As Negotiators Struggle to Advance a Plastics Treaty, Iran War Underscores the Urgency

The Iran war has highlighted how oil and petrochemical disruptions can ripple through plastics supply chains. It has not resolved the treaty’s divide over production and waste.

The Iran war has sharpened the economic case for addressing plastics dependence: disruptions to oil and petrochemical flows can put pressure on materials used throughout consumer supply chains. But that pressure does not settle the treaty’s central dispute. Negotiators remain divided over whether a global agreement should curb plastic production and other upstream causes, or focus chiefly on managing waste.

What the plastics treaty is meant to do

In March 2022, the UN Environment Assembly directed negotiators to develop an international legally binding instrument on plastic pollution, including pollution in the marine environment. The mandate establishes the problem the treaty is meant to address; it does not predetermine the agreement’s eventual rules. UNEP’s committee page estimates that humanity was expected to consume more than 500 million tonnes of plastics in 2024, with a large share quickly becoming about 400 million tonnes of plastic waste. These are estimates, not final measured totals.

Why negotiations are stuck

The central divide is about where in the plastics life cycle the treaty should act. An October 2, 2026 report by Inside Climate News describes countries seeking measures on the causes and drivers of pollution, including production, facing countries that favor a waste-management-centered agreement.

Negotiating choice Broader approach Waste-centered approach
Scope Could address upstream production and chemicals, as well as product design and waste. Concentrates on collection, recycling, disposal, and other downstream waste measures.
Legal force Advocates are seeking a science-based instrument with binding measures; the final provisions remain unsettled. Industry groups cited in the report raised concerns about price, reliability, and product performance. Those are arguments in the debate, not established outcomes.
Decision rule The report says negotiations operate by consensus, allowing a single country to block a deal. The available account does not establish that negotiators have adopted an alternative voting procedure.

The same report says a group including Iran, China, Saudi Arabia, and Russia opposes production limits. That characterization should not be read as proof that every country in the group holds identical views on every treaty provision. The report also says more than 70 developing countries supported addressing all causes and drivers of plastic pollution at informal Bangkok meetings; that figure is attributable to its reporting and the advocates it cites.

How the Iran war affects plastics supply chains

Many plastics rely on petrochemical feedstocks derived from fossil fuels. When oil shipments and petrochemical flows are disrupted, pressure can travel from energy and shipping markets into the supply of plastic materials. Inside Climate News reports that war-related disruption in Middle East flows contributed to shortages and price pressure, identifying naphtha and polyethylene among affected materials. Polyethylene is widely used, including in single-use bags. The report describes effects on consumer goods and other sectors, but the available evidence does not quantify the conflict’s independent effect on every material, product, or price.

For wider market context, UN Trade and Development reported that after military escalation in the Middle East on February 28, 2026, crude oil rose from $69 to $113 per barrel. Those are historical prices tied to that period, not current quotes or a measure of plastics prices.

Inside Climate News, relaying other reporting, also gives pre-war estimates that about 24 percent of naphtha and about 40 percent of polyethylene moved through the Strait of Hormuz. These are secondary-source figures rather than primary trade statistics in the available material, so they indicate the reported exposure of supply routes, not a definitive accounting of current flows.

What the disruption adds to the treaty debate—and what it does not prove

The supply-chain argument is about resilience as well as pollution: dependence on fossil-based feedstocks can transmit oil and shipping shocks into plastic-material markets. Jacob Kean-Hammerson, global plastics policy lead at Greenpeace USA, framed the concern this way: “The war in Iran has exposed the economic vulnerability of basing supply chains for essential needs on a product that depends on volatile fossil-fuel supply chains.” That is an advocate’s interpretation, not a finding by treaty negotiators.

The disruption makes the economic stakes easier to see, but it does not resolve the political choice over treaty scope. Nor does it show that reducing plastics alone would insulate economies from oil shocks, or that alternative materials are available at comparable cost and performance. UN Trade and Development cautions that trade barriers can impede greener alternatives, another reason a supply disruption does not automatically make substitution quick or easy.

What to watch as talks continue

  • Whether production and other upstream drivers remain in scope: that is the central divide between a broad response to pollution and a treaty focused chiefly on waste.
  • Whether proposed rules are binding: the mandate calls for a legally binding instrument, but that does not establish what obligations the final text will contain.
  • How consensus is handled: the October 2026 report identifies the ability of one country to block a deal as a negotiating obstacle; an unsuccessful round or informal meeting does not establish the eventual treaty outcome.
  • How supply concerns are weighed: disruption makes fossil-feedstock exposure relevant to economic resilience, while claims about the price and performance of alternatives remain part of a contested policy debate.
