirling: Inglewood
