Near-term military logistics is best served by a staged approach, not an abrupt switch to driverless convoys. Fully manned trucks still provide the strongest human judgment and simplest accountability in ambiguous conditions. Minimally manned and leader-follower convoys offer the most credible bridge: they reduce the number of soldiers exposed to ambushes and route hazards while retaining people who can take over when sensors, communications, software or the route itself fail. Fully autonomous convoys show the largest modeled staffing and throughput gains, but RAND judged unrestricted employment infeasible in the near term outside test tracks.
The evidence does not establish a universal accident, casualty or dollar-savings rate for autonomous convoys. It does show a trade: personnel risk can fall while technical, cyber, maintenance, communications and human-machine-interface risks rise.

What “autonomous military truck” means in practice
Military convoy automation is a spectrum rather than a single capability. A truck may automate steering, braking and spacing while a soldier remains in the cab, or it may follow a crewed lead vehicle with no driver in the following truck. The level of autonomy determines who perceives hazards, who makes decisions, who is accountable for the movement and how the convoy behaves when the system loses sensors, navigation data or communications.

Every truck has a driver who controls the vehicle and interprets the route. This is the most familiar arrangement and the easiest to explain to commanders, investigators and rules-of-engagement authorities. It also puts the greatest number of soldiers in vehicles that may be exposed to ambushes, improvised explosive devices, artillery, mines, traffic hazards and damaged roads.

Minimally manned
Automation performs selected driving tasks, but a person remains available in each vehicle or at a very high level of vehicle-to-operator supervision. The purpose is to reduce workload and possibly crew size without removing immediate human control. RAND’s 2020 modeling associated this category with a 28% personnel reduction and a 38% throughput increase relative to fully manned convoy operations.
Partially manned and leader-follower
In a leader-follower arrangement, a manned lead vehicle travels the route while semi-autonomous vehicles follow in sequence. The U.S. Army described the concept in 2022 as “a manned lead vehicle to travel along a route and have some semi-autonomous vehicles following along in the sequence.” Depending on the design, one operator may supervise several followers, or each follower may retain a reduced crew for intervention.
Leader-follower systems are not the same as independent driverless trucks. The lead vehicle supplies route intent and a moving reference, while followers still depend on sensors, localization, communications and software to maintain formation and avoid obstacles. A convoy can therefore be less personnel-intensive without pretending that every truck can solve every problem alone.

Fully autonomous
A fully autonomous convoy would plan and execute movement without a driver in each vehicle and with little or no continuous human control. RAND modeled this option as producing a 78% personnel reduction and a 350% throughput increase compared with fully manned operations. Those are concept-level modeled results, not field measurements or guaranteed savings. RAND also concluded that “Fully autonomous employment is not feasible in the near term, except on test tracks, and must remain a long-term goal.”
| Convoy model | Human role | What the evidence supports | Primary limitation |
|---|---|---|---|
| Fully manned | Driver in every truck; people perceive and decide | Immediate judgment, improvisation and clear responsibility | Highest personnel exposure and staffing demand |
| Minimally manned | People remain close to vehicles while automation handles selected tasks | Near-term reduction in workload and exposure | Requires takeover-capable operators and robust fallback behavior |
| Partially manned / leader-follower | Manned lead vehicle supervises semi-autonomous followers | Practical bridge for line-haul and bounded routes | Followers depend on lead-vehicle intent, interfaces and communications |
| Fully autonomous | Remote or supervisory human oversight | Largest modeled staffing and throughput gains | RAND judged near-term use infeasible outside test tracks |
Are autonomous convoys safer than manned convoys?
They can be safer for personnel because fewer soldiers are physically present in the vehicles most exposed to route threats. That is a reduction in exposure, not proof that an autonomous convoy has a lower overall accident or casualty rate. No universal combat safety rate is established by the available evidence.

How personnel exposure changes
A conventional convoy may require a driver and other crew members in every truck. A leader-follower convoy can place people in the lead vehicle and in a supervisory or recovery role while leaving some followers uncrewed or lightly crewed. If a route is attacked, there may be fewer people in the vehicle column at immediate risk. The size of that benefit depends on the autonomy level, convoy composition, mission and threat.
Reducing the number of exposed soldiers does not make the trucks invisible or invulnerable. A long line of vehicles can still be detected, targeted or blocked. The operational value is greatest when reduced exposure is combined with dispersal, route variation, signature management and the ability to continue logistics after a vehicle is damaged.

Automation transfers part of the safety problem from the driver to the system. Sensors must detect vehicles, pedestrians, obstacles and road edges. Software must interpret those detections and choose a safe response. Navigation must remain usable when terrain, weather, dust, smoke, darkness or damaged infrastructure degrade the available cues. Communications and cybersecurity must protect convoy instructions and prevent false or corrupted data from changing vehicle behavior.
RAND identified the interfaces among the soldier in the cab, the leader and follower trucks, surrounding traffic and pedestrians as major concerns. A system can perform well on a controlled route yet behave unpredictably when a civilian vehicle cuts into the formation, a pedestrian enters the road, a follower loses the lead vehicle or a soldier must take control without warning.
Human-machine interface and takeover risk
Minimally manned systems still need trained operators who understand what the automation is doing and when it is outside its limits. A takeover request that arrives late, uses an unclear warning or assumes the operator has been watching continuously can create a new hazard. Training therefore has to cover normal movement, degraded modes, manual recovery, convoy reassembly and the authority to stop when the system cannot classify a situation safely.

What “safer” cannot mean yet
The demonstrations and models do not justify saying that autonomous convoys universally reduce accidents, casualties or total risk. They establish a plausible way to reduce the number of people exposed to attack and to automate repetitive driving. Commanders still have to evaluate the route, threat, weather, traffic, communications resilience, maintenance support and rules of engagement for each mission.

How much do autonomous convoys save?
The strongest quantitative evidence is RAND’s 2020 concept-level comparison of personnel and throughput. It does not provide a universal dollar-per-truck figure, audited procurement price or lifecycle-cost result.
| Autonomy concept | Modeled personnel change versus fully manned | Modeled throughput change versus fully manned | How to interpret it |
|---|---|---|---|
| Minimally manned | 28% reduction | 38% increase | Lower staffing with people still close to the vehicles |
| Partially manned | 37% reduction | 59% increase | More supervision concentrated in lead or control roles |
| Fully autonomous | 78% reduction | 350% increase | Large theoretical gain, but not near-term deployable beyond test tracks according to RAND |
“Throughput” in this model describes the amount of logistics movement that can be generated with the modeled organization; it is not a promise that a unit will move 350% more cargo on every route. Terrain, road capacity, fuel, loading time, maintenance, security escorts, weather and communications can all become bottlenecks.
Why a percentage is not a procurement saving
Automation can reduce demand for entry-level drivers, but it creates other requirements. Units may need senior operators who can take over, autonomy maintainers, software and electronics specialists, cybersecurity personnel, data and communications support, simulator time and new certification processes. A vehicle that needs fewer drivers can still require more technical labor and more spares.
The available sources do not establish a reliable universal lifecycle-cost comparison. Hardware integration, sensors, redundant computing, secure radios, software updates, testing, depot maintenance, training and recovery equipment all affect the cost. A commander should treat RAND’s percentages as planning inputs for staffing and capacity studies, not as a budget quotation.

When throughput gains may disappear
- Route constraints: A narrow, damaged or congested road may limit the number of vehicles regardless of automation.
- Loading and unloading: Faster driving does not help if cargo-handling teams, fuel points or maintenance bays cannot keep pace.
- Communications outages: A follower convoy may have to slow, stop, spread out or revert to manual control.
- Recovery operations: Disabled autonomous vehicles still need people and equipment to identify, secure and move them.
- Security requirements: Additional escorts or surveillance can offset personnel savings in a high-threat area.
What autonomous trucks can do today
Army line-haul demonstration
The U.S. Army reported a 2014 demonstration in which seven military trucks traveled at speeds up to 40 mph in a driverless line-haul convoy using active-safety and autonomy kits. This is evidence that a convoy could be made to move in a bounded demonstration with the technology available at the time. It is not evidence of unrestricted operation across contested terrain, civilian traffic, severe weather or a communications-denied battlefield.
Micro-convoys and distributed sustainment
Later Army sustainment material described micro-convoys and leader-follower operations. A 2022 Army article framed the broader requirement this way: “Distributed sustainment operations require the ability to be responsive and to execute in a disaggregated manner with the capability to disconnect and operate independently.” That requirement favors systems that can split, rejoin, pause and continue with limited human direction rather than relying on one long, predictable column.
The Autonomous Navigation System experience
The Government Accountability Office found that the Army’s Autonomous Navigation System had demonstrated obstacle avoidance and following a lead vehicle to some extent, but had not reached independent testing before cancellation. The Army estimated that approximately $2.5 billion in planned fiscal-year 2013–2017 funding could be redirected. The episode illustrates acquisition and validation risk: a promising demonstration does not by itself establish a tested, supportable field capability.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can driverless trucks operate in combat?
They can operate in selected combat-support conditions only when the mission, route and system limits are tightly defined. The evidence supports bounded demonstrations and a staged path toward leader-follower logistics; it does not support a blanket claim that fully driverless trucks are ready for unrestricted combat movement.
Conditions that favor autonomy
- Predictable line-haul routes with mapped lanes and limited civilian interaction.
- Convoys where repetitive driving creates substantial personnel exposure.
- Reliable positioning, communications and the ability to stop safely when those services degrade.
- Units with trained takeover operators, maintainers, recovery teams and spare sensors or computing hardware.
- Rules and procedures that define who can authorize movement, separation, rerouting and manual intervention.
Conditions that challenge autonomy
- Degraded weather and visibility: Dust, smoke, heavy rain, snow, darkness and glare can reduce sensor confidence.
- Broken or unstructured routes: Craters, collapsed bridges, washed-out shoulders and improvised detours may fall outside the system’s tested envelope.
- Communications disruption: Jamming, terrain masking, cyberattack or damaged radios can break leader-follower coordination.
- Mixed traffic: Civilian vehicles, pedestrians, animals and allied units can behave in ways that are difficult to classify.
- Rules-of-engagement ambiguity: A machine can follow a programmed movement rule, but commanders remain responsible for lawful decisions in changing circumstances.
Signature and predictability
Autonomy does not automatically solve the problem of a detectable convoy. A 2026 Army discussion of contested logistics addresses signature management and the possible use of commercial line-haul assets as operational options. That discussion is not a controlled comparison of casualty rates, but it highlights an important design question: a convoy must be survivable as a formation, not merely capable of driving without a person in every cab.

Why manned convoys still matter
Manned convoys provide immediate human perception and improvisation when the route changes faster than software can be updated. Drivers can interpret informal directions, recognize unusual behavior, coordinate around a damaged vehicle and make a rapid stop when a hazard is not represented in the system’s training or rules. Human crews also provide a straightforward chain of responsibility for movement decisions.
The trade-off is staffing and exposure. Every additional occupied truck adds people who may be injured or killed, and large convoys can be predictable and difficult to conceal. Manned operation also depends on recruiting, training, rotating and protecting enough qualified drivers for sustained logistics demand.
A practical framework for choosing the autonomy level
Compare a proposed convoy design on five axes rather than asking whether autonomy is simply “safe” or “unsafe.”
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Decision axis | Questions to answer | Evidence threshold |
|---|---|---|
| Personnel exposure and survivability | How many soldiers are removed from the most exposed vehicles? Does the formation remain detectable and targetable? | Use exposure reduction as a benefit; do not claim a casualty reduction without measured operational data. |
| Performance in degraded conditions | What happens in dust, smoke, darkness, poor weather, damaged roads, missing lane markings and uncertain positioning? | Require testing in the actual route and environmental envelope, not only a controlled track. |
| Throughput and convoy size per soldier | How many vehicles or tons can a trained team move, and what bottleneck limits the result? | Separate modeled RAND percentages from unit-level field throughput. |
| Lifecycle cost and support | What are the costs of sensors, secure communications, software updates, cyber protection, spares, maintenance and training? | Build a program-specific lifecycle estimate; no universal dollar comparison is established here. |
| Adaptability and accountability | Who makes decisions when traffic, route conditions or rules of engagement change? How is manual control transferred? | Document authority, human oversight, auditability and safe fallback behavior. |
How a staged deployment should work
- Define the mission and route. Start with a logistics task whose route, cargo, traffic and threat are understood. Specify weather, terrain, communications and navigation limits before selecting an autonomy level.
- Choose the minimum autonomy that solves the exposure problem. If automation-assisted driving or a minimally manned arrangement removes meaningful workload and exposure, there may be no operational reason to jump directly to fully autonomous operation.
- Test leader-follower behavior with interruptions. Include loss of the lead vehicle, a stopped follower, a vehicle cutting into the formation, a blocked route, a communications outage and a manual takeover. Measure whether the convoy stops safely, separates and reforms.
- Train people for degraded modes. Operators need practice recognizing system limits, taking control, coordinating with other vehicles and recovering a disabled truck. Maintainers need procedures for sensor, computer, radio and software faults.
- Validate independently before scaling. The GAO’s account of the cancelled Autonomous Navigation System shows why demonstrations must be followed by independent testing, realistic operational evaluation and a support plan.
- Scale by risk, not by headline percentage. Expand from bounded line-haul or micro-convoy missions only when reliability, recovery time, communications resilience and human supervision remain acceptable on the intended routes.
Bottom-line comparison
Fully manned convoys remain the most adaptable option for ambiguous routes and the simplest to supervise, but they expose the most personnel and demand the most drivers. Minimally manned and leader-follower systems offer the strongest near-term balance: they can reduce exposure and increase modeled throughput while keeping humans available for edge cases. Fully autonomous convoys offer the largest theoretical staffing and throughput gains, yet current evidence places them in a long-term research and testing category rather than as a general combat solution.
The right choice is therefore mission-specific. Evaluate threat and signature, route complexity, weather and terrain, communications resilience, maintenance capacity, required human judgment and rules-of-engagement accountability together. Treat the RAND figures as modeled planning benchmarks, the Army demonstrations as bounded feasibility evidence and the GAO findings as a reminder that acquisition and independent validation can determine whether an autonomy concept becomes a dependable logistics capability.
