Neither battery-electric nor hybrid tugboats wins every mission. Battery-electric propulsion can eliminate onboard combustion and work well when a tug has predictable, lower-energy assignments and reliable high-power charging. A hybrid tug keeps liquid-fuel flexibility, usually extends range and peak-power endurance, and can reduce fuel use when its battery is sized around real standby and towing cycles. The correct choice depends on bollard-pull demand, daily energy, charging windows, grid capacity, energy prices, maintenance strategy, and the emissions boundary used for the decision.

What the two propulsion options mean

In this comparison, a battery-electric tug uses battery packs and electric motors for propulsion rather than burning fuel onboard. Shore electricity replenishes the batteries. A hybrid tug combines an engine-generator set with batteries, power electronics and electric motors. The engine can supply sustained energy, while the battery handles transient loads, maneuvering, standby periods or peak bollard-pull demand. “Hybrid” can describe several arrangements, so the electrical architecture and control strategy must be specified in any procurement document.

The practical question is not whether one technology is intrinsically cleaner or cheaper. It is whether the vessel can deliver its required thrust, endurance and availability with the port’s energy infrastructure and operating pattern. A tug that spends long periods waiting and then performs short, intense assists has a different optimum from one that performs continuous escort work.

The decision starts with the duty cycle

Map the vessel’s actual work before comparing propulsion packages. Wärtsilä’s modeled comparison used a 75-tonne bollard-pull harbour tug operating 260 days, or 3,120 hours, per year. Its modeled optimum depended on that operational profile; changing standby time, assist duration or annual utilization changes the result.

Record the operating profile

  • Mission mix: harbor maneuvering, ship-assist jobs, escorting, emergency response and crew-transfer movements each impose different loads.
  • Power by operating state: measure or estimate hotel load, standby, transit, maneuvering, towing and maximum bollard-pull demand separately.
  • Time at each state: a battery can be highly effective when low-load standby dominates, even if short towing events require substantial peak power.
  • Daily and seasonal utilization: include the busiest days, weather-related delays and periods when a second tug must cover for charging or maintenance.
  • Availability requirement: define whether a tug may pause for charging between jobs or must remain ready for an unplanned call.

Why peak bollard pull matters

Bollard pull is not the same as cruising energy. A tug may need very high instantaneous power to control a large vessel in wind or current, then return to low-load standby. Batteries can provide rapid peak power, but the pack, inverter, cooling system and motors must all be rated for that duty. A smaller battery paired with an engine-generator may meet peaks more economically than a very large all-electric pack. Conversely, a battery-electric design can avoid running an engine inefficiently during long low-load periods if the required energy can be recharged on schedule.

Operating range and charging

Range in a battery-electric tug is a function of usable battery energy, average and peak load, reserve requirements, weather, hull and propeller efficiency, and the time available to recharge. It is not a single distance figure. Hybrid vessels can replenish energy with fuel while underway, so their practical range is generally less constrained by a shore charger.

Battery-electric example: Volta 1

The Port of Antwerp-Bruges reports that its battery-electric Volta 1 can cruise for up to 12 hours, recharge in as little as two hours using a 1.5 MW charging station, and provide 70 tonnes of towing power. These are specifications for one tug paired with its intended infrastructure, not a category-wide guarantee. The announcement also printed a battery capacity of “2,782 MWh”; that unit appears inconsistent with the vessel scale and should not be used as a confirmed specification without independent verification.

What a charging plan must prove

  1. Calculate energy per duty cycle. Integrate propulsion and hotel loads for every operating state, then add an operational reserve. Do not size the pack from average power alone.
  2. Match charger power to the schedule. A 1.5 MW connection can restore substantial energy quickly, but the actual turnaround depends on the battery’s usable capacity, charge curve and state of charge at connection.
  3. Check berth logistics. Specify where the tug connects, how the cable or automated connection is handled, whether a vessel can charge while crew are aboard, and what happens if the berth is occupied.
  4. Confirm grid capacity. Obtain a utility study for transformer capacity, protection, harmonics, fault levels, demand charges and future expansion.
  5. Provide a degraded-mode plan. Define the response to a failed charger, reduced grid limit, delayed departure or battery module fault. A second charger, spare berth or reserve tug may be cheaper than accepting lost availability.

Why hybrids usually have more range flexibility

A hybrid can run the engine-generator for long transits or an extended emergency assignment and use the battery for silent or low-emission periods. It still needs fuel bunkering and engine maintenance, but it is less dependent on a particular berth being free at a particular time. The trade-off is additional equipment: engine, generator, fuel system, exhaust treatment, battery, inverter, cooling and control systems all require space, weight and maintenance.

Fuel use and emissions

Keep three different claims separate: fuel consumption, onboard emissions and lifecycle greenhouse-gas emissions. A reduction in liters of fuel is not automatically the same percentage reduction in greenhouse gases, and eliminating exhaust at the vessel does not eliminate emissions from electricity generation or battery manufacture.

Evidence for hybrid fuel savings

In a 2018 Wärtsilä model of a 75-tonne bollard-pull tug, a diesel-electric configuration with fixed-pitch propellers and batteries used 38% less fuel than a traditional high-speed-engine system and reduced main-engine running hours by 58%. The modeled profile assumed 260 operating days and 3,120 hours per year. These are vendor-study results for that scenario, not observed savings that every fleet should expect.

A Transport Canada-supported preliminary study published in 2022 reported a potential 18% fuel-consumption reduction versus conventional propulsion. Its result uses a different model and baseline, so it cannot be averaged with the Wärtsilä percentage or treated as a field validation. A separate techno-economic study modeled 11–14% lower total system fuel-energy consumption for diesel-electric hybrid propulsion than diesel-mechanical propulsion in its case.

Greenhouse-gas boundaries change the answer

The California Energy Commission’s 2024 report relays a DNV estimate of about 20% lower GHG emissions for a hybrid tug, while noting that actual reductions depend on vessel specifications. The attribution is to DNV; the California report did not originate the estimate. Fuel savings, tank-to-wake emissions and well-to-wake emissions should therefore be labeled separately in a business case.

Battery-electric propulsion avoids combustion emissions from the tug while it is operating. Its lifecycle result depends on the electricity mix, charging losses, battery manufacturing, replacement and end-of-life treatment. The California Energy Commission report states that, under the project assumptions it summarizes, manufacturing emissions were offset by operational reductions within one year. That payback period is specific to those assumptions and should not be generalized to every port or battery chemistry.

Port-level context

The Port of Antwerp-Bruges says tug service accounts for nearly 85% of its port-related CO₂ emissions. That figure refers to its tug service, not to ports generally. Where tug emissions dominate a port’s inventory, electrifying suitable duty cycles can have a visible local-air-quality and carbon effect; where electricity is carbon-intensive or charging requires major grid construction, the lifecycle benefit must be calculated rather than assumed.

Cost: what is known and what must be modeled

There is no consistent, audited purchase-price dataset that compares battery-electric and hybrid tugs on the same route, in the same year, with identical energy prices and financing. Do not use a generic vessel price as a universal answer. Build a project-specific total-cost model instead.

  • Battery system: cells, modules, thermal management, fire detection and suppression, battery-room ventilation, monitoring and replacement reserves.
  • Shore infrastructure: charger, transformer, switchgear, civil works, communications, connection hardware and grid-upgrade charges.
  • Energy: fuel, electricity, demand charges, time-of-use tariffs, charging losses and backup-generation fuel.
  • Maintenance: engine running hours, oil and after-treatment service, motor and inverter maintenance, charger service and planned battery module replacement.

Use transparent scenarios

Run at least low, central and high cases for fuel price, electricity price, annual hours, battery replacement timing, charger availability and residual value. Show undiscounted cash flow and discounted net present value, then test the break-even point for each variable. A design that wins only when electricity is cheap and utilization is low may be a weak choice in a congested port with high demand charges.

Space, weight, safety and battery life

The California Energy Commission report identifies battery energy density, limited onboard space and weight allowance, fire safety and cycle life as central constraints. Batteries occupy volume that might otherwise hold fuel, machinery or stores, and their mass affects draft, trim and payload. Naval architects must evaluate the complete installation rather than comparing cell-level energy density.

Cycle life is a duty-cycle question

The report gives a typical battery energy-storage-system lifetime of 8,000–12,000 cycles. “Typical” is not an assurance for every marine installation: usable depth of discharge, C-rate, temperature, charging strategy, calendar aging and replacement criteria all matter. Convert the tug’s expected daily equivalent full cycles into a calendar replacement plan, and price a staged module replacement rather than assuming the original pack lasts the vessel’s entire life.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Safety engineering is part of the propulsion choice

  • Provide continuous cell-level monitoring and fault isolation.
  • Design ventilation, gas detection, cooling and fire suppression for the selected chemistry and enclosure.
  • Separate battery spaces from accommodation and critical machinery where required by class and flag rules.
  • Define procedures for charging faults, grounding faults, collision damage, thermal runaway and emergency towing.
  • Train crews and shore personnel, and verify that first responders understand the vessel’s battery layout and isolation points.

A hybrid is not automatically simple: it combines high-voltage battery hazards with fuel, hot surfaces and exhaust systems. A battery-electric tug removes onboard combustion but concentrates more operational dependence on the battery, charger and electrical protection system.

How to choose by operating profile

Operating condition Battery-electric tendency Hybrid tendency
Short, repeatable assists with long predictable charging windows Strong fit if charger access and grid capacity are secured. Works, but may carry engine and fuel equipment that is used infrequently.
Long escort or irregular emergency work Requires a very large pack, rapid charging or operational restrictions. Usually more forgiving because fuel extends endurance.
Small port and lower bollard-pull requirement Often more practical; the California Energy Commission describes full-electric tugs as better suited to this segment. Useful where charging is weak or duty cycles vary widely.
High peak bollard pull with low average load Can deliver peaks, but pack power and cooling may be expensive. Battery handles peaks while the engine supplies sustained energy.
Port with carbon-intensive or constrained electricity Local exhaust benefit remains, but lifecycle carbon advantage may be smaller. Fuel efficiency can improve without depending entirely on the grid.
Port seeking zero onboard combustion during selected operations Provides that capability when state of charge and charger availability allow. Can provide engine-off periods, but retains combustion equipment for endurance.

A procurement workflow that avoids misleading comparisons

  1. Define the service level. State bollard-pull requirement, maximum draft, speed, response time, endurance, standby duration and annual operating days.
  2. Collect measured data. Use engine logs, shaft-power measurements, dispatch records and weather data where available. If the tug is new, document the assumptions and uncertainty ranges.
  3. Create a common mission simulation. Run battery-electric, series-hybrid and other shortlisted architectures against identical routes, loads, reserve rules and weather cases.
  4. Size the battery from usable energy and power. Apply reserve, degradation and temperature derating. Specify whether quoted capacity is gross or usable.
  5. Engineer the charging system in parallel. Obtain an interconnection assessment, charger duty rating, berth layout, outage plan and tariff estimate before selecting a vessel package.
  6. Model lifecycle cost. Include all categories listed above, discount rate, battery replacement, charger maintenance, downtime and residual value.
  7. Model emissions with declared boundaries. Report onboard, tank-to-wake and well-to-wake results, plus battery-manufacturing assumptions and electricity mix.
  8. Test failure cases. Simulate a missed charging window, one charger out of service, cold-weather derating, battery module isolation, fuel-delivery delay and an emergency assignment.
  9. Set acceptance tests. Require demonstrated bollard pull, endurance, charging time, noise, thermal performance, emissions and degraded-mode operation under agreed conditions.
  10. Plan the transition. Train crews, update emergency response, secure spare parts and define data reporting so the vessel’s real duty cycle can refine future fleet decisions.

Common mistakes and how to correct them

Treating a modeled percentage as a guarantee

Correct the claim by naming the source, year, baseline and duty cycle. The 38%, 18% and 20% figures come from different studies and boundaries; they are not a single consensus estimate.

Comparing fuel cost with electricity cost only

Add demand charges, charger losses, grid upgrades, battery replacement, financing and downtime. A lower energy price does not prove a lower lifecycle cost.

Calling battery-electric “zero emissions” without a boundary

Use “zero onboard combustion emissions” when that is what the design achieves, then calculate well-to-wake emissions from the charging mix and manufacturing assumptions.

Using a vessel-specific range as a class specification

The Volta 1 figures—up to 12 hours, two-hour charging, 1.5 MW and 70 tonnes—describe one tug and its infrastructure. Recalculate range for the proposed hull, pack, reserve and mission.

Ignoring availability during charging

Count the tug’s lost earning or response time, relief-vessel requirement and the probability of berth conflicts. Charging is an operational dependency, not only an electrical specification.

Underestimating peak power and degradation

Check maximum bollard-pull events, repeated acceleration, temperature and state-of-charge limits. Include degraded capacity in the final years of the battery warranty and vessel life.

Bottom-line decision rule

Choose battery-electric when the tug’s missions are short and predictable, peak demand is manageable, a high-power charger can be used reliably, and the port values elimination of onboard combustion enough to justify grid and battery investment. Choose hybrid when endurance, emergency readiness and route flexibility outweigh the benefits of a larger charging dependency, or when the port cannot provide reliable high-power electricity. In both cases, use the same measured duty cycle, energy-price assumptions, reserve rules and lifecycle-emissions boundary. That disciplined comparison—not a headline percentage or a generic range claim—determines the economically and operationally sound propulsion choice.
