No. Under Croatia’s current 2026 citizen incentive call, EnU-2/26, the vehicle must be new. A used electric car does not meet that condition, regardless of its battery size, age, mileage or purchase price.
The call is scheduled to open on 21 October 2026 at 09:00 through the Croatian Environmental Protection and Energy Efficiency Fund (FZOEU) eFZOEU system. The published call and its attachments control the full procedure, so treat the figures below as a guide to the announced 2026 terms and verify the final documents before applying.

The direct answer for a used-EV buyer
For an individual resident of Croatia, the answer is no under the currently published EnU-2/26 call. FZOEU describes the supported vehicles as new electric vehicles. A second-hand vehicle bought from a dealer, imported from another country or purchased from a private seller is therefore outside the stated vehicle condition.

This is a conclusion about the 2026 program that is currently published. It does not establish that every future Croatian measure will exclude used vehicles, nor does it mean that no other transport or energy program could ever apply. Eligibility has to be checked against the wording and dates of the specific call in force when you apply.

What the 2026 citizen call actually covers
Who may apply
EnU-2/26 is aimed at individuals who reside in Croatia. It is not a general rebate for every person buying a car in the country: the applicant must fit the call’s definition of an eligible natural person and use the electronic procedure specified by FZOEU.
Which vehicle categories are listed
The call lists electrically powered vehicles in categories L1 through L7 and M1. In practical terms, that scope includes the listed two-, three- and four-wheel vehicle categories and passenger cars classified as M1. Category alone is not enough; the vehicle also has to satisfy the call’s new-vehicle requirement and every technical and documentary condition in the attachments.
When and where applications are filed
FZOEU says filing begins on 21 October 2026 at 09:00. Applications are submitted electronically in eFZOEU using NIAS credentials. The opening time is not a guarantee that funds remain available indefinitely. Because the call has a finite budget and may impose ordering, completeness or other procedural rules, an applicant should have the required identity, vehicle and payment documents ready before the portal opens.

These are the figures in the Fund’s announcement, not a substitute for the call attachments. The 40% rule means the applicable euro ceiling and 40% of the eligible vehicle price operate together; the grant cannot exceed either one.
How the 40% cap changes the headline amount
- A new electric car priced at €20,000 including VAT has a 40% ceiling of €8,000, so the theoretical €9,000 band maximum would be reduced to €8,000.
- At €30,000, 40% is €12,000. The €9,000 band maximum remains the lower limit.
- At €40,000, 40% is €16,000. The €7,000 maximum for the higher band remains the lower limit.
Those examples apply only the arithmetic described in the announcement. The call attachments determine which price is accepted, which costs are eligible and what evidence must be provided.
Advance payments made in 2026
The 9 October announcement says an advance payment for a new vehicle may qualify when it was paid no earlier than 1 January 2026. That statement concerns a new vehicle and does not create an exception for a used car. Keep the payment proof and check the attachments for any required contract, invoice, delivery, registration or timing conditions.

The decisive issue is not whether the car is electric. It is the word new in the vehicle condition. A used EV can have the same propulsion system as an eligible new model, but it has already been registered, sold or placed in use in a way that makes it used for eligibility purposes. The published call does not describe a used-vehicle category, a reduced used-car grant or an age-and-mileage test that would let a second-hand EV qualify.

That means changing the seller does not solve the problem. A used car bought from an authorised dealer is still used. An imported used EV is still used. A nearly new demonstrator or a vehicle with very low mileage should not be treated as eligible unless the final call documents expressly define it as new and accept the evidence supplied. The safest approach is to obtain written confirmation from FZOEU before committing money when the vehicle’s status is unusual.
Does the business call make a used car eligible?
No, not for an individual seeking support for a used passenger car. FZOEU’s separate EnU-4/26 call is for eligible tradespeople and public or private legal entities, subject to its own exclusions. It covers additional vehicle categories and electric or hydrogen propulsion, but it also specifies new vehicles.

The existence of a business-oriented call should therefore not be read as a workaround. A company or tradesperson must meet EnU-4/26’s applicant and project rules, and those rules do not turn a used vehicle into a new one.
How to check a purchase before applying
- Identify the applicant. Confirm that you are applying as a Croatia-resident individual under EnU-2/26. If the buyer is a company, public body or tradesperson, examine the separate call instead of selecting the citizen route.
- Confirm the vehicle’s legal status. Ask the seller for documents showing whether the vehicle is genuinely new under the call. Do not rely only on the model year, mileage or the dealer’s marketing description.
- Confirm the category and propulsion. Check that the vehicle is an electrically powered L1–L7 or M1 vehicle listed by the call. A vehicle can be electric yet still fail another classification or technical requirement.
- Check the VAT-inclusive price. For a passenger car, determine whether the price is up to €35,000, above €35,000 but no more than €62,500, or above the exclusion threshold. Apply the 40% ceiling as well as the relevant €9,000 or €7,000 maximum.
- Review payment timing. If an advance was paid, verify that it was made no earlier than 1 January 2026 and that the attachments accept that form of payment and documentation.
- Prepare NIAS access and evidence. Applications are filed in eFZOEU. Gather identity, residence, vehicle, price and payment records in the format requested by the portal and attachments.
- Read the attachments immediately before submission. The call attachments govern definitions, deadlines, eligible costs, proof, correction opportunities and any limits that the announcement does not spell out.
Common mistakes that lead to an ineligible application
Confusing a model year with a new vehicle
A 2025-model car first sold or registered previously can be used even if it has little mileage. Conversely, a model year alone does not prove the status required by the call. The relevant evidence is whatever EnU-2/26 defines as proof that the vehicle is new.

Using historical 2024 figures
FZOEU’s 8 April 2024 citizen-call announcement also described eligible vehicles as exclusively new. Its application process and amounts are historical. Do not substitute those older maximums, dates or procedures for the 2026 terms.
Assuming the budget guarantees a grant
The announced €20 million budget and estimate of about 3,000 vehicles describe the scale of the program; they do not guarantee approval for every application. An application can fail because the vehicle, applicant, price, payment evidence or submission is outside the final rules.
Applying under the wrong call
EnU-4/26 may appear relevant because it mentions more applicant types and propulsion systems, but it is not an individual used-car subsidy. Select the call that matches both the applicant and the vehicle, then verify every exclusion.

Treating the announcement as the complete rulebook
The 9 October announcement is useful for the headline budget and passenger-car thresholds. The call and attachments remain authoritative for the complete application procedure. If the announcement and an attachment appear inconsistent, follow the formal documents or obtain clarification from FZOEU before filing.

What this means if you already own or plan to buy a used EV
Under the currently published citizen call, you should budget on the assumption that the used car receives no EnU-2/26 purchase grant. A battery inspection, lower running cost or a favourable second-hand price may still matter to your private buying decision, but none of those factors changes the subsidy condition.
If you are considering a nearly new demonstrator, a cancelled order or an imported vehicle that has not yet been registered in Croatia, pause before paying a non-refundable deposit. Ask FZOEU how the call treats that exact status and retain the response. Eligibility cannot safely be inferred from the seller’s label, the vehicle’s mileage or the fact that the car has never been owned by a Croatian resident.
What could change in a later call?
Future Croatian programs could use different applicant definitions, vehicle conditions, budgets or price caps. The 2026 answer should therefore be dated: on the published EnU-2/26 terms, used electric cars are excluded because the call supports new vehicles. A later call would need to state a used-vehicle category or another explicit eligibility rule before a used EV could be treated differently.
FZOEU has not published, in the cited 2026 materials, a statistic showing how many used EVs are eligible or what share of applications they represent. No such statistic is needed for the present answer because the vehicle-condition requirement is explicit.
Bottom line for Croatian buyers
If you are an individual resident of Croatia, a used electric car is not eligible under the current EnU-2/26 incentive call. The program is scheduled to accept applications from 21 October 2026 at 09:00 through eFZOEU with NIAS credentials and concerns new electric vehicles in the listed categories. The announced passenger-car support is up to €9,000 for cars priced up to €35,000 including VAT and up to €7,000 above that price, subject to a 40% cap; cars over €62,500 are excluded. Confirm the final call attachments before buying or applying.
