Short answer: eVTOL air taxis are moving through flight testing, certification work and integration trials, but they are not yet established as routine commercial passenger service in the United States. The U.S. Government Accountability Office reported that, as of March 2026, the FAA had not type-certificated a manned electric aircraft for commercial operation and could not say when commercial operations would begin. A test flight, operating rule or company launch target is not the same as an aircraft being certified and carrying paying passengers on a regular service.
What is an eVTOL air taxi?
“Advanced Air Mobility” (AAM) is the FAA’s umbrella term for emerging aircraft and operations, including many vehicles people call air taxis. Powered-lift aircraft can take off vertically and fly slowly like helicopters, then transition to wingborne, airplane-like cruise. The FAA’s overview of air taxis and AAM describes the category and its certification work.
That design could support several different missions: passenger trips, airport transfers, cargo, emergency response or medical logistics. Evidence that a vehicle can perform one of those missions in a trial does not show that a passenger network is ready.
Are U.S. eVTOL air taxis certified to carry paying passengers?
No manned electric aircraft had received FAA type certification for commercial operation as of March 2026, according to the Government Accountability Office (GAO). The GAO also said it could not determine when commercial operation would begin. That finding is about U.S. commercial aircraft certification; it is not a prediction that no test flights or other permitted operations can take place.

Several approvals and permissions are involved, and they are not interchangeable:

The FAA’s Part 194 powered-lift FAQ explains the interim operating framework. It remains in place for 10 years while the FAA gathers information and permits specified private, fractional-ownership, commuter/on-demand and air-tour operations. It does not itself authorize scheduled airline use of powered-lift aircraft. Where a vehicle may fly depends on its capabilities and equipment as well as pilot qualifications.

Operator certificates also need to be read in context. Joby said in its Form 10-Q for the quarter ended June 30, 2026 that it held a Part 135 certificate for on-demand operations using conventional aircraft and would need to meet further requirements to add eVTOL aircraft. That is not an eVTOL type certificate.
What has happened beyond certification paperwork?
The FAA has reported operational experiments, including a test in which BETA ALIA aircraft transported an animal organ in a medical containment system from Virginia to Maryland, with handoffs between aircraft and airports. The agency described the exercise as a way to evaluate reliability for critical organ delivery. It is evidence of testing a medical-logistics use case, not scheduled passenger service.

The FAA said eight projects across 26 states were selected for its eVTOL Integration Pilot Program (eIPP), covering concepts such as air taxis, emergency response and cargo logistics. Those figures describe the FAA’s selected test program, not the number of passenger routes or operating companies. Details are in the FAA’s eIPP announcement.
Company statements provide a different kind of evidence. In its August 5, 2026 shareholder letter, Joby reported five aircraft flying and 12 in production, said it expected its first eIPP flights in September, and targeted carrying its first passengers in 2026. These are Joby-reported aircraft counts and plans, not independent confirmation that type certification or routine paid passenger service had been achieved. The company’s Q2 2026 shareholder letter is the source for those milestones and targets.

What could slow a launch even after an aircraft is certified?
Charging and airport power
Charging infrastructure is still limited and unevenly planned. GAO reported that 47 U.S. airports had identified electric-aircraft charging stations in airport plans as of December 2025; 43 of those airports were nonhub or smaller airports. The report said most planned charging locations were part of BETA’s network. A location appearing in an airport plan does not mean a charger is installed, operational, compatible with every aircraft or ready for commercial passenger use.
Airport officials and other stakeholders cited installation costs, uncertain demand and access to reliable electricity as challenges. Those practical constraints are covered in the GAO report.

Landing sites, routes and air-traffic coordination
The FAA expects early AAM operations to use existing infrastructure where possible, including helipads, routes and air-traffic-control services. It issued vertiport design standards in September 2022. Early operations are expected to resemble helicopter service, with corridors and additional coordination potentially developing as activity grows—not to begin with dense networks of purpose-built rooftop vertiports. The FAA outlines this incremental approach in its AAM and air-taxi overview.
Rules, operators and a viable service
Aircraft certification is only one part of readiness. An operator must have authority for the intended service, pilots and operating procedures must meet applicable requirements, and the aircraft must be able to use suitable landing sites and airspace. Demand and the business model also remain uncertain in the GAO’s account; the available evidence does not establish a reliable sector-wide fare, passenger-demand or unit-economics figure.
Will eVTOL air taxis be quieter than helicopters?
The available regulatory information does not establish that all eVTOLs are quieter than helicopters in real-world operation. The FAA says existing noise regulations apply; its powered-lift interim rule did not adopt new powered-lift noise-certification requirements. Individual aircraft noise, routes, flight profiles and local conditions matter, so a broad claim about the whole category would go beyond what that rule establishes. See the FAA’s Part 194 FAQ.
How to judge claims that an air taxi is “launching”
Check what has actually happened and who is reporting it. A credible readiness claim should distinguish an agency rule from an aircraft certificate, a test from recurring service, and a company target from an achieved milestone. For a passenger launch, look for evidence that the aircraft is certified for the intended commercial operation, the operator is authorized to use it, and the service is actually carrying passengers on a recurring basis. A route announcement or demonstration alone does not answer those questions.
