Autonomous yard trucks are not proven to be universally cheaper, safer or more productive than human-driven yard tractors. The available evidence consists of modeled costs, regulatory approvals, demonstrations and early deployments—not a matched, independent comparison of injury rates, moves per hour, uptime or labor-adjusted throughput.

For a terminal operator, the right question is whether a specific yard has the routes, traffic pattern, infrastructure and operating discipline to make automation pay. Evaluate autonomy separately from electrification, and separate bounded-yard tractors from autonomous highway freight trucks.

What is being compared?

A yard tractor, also called a terminal tractor or spotter, moves trailers and containers between docks, cranes, staging lanes and other points inside a logistics yard. A human-driven tractor has an operator in the cab. An autonomous yard truck uses sensors, positioning systems, onboard computing and remote supervision to follow assigned routes and perform tasks with limited or no driver input.

This article concerns operations inside controlled or semi-controlled terminals. It does not assess autonomous highway trucks, long-haul driver replacement or electric-versus-diesel performance. A tractor can be electric and human-driven, diesel and autonomous, or any other combination of powertrain and control system.

The evidence-based answer in brief

  • Cost: A USDOT ITS summary of an FHWA study estimated $35,000 per truck to automate and $1,750 in annual maintenance per truck, both in 2017 dollars. Those are study estimates, not current quotes or a complete total-cost comparison.
  • Scale: The same analysis modeled annual totals of $75.1 million to $82.3 million for a representative major urban local port and $112.7 million to $123.4 million for a representative major urban hinterland port. The scenarios assumed 8,000 and 12,000 trucks; they are not budgets for an ordinary single terminal.
  • Safety: Demonstrations have shown that route following, positioning, stopping and machinery coordination can be tested. Certification and successful trials do not establish lower crash, injury or near-miss rates than human operation.
  • Productivity: Deployment reports do not provide a matched baseline for moves per hour, cycle time, availability, labor hours per move or intervention frequency. A reported 20% reduction in port turn time belongs to a modeled virtual-gate and off-site-staging scenario, not to autonomous tractors alone.
  • Adoption: Commercial use is staged. Sites in the Netherlands and Estonia were operating small fleets while continuing acceptance testing, training and rollout work.

What the available cost studies actually show

Automation estimate per truck

The USDOT ITS summary of a study prepared by Gannett Fleming for the Federal Highway Administration, published 2 May 2019, reports an estimated capital cost of $35,000 per truck to automate and $1,750 in annual maintenance per truck. The figures are expressed in 2017 dollars. The study amortized the capital cost over five years using 3% and 7% rates as lower and upper bounds.

That estimate should not be read as a 2026 vendor quotation. It does not establish what a particular terminal will pay for a new tractor, a retrofit kit, software subscriptions, sensors, mapping, communications, validation or integration with its terminal operating system.

Modeled fleet totals

Representative scenario Modeled fleet assumption Annual total at 3% amortization Annual total at 7% amortization
Major urban local port 8,000 trucks $75.1 million $82.3 million
Major urban hinterland port 12,000 trucks $112.7 million $123.4 million

These totals describe representative port scenarios in the FHWA analysis, not the cost of one yard. They combine the assumptions in that study and should not be transplanted into a smaller facility without rebuilding the model.

Build a complete total-cost model

A credible buyer comparison puts the automated and human-driven options on the same time horizon and includes every cost that changes when the operating model changes:

  • New tractors or retrofit hardware, including sensors, computers, safety systems and redundant components.
  • Autonomy software, mapping, fleet-management and remote-supervision fees.
  • Site surveys, lane preparation, geofencing, positioning infrastructure and wireless coverage.
  • Terminal operating-system, dispatch and equipment-control integration.
  • Maintenance parts, specialist labor, calibration and software support.
  • Charging or fueling infrastructure, electricity or fuel, and the effect of charging queues on fleet availability.
  • Remote operators, dispatchers, safety staff, training and emergency-response procedures.
  • Downtime during commissioning, software updates, breakdowns and degraded-positioning events.
  • Insurance, compliance work, cybersecurity controls and incident investigation.
  • Labor redeployment, collective-bargaining changes and any remaining in-cab staffing.
  • Process changes such as new staging areas, transfer-point rules or altered shift patterns.

The cited sources do not quantify all of these categories on a common basis. Treat them as a calculation framework rather than as measured savings or a guaranteed payback.

Do not assign virtual-gate savings to the vehicle

A separate USDOT ITS feasibility summary, posted 26 January 2024 and based on the same underlying 2017-dollar analysis, modeled a 20% reduction in in-port turn time when trucks stage off site and transactions are handled through a virtual gate. The intervention changes the arrival, queuing and transaction process. It is not a measured result showing that an autonomous yard tractor performs a human-driven tractor’s task 20% faster.

Safety: what has been demonstrated and what has not

Japan’s simulated terminal field

Japan’s Ministry of Land, Infrastructure, Transport and Tourism reported a 26 May 2023 field demonstration in a simulated terminal. The work examined route deviation, the effect of stacked containers on GNSS accuracy, travel paths, automatic stopping and starting at cargo-handling and pause points, and coordination with handling machinery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The ministry reported no major issue with basic automated operation or safety in that simulated setting. It also called for further technical development and detailed operating rules covering vehicle speed, stopping accuracy, operating methods and social implementation. That is evidence of a qualified technical validation, not a comparative injury or crash-rate result.

Estonia: certification in a defined operating context

HHLA reported on 10 July 2025 that three FERNRIDE tractors were operating at HHLA TK Estonia near Tallinn as the terminal began a gradual transition to driverless work. The company said the safety concept and system design had been certified by TÜV SÜD and approved by the Estonian Transport Administration, with personnel training and rollout procedures continuing.

Those approvals are meaningful regulatory milestones for that deployment. They do not publish a general injury rate, near-miss rate or comparison with human-driven tractors, and the reported three-tractor fleet is a dated snapshot rather than a confirmed October 2026 fleet count.

Rotterdam: controlled mixed-traffic testing

On 2 April 2026, APM Terminals, Embotech and Terberg reported ten electric automated terminal tractors at Rotterdam’s Maasvlakte II, with a planned total of 30. The tractors were intended to move containers between landside automated rail-mounted gantry cranes and the railway terminal.

The first five vehicles passed site-acceptance testing in November 2025 under controlled conditions. The reported test scope included mixed-traffic driving, narrow-lane manoeuvring, lane changes, reverse parking at transfer points and endurance runs. Additional acceptance testing and operational integration were still part of the rollout. Testing under controlled conditions demonstrates the tasks being validated; it does not show how the fleet compares with human drivers across all weather, traffic and shift conditions.

Helsingborg: why human fallback remains part of the design

A Port of Helsingborg project description published 28 May 2024 described a phased test by Terberg and EasyMile. The plan began outside regular production with simulated operations and called for later testing near live operations with a safety driver in the cab. The description is a test plan, not confirmation that every later phase was completed.

“There will always be a need for human supervision and input into the vehicle. Still, the ‘driver’ could instead sit at a computer in an office and monitor the fleet operation, ready to intervene if issues arise that the system cannot solve”.

— Pär Kraft, Port of Helsingborg project leader, discussing that project

The statement illustrates a supervision model for that project. It is not a universal technical requirement or a finding about every autonomous tractor.

The safety data a buyer still needs

No reliable, generalizable matched figure for injuries, crashes, near misses or safety claims between autonomous and human-driven yard tractors is established by these sources. A procurement team should therefore request:

  • The approved operating domain, including lanes, speeds, weather, lighting, gradients, traffic mix and positioning limits.
  • The safety case, hazard analysis, validation results and regulatory approvals that apply to the exact vehicle and site configuration.
  • How a person detects, communicates with and resolves a blocked route, sensor fault, lost positioning or unexpected pedestrian.
  • Remote-intervention latency, staffing ratios, shift coverage and procedures when communications fail.
  • Incident, near-miss and emergency-stop definitions, with data reported by operating hour and completed move.
  • Maintenance and inspection requirements for sensors, brakes, steering, tires and safety-critical software.

Productivity: measure the operating system, not just autonomy

Autonomy may change staffing and dispatch, but throughput also depends on layout, queue discipline, crane availability, handoff rules, charging or fueling, weather and the terminal operating system. Deployment reports cited here do not provide matched measurements of moves per hour, cycle time, vehicle uptime, labor hours per move or intervention frequency against a human-driven baseline.

Metrics for a fair comparison

Metric How to define it Why it matters
Completed moves Loaded and empty moves completed per shift, by task type Prevents a high average from hiding missed or easier jobs
Cycle time Dispatch-to-drop and drop-to-next-dispatch time Shows where queues and handoffs consume capacity
Availability Scheduled hours ready for work, excluding planned charging or maintenance Separates theoretical speed from usable fleet capacity
Interventions Remote or in-person interventions per 100 moves and their duration Reveals supervision demand and hidden labor
Labor intensity Operator, supervisor, dispatcher and maintenance hours per move Captures redeployed work rather than assuming it disappears
Positioning accuracy Successful pickup, drop-off and parking events without correction Links vehicle behavior to crane and trailer handoffs
Disruption rate Stops caused by traffic, sensors, weather, communications or equipment Shows performance in the conditions that determine real throughput

Record these measures for a human-driven baseline and an automation period with the same task mix, shift schedule and demand profile. Otherwise, a layout improvement, new dispatch software, virtual gate or electrification project can be incorrectly credited to autonomy.

Electrification is a separate comparison

Electric terminal tractors can lower energy or maintenance costs, but those results do not demonstrate an autonomy advantage. NACFE’s announcement for “Beyond the Pilot: Electric Terminal Tractor Adoption, Four Years Later,” dated 22 September 2026, reported a survey of 62 respondents: 44 fleet operators and 18 industry partners, supplemented by seven in-depth interviews.

NACFE said Orange EV collaborated, sponsored, facilitated interviews, promoted the survey and contributed a manufacturer viewpoint, while not writing the report or providing its data. That disclosure matters when interpreting the survey as industry evidence rather than as a controlled test.

  • 76% of surveyed fleet operators reported real operating-cost savings for electric terminal tractors compared with diesel.
  • 54% had moved beyond a pilot into partial deployment or standardization.
  • 58% had adopted electric terminal tractors before another battery-electric vehicle type or had electrified terminal tractors exclusively.
  • One fleet with nearly a decade of side-by-side data reported about 50% lower maintenance cost per operating hour and 75% to 95% lower energy cost per operating hour than diesel.

The percentages are survey findings, not universal results, and the single-fleet figures should not be generalized to every site. Separately, a California Energy Commission report page updated 11 March 2024 describes an Everport Terminal Services demonstration involving 20 liquefied-natural-gas-fueled and five battery-electric yard tractors. That is powertrain demonstration evidence, not evidence about autonomous controls.

When autonomy deserves a serious evaluation

A site is a better candidate when its work is repetitive, routes are bounded, access is controlled and handoffs can be standardized. That is an operational hypothesis, not a quantified conclusion from the cited studies. Score the site against the same criteria for an automated and a human-driven option:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Duty cycle and demand

  • Moves per shift, payload and trailer mix.
  • Utilization by hour, peak queues and required surge capacity.
  • Shift coverage, breaks, handoffs and the effect of charging or fueling.

Site complexity

  • Predictability of routes and traffic direction.
  • Pedestrians, contractors, manual vehicles and mixed-traffic crossings.
  • Weather, lighting, dust, rain, snow and GNSS obstructions from stacked containers.
  • Tight turns, reverse parking, trailers, transfer points and legacy handling equipment.

Safety and resilience

  • Applicable approvals and the scope of the supplier’s safety case.
  • Human fallback, remote intervention, emergency response and degraded-mode behavior.
  • Incident and near-miss reporting that can be compared with the current operation.

Workforce and process

  • New roles for remote monitoring, dispatch, maintenance and recovery.
  • Training, labor agreements, safe-work procedures and responsibility during an intervention.
  • Changes required to gates, staging, crane interfaces and terminal software.

How to run a defensible pilot

  1. Define the operating domain. Map the exact lanes, transfer points, speeds, traffic rules, weather limits, positioning assumptions and tasks included.
  2. Capture a baseline. Measure completed moves, cycle time, availability, labor hours, incidents, near misses, fuel or energy and maintenance for a representative human-driven period.
  3. Match the comparison. Use the same shift pattern, demand mix, crane interfaces and service-level targets. Record the number of vehicles and available hours in each period.
  4. Specify the supervision model. Document who monitors the fleet, how many vehicles one person covers, intervention authority, response time and what happens during communications loss.
  5. Log every exception. Classify stops and interventions by cause: pedestrian, mixed traffic, positioning, sensor, software, communications, weather, equipment or process.
  6. Track total cost. Include capital, software, infrastructure, training, supervision, maintenance, downtime, insurance, financing and labor redeployment rather than counting only fuel or driver wages.
  7. Set exit criteria. Agree in advance on safety thresholds, availability, intervention rate, completed moves, cost per move and recovery time before expanding beyond the pilot area.
  8. Review adverse events independently. Analyze incidents and near misses with the same definitions used for human-driven operations, and preserve records for regulators, insurers and labor representatives.

Questions to put in a procurement contract

  • What exact autonomy level and operating domain are included, and which conditions require a human driver?
  • Who owns maps, operational data, event logs and software-generated safety records?
  • What availability, intervention response and recovery commitments apply, and how are they measured?
  • Which hardware and software updates are included, and how are changes revalidated?
  • What happens when positioning, communications, sensors, brakes or steering fail?
  • How are cybersecurity patches, access controls and remote sessions audited?
  • Which integrations are guaranteed with the terminal operating system, cranes, gates and maintenance systems?
  • What training, spare parts, diagnostic tools and local support are included after commissioning?
  • How can the terminal suspend autonomous operation and revert to a safe manual process?

A practical decision rule

Choose human-driven tractors when the site has highly variable routes, frequent uncontrolled interactions, weak positioning or communications, or insufficient volume to spread integration and supervision costs. Consider a staged autonomous evaluation when the work is repetitive and bounded, the terminal can define a safe operating domain, and the business case remains positive after adding infrastructure, remote supervision, downtime and process changes.

The strongest decision is not “autonomous is better” or “human-driven is safer.” It is a documented comparison using the same site, task mix, time horizon, safety definitions and cost categories. Current evidence supports cautious deployment and measurement—not a universal winner.
