AT&T, T-Mobile and Verizon’s Satellite JV Has a Leader—but No Launch Date

AT&T, T-Mobile and Verizon have entered a satellite JV agreement and named Paul Roth interim CEO, but have not announced a consumer launch date, compatible devices or pricing.

AT&T, T-Mobile and Verizon have entered an agreement to form a joint venture focused on expanding connectivity in underserved U.S. areas, and named wireless-industry veteran Paul Roth its interim CEO. The October 1, 2026 announcement marks a step beyond the agreement in principle the carriers announced in May. It does not announce a consumer launch or say that the venture’s satellite service is available.

What the carriers announced

The three carriers said on October 1, 2026, that they had entered a joint venture agreement. Its stated purpose is to coordinate resources and make satellite-enabled connectivity easier to deliver where terrestrial mobile service is limited. The venture will be overseen by a board with representatives from each founding carrier. AT&T’s announcement identifies the agreement and leadership, but does not announce a consumer service launch.

This is a change in status from May 14, when the companies said they had an agreement in principle, subject to definitive agreements and customary closing conditions. The October announcement says they have entered a JV agreement. Neither step, by itself, means a satellite service is live for customers.

Who is leading it?

Paul Roth, a wireless-industry veteran, was named interim CEO while the venture searches for a permanent chief executive. The carriers have not named a permanent CEO in the October announcement.

What the joint venture is intended to do

The carriers say they want to coordinate limited spectrum resources and create a more unified way for satellite providers to reach customers. Direct-to-device (D2D) connectivity—connecting compatible devices to satellites without relying on a conventional cell site—is an initial focus described in the May announcement. The companies say the venture is intended to support common technical specifications and work with operating-system providers, app developers and device manufacturers. The May announcement describes the proposed spectrum pooling and D2D goals.

In October, the carriers framed the expected outcomes as fewer coverage gaps, redundant connectivity during certain ground-network disruptions, more consistent access to satellite services, a wider choice of providers and improved opportunities for rural mobile network operators. These are stated aims, not measured results. The announcement describes terrestrial mobile networks as the everyday foundation, with satellite connectivity intended to complement them.

The venture is not described as replacing the carriers’ separate satellite work. The companies say existing carrier-satellite agreements will remain in place, and each JV partner can continue connectivity projects independently.

Will it improve your coverage?

That is the goal, especially in places where terrestrial mobile coverage is limited, but the announcement does not establish where or when customers will see an improvement. It provides no coverage map, performance figures or evidence of a service already operating. The practical effect for an individual customer will depend on details the carriers have not yet announced, including participating satellite providers, supported services, compatible devices and availability.

AT&T CEO John Stankey characterized current mobile networks as meeting “98% of current mobile service needs” at a September 2026 Goldman Sachs Communacopia + Technology Conference, according to SDxCentral’s report. That is an executive characterization as reported by a trade publication, not an independently documented measurement in the sources cited here. Stankey also said, “I think the bulk of use cases today, we address today on the infrastructure,” according to the same report.

What has not been announced

The October announcement leaves key customer questions unanswered. Fierce Network reported on October 2 that the carriers had not identified the spectrum or specific activities for the venture. Its report also underscores that implementation details remain unspecified.

  • Plans and price: No pricing or plan terms are announced.

The stated intention to coordinate with device and software companies does not establish that a particular phone is compatible with this venture today. Nor does the announcement show that satellite connectivity will be included in an existing carrier plan or sold as a separate service.

How to assess future satellite-service claims

When the carriers publish product details, compare the actual service rather than relying on the JV’s broad coverage goals. The useful questions are whether it is live or planned; where it works; which functions it supports; what devices and operating systems are compatible; whether it is included in a plan or costs extra; and what availability or emergency-use limitations apply. The October announcement does not yet provide enough information to compare this venture product by product with any carrier’s separate satellite offering.
