There is no public evidence in the reviewed reports of a signed contract for thousands of electric heli-pods for Riyadh Expo 2030. The figure traces to a 2024 statement attributed to Saudi Arabia Holding Co. CEO Mohammed AlQahtani about an intention involving Austrian developer FlyNow Aviation. Reports did not name a purchasing entity, specify an exact quantity or publish binding delivery terms.
What does “thousands ordered” actually mean?
In July 2024, coverage reported AlQahtani’s statement that FlyNow’s eCopters were intended for transport at Riyadh’s 2030 Expo. That is evidence of a reported plan, not proof of a completed purchase. The reports supplied no executed order, precise aircraft count or delivery schedule. New Atlas’s 2024 report and Urban Air Mobility News’s report describe the claim; the latter attributes it to AlQahtani’s LinkedIn post.
So the careful description is a reported intention or announced plan—not “thousands have been ordered” as an established fact. The public record summarized in these reports does not establish who would buy the aircraft or whether any quantity is contractually committed.
What is FlyNow’s eCopter?
The eCopter is a compact electric aircraft concept with coaxially stacked, counter-rotating rotors. Coverage has shown single-seat and two-seat configurations. It is a helicopter-style air taxi, not a conventional road vehicle or a passenger aircraft already cleared for routine service.

FlyNow’s reported figures are ambitious but should be read as company-stated specifications, not independently verified operating results:
- Range: 50 km, a company-stated figure reported by Urban Air Mobility News in 2024.
- Payload: up to 200 kg for the two-seat version, as reported by Urban Air Mobility News in 2024.
- Top speed: 130 km/h, reported as a FlyNow specification in 2024.
New Atlas described a concept cabin without pilot controls and inferred that fleet operation would rely on autonomy. That indicates a design intention, not evidence of an approved autonomous flight system or permission to carry passengers without a pilot. New Atlas

What has happened—and what remains planned?
The milestones reported so far show development and cooperation, but do not amount to approval for Expo passenger service.
- May 2024: FlyNow reportedly signed a memorandum of understanding with Saudi Arabia’s General Authority of Civil Aviation, National Industrial Development Center and Sky Alliance for Automated Air Mobility. The cooperation areas included regulation, airspace integration, vertiport infrastructure and operating guidance for unmanned air taxis. - 2025: Arab News, in sponsored coverage quoting FlyNow COO Yvonne Winter, said initial untethered flights had been completed at a test site in Eastern Austria and that Saudi sandbox flights were planned for 2025. The report does not independently verify the Austrian tests or establish that the Saudi tests took place. Arab News
- 2027: The same sponsored report described a plan to begin production of the cargo version. It did not establish that passenger eCopter production would begin then. Arab News

Winter described the MoU’s scope this way: “The cooperation aims to support the development of electric air mobility in Saudi Arabia, including regulations, airspace integration, vertiport infrastructure, and operational guidelines for unmanned air taxis.” Arab News

What would need to be demonstrated before visitors could ride?
A future Expo operation depends on much more than building an aircraft. The reports reviewed do not establish that these steps are complete:

- Certification and operating permission: a certification basis, completed approvals and permission from relevant aviation authorities. Cooperation with a regulator is not the same as certification.
- Autonomy and oversight: if the aircraft is intended to fly without onboard pilot controls, the system’s safety, supervision and operating rules would need to be established.
- Local operations: confirmation that Saudi tests occurred and that the aircraft can operate in the local environment.
- Infrastructure and airspace: usable vertiports, charging arrangements and coordinated airspace access for the proposed service.
- Scale and procurement: manufacturing capacity, a named buyer and documented purchase quantities and delivery terms.
What can readers conclude now?
FlyNow has described an eCopter concept and reported cooperation and development milestones, while a 2025 sponsored report relayed company statements about early testing and future plans. Those updates do not verify a contract for thousands, passenger certification, completed Saudi testing or an approved Expo fleet. Until a buyer, binding quantity and delivery terms are documented—and the aircraft and service clear the required aviation steps—the headline claim should be treated as a reported ambition rather than a confirmed order.
