Yes—but the evidence is limited to reported accounts, not a measured trend. In an August 2023 investigation, The San Francisco Standard interviewed four Cruise riders who said they had sex or hooked up in driverless vehicles in San Francisco and provided ride receipts. The publication said it could not find a source who reported having sex in a Waymo. That does not prove it never happened; it means the reporting did not establish it.
What the reporting actually established
The San Francisco Standard published its investigation on August 11, 2023. It said four separate Cruise riders described having sex or hooking up in San Francisco robotaxis and provided receipts to verify their rides. The publication changed interviewees’ names and withheld exact ride dates to protect their privacy. Read the investigation in The San Francisco Standard.
Those four accounts are the reported evidence—not a count of every incident. The story did not establish how often this happens, whether it is becoming more common, or what a typical robotaxi passenger does. It also did not report a source describing sex in a Waymo. The careful answer to “Are people having sex in Waymos?” is therefore: the cited investigation documented accounts involving Cruise, not Waymo.
A driverless car is not necessarily a private room
Being alone in a vehicle without a human driver does not guarantee that nobody can review what happened inside. In the 2023 Standard report, Cruise said it records interior video for safety and support, and records audio only during active support calls. A Waymo spokesperson told the publication that recordings may be reviewed in specific circumstances, including concerns about cleanliness, safety, crashes, or missing items. These are company statements reported in 2023; they are not an independent audit or confirmation of current recording, access, or retention practices.

The distinction matters: a vehicle can feel private to its passengers while still having cameras or a process for reviewing recordings. Anyone concerned about privacy should check the relevant company’s current rider terms and privacy information rather than assume that “driverless” means “unobserved.”
What Cruise’s rider rules said
The Standard quoted Cruise’s rider terms as asking passengers not to do anything that could “potentially make others uncomfortable” and barring threatening, confrontational, discriminatory, harassing, disrespectful, offensive, or inappropriate activity. A Cruise spokesperson said violations could result in account suspension or termination. The report also said both services expected reasonable cleanliness and could charge for dirty vehicles. None of this is an explicit statement that sexual activity is allowed; the rules are broader conduct and cleanliness standards. The Standard’s account of the rules and company comments.

Consensual conduct and passenger safety are different issues
Separate reporting about Waymo rides addressed harassment and threats, not consensual sexual activity. In a December 22, 2024 report, The Washington Post spoke with four passengers who described harassment or threats during rides. Waymo spokesperson Ethan Teicher said the company took such events seriously and described harassment or attempted entry during a ride as “extremely rare.” The report said passengers had app options to pull over or change their next stop or destination; the spokesperson said support could make similar changes but could not redirect a vehicle’s specific route. That account is relevant as a reminder that an empty driver’s seat does not eliminate every passenger-safety concern. It should not be treated as evidence about sexual activity in robotaxis: the incidents, conduct, and questions are distinct.

What this says about San Francisco robotaxis now
The underlying accounts are from 2023, and the safety report is from 2024. Neither establishes current incidence, present-day company rules, recording practices, or service availability. Waymo announced on June 25, 2024, that anyone could then hail Waymo One in San Francisco, but that historical access announcement does not confirm the service’s current operating status in 2026. So the headline-sized claim needs a precise boundary: multiple Cruise riders told a publication they had sex or hooked up in San Francisco driverless vehicles. The available reporting does not show how common that is, and it does not document an equivalent Waymo account.
