Some public EV chargers are free, but many charge for electricity, time, a session, access, or a combination of those. A charger marked “free” can still sit in a paid car park, and a low energy rate can be offset by connection or idle fees. Check the station’s tariff, payment method, parking terms and overstay rules before you plug in.
Availability and legal requirements vary by country. The clearest mandatory rules in the available guidance are UK-specific; US and Australian sources describe common practices rather than one universal tariff.

What “free public charging” actually means
A free-to-use point supplies electricity without charging the driver for the energy or charging session. It does not automatically mean every cost associated with the stop is zero. A shopping-centre charger may be free while the car park charges by the hour. A workplace or hotel may offer charging only to customers, guests or employees. A network may waive the energy charge for a limited promotion, then apply its normal tariff later.
Free offers can also have conditions: a time limit, a requirement to validate parking, a membership login, or an allowance that runs out. Public-charge-point rules in the UK explicitly cover points that provide free electricity as well as paid points, so “free” does not remove the operator’s transparency obligations.

How common is free charging?
The US Department of Energy Alternative Fuels Data Center says more than 20% of public charging is free to use across public Level 1, Level 2 and DC fast chargers. The result does not state a measurement year, so treat it as a broad AFDC figure rather than a current 2026 statistic or a worldwide estimate. The proportion at any location can be very different.
The seven charges that can appear on one session
Look beyond the headline energy rate. Operators can combine several billing methods, and a separate parking company may add another charge.

The UK government’s guidance lists per-kWh, time-based, per-session, subscription, connection and overstay formats. Under that guidance, fixed charging fees such as connection or transaction charges must be reflected in the displayed maximum per-kWh price. A separate third-party parking fee is treated differently, so read the car-park signs as well as the charger screen.
How to compare chargers fairly
Compare the total cost of the planned stop, not just the energy rate. A useful calculation is:

Total session cost = energy charge + time charge + session or connection fee + idle/overstay fee + parking charge − any clearly stated discount or free allowance.
For an energy-only tariff, multiply the kWh shown on the charger or receipt by the advertised per-kWh rate. If a time tariff applies, estimate how long the car will remain connected, including the period after the battery reaches its target. A subscription can lower the session price while increasing your overall cost if you use the network rarely.
Questions that expose the real price
- Is the price per kWh, per minute, per session, or a mixture?
- Does the tariff differ for slow AC and faster DC charging?
- When does an idle fee begin, and how long is the grace period?
- Is the rate different for app, contactless, roaming or RFID payment?
- Does a membership include an allowance, and what happens when it is exhausted?
- Is parking free, validated, metered or charged by a separate operator?
- Are taxes, card-authorisation holds or other transaction charges shown before approval?
Why fast charging often costs more
Australian government consumer guidance says faster charging typically attracts a higher fee than slower public charging. That is a common pricing pattern, not a guaranteed rule. The actual difference depends on the site, operator, electricity tariff, network agreement and membership status. A slower point may be cheaper for a long stop, while a faster point can reduce the time you need to pay for parking or waiting.
Do not assume the connector with the highest advertised power will deliver that power to your particular car. Vehicle limits, battery temperature, state of charge and a shared power cabinet can reduce the delivered rate. The tariff still applies according to the station’s rules, so check whether billing is based on energy, time or both.

Ways to pay at a public EV charger

US Environmental Protection Agency guidance lists mobile apps among the ways drivers can pay. UK guidance defines roaming as paying across multiple networks through one app or RFID card and requires operators to enable payment through at least one third-party roaming provider. That does not mean every charger accepts every roaming card or that roaming is the cheapest option.
UK rules: what drivers should expect
UK public-charge-point rules require a clearly displayed maximum charging price in pence or pounds per kWh. The price shown before you begin is the ceiling for the charging price once the session has started. A tariff presented on a separate device must be easy to find and cannot require an existing operator contract merely to view it.
Contactless requirements
For qualifying UK points, contactless payment is required for:
- New public points rated at 8 kW or more and deployed after 24 November 2024.
- Public points rated at 50 kW or more, subject to the regulation’s site-level arrangements.
These are UK thresholds, not a worldwide guarantee. Older equipment, private-access points and sites covered by specific regulatory arrangements may follow different requirements. If contactless is unavailable, use the payment method shown on the charger or in the operator’s information.

Free points are still covered
The UK requirements apply to public points that provide electricity free of charge. An operator must still make the relevant price and access information clear; a zero charging price does not remove separate parking terms.
How to check a station before you plug in
- Identify the exact connector and bay. A site can have different tariffs for different chargers or power levels.
- Read the physical display and signs. Note the energy, time, session, connection and idle rates, plus any parking charge.
- Check the official app or payment page. Confirm that the station ID matches the bay and look for member, roaming and guest prices.
- Find the timing rules. Record when charging starts, when an idle fee begins and the length of any grace period.
- Choose the payment route. Compare direct payment with roaming or subscription pricing before authorising the session.
- Save the receipt or session screen. It provides the delivered kWh, duration, rate and final amount if you need to challenge a bill.
- Move the car promptly. Ending the session may not end an idle fee if the vehicle remains in the bay.
Common surprises and how to avoid them
“Free” electricity but paid parking
Check the car-park entrance, pay station and validation conditions. A free charger does not cancel a parking tariff imposed by someone else.
A free allowance that expires
Memberships and promotions may include a limited number of kWh, minutes or sessions. Confirm the remaining allowance and the post-allowance rate before starting.

Idle fees after the battery is full
Set a reminder for the estimated completion time. If the car or app can send a completion alert, enable it, but do not rely on an alert if mobile coverage is poor.

Roaming costs more than direct payment
Open both tariff views when possible. A roaming provider can display a different or marked-up price from the host network.
Payment fails at the terminal
Try the station’s approved alternative, such as its app or a listed roaming card. Do not repeatedly tap a card without checking for a pending authorisation. If the connector is locked or the session will not start, photograph the error and contact the operator using the number on the unit.
The charger is occupied after charging ends
Idle charges are normally tied to occupying the bay, not to whether the battery is still accepting energy. Move the vehicle as soon as practical and keep the receipt showing the end time.
What the evidence says about payment complexity
A UK Competition and Markets Authority survey conducted in January 2021 found that 49% of EV drivers thought paying at public charge points was too complicated, while 61% thought too many apps were required. Those figures describe attitudes at that time, not a current worldwide measurement. They explain why checking the payment route in advance remains useful, especially on unfamiliar networks.
A simple decision rule for drivers
- Choose a free point when the site’s eligibility, time limit and parking terms fit your stop.
- Choose the lowest total cost when time is flexible and a slower charger has no expensive idle or parking penalty.
- Choose faster charging when reducing dwell time matters, after checking its energy and time rates.
- Consider a subscription only when your expected use makes the recurring fee lower than pay-as-you-go charges.
- Use roaming for convenience when it simplifies access, but compare its displayed rate with direct payment.
Bottom line for a charging stop
Public EV charging is a mix of free offers and paid services, not a single national or global system. The dependable habit is to verify the exact station’s total tariff and payment path before connecting, then account for parking and idle time as well as electricity. UK drivers have stronger price-display and contactless protections at qualifying points; elsewhere, the charger’s own screen and operator information remain the final authority.
