No: GPLv3 does not categorically require a car maker to publish its production signing key. Section 6 instead sets a functional, conditional rule. When covered object code is conveyed in, with, or specifically for a qualifying User Product as part of a transfer of possession or use, the distributor must provide Corresponding Source and, if it or a third party can install modified object code, the Installation Information needed to install and run a modified version. The information must not let the modified code be blocked from functioning solely because it was modified.
What does GPLv3 section 6 require?
GPLv3, published by the Free Software Foundation in 2007, governs how covered object code may be conveyed. Section 6 gives distributors several ways to provide the Corresponding Source, such as accompanying the object code with source or providing a written offer or network access under the section’s terms. For a qualifying User Product, it adds a separate requirement: Installation Information must accompany the Corresponding Source when the specified transfer and retained-installation conditions apply.
The license defines Installation Information functionally. It can include methods, procedures, authorization keys, or other information required to install and execute modified object code from modified Corresponding Source. The rule’s boundary is captured in the license’s own sentence: “The information must suffice to ensure that the continued functioning of the modified object code is in no case prevented or interfered with solely because modification has been made.” (GPLv3, section 6.)
When does the User Product condition apply?
A User Product is tangible personal property normally used for personal, family, or household purposes, or something designed or sold for incorporation into a dwelling. GPLv3 directs that doubtful cases be resolved in favor of treating the product as covered. Section 6’s additional condition concerns covered object code conveyed in, with, or specifically for such a product as part of a transaction transferring the right of possession and use.

The duty to provide Installation Information is conditional: it applies if the distributor or a third party retains the ability to install modified object code. If neither does, this particular section 6 requirement does not apply. Whether a particular vehicle transaction, component, or software package meets all the conditions depends on its facts; the license text is not a blanket rule for every item of software in every car.
Corresponding Source and Installation Information are different
Corresponding Source is the source-code obligation. GPLv3 defines it as the source needed to generate, install, run (for executable works), and modify the object code, including scripts that control those activities, subject to the license’s exclusions. It is not necessarily limited to the application’s source files: relevant build and installation material may be needed to make the covered object code usable and modifiable.
Installation Information addresses a different obstacle: technical controls that prevent a user from installing and executing a modified version. Providing source alone does not answer that problem if the product will reject modified code and the distributor or another party still controls a required installation pathway. Conversely, Installation Information does not replace the obligation to provide Corresponding Source.

The Software Freedom Law Center’s 2008 A Practical Guide to GPL Compliance treats build and installation details as system-dependent and offers practical compliance guidance, including making a clear path available for a reasonably skilled person to build and replace covered binaries. That guidance is not a court ruling; the controlling text is the license.

Does GPLv3 make automakers publish signing keys?
Not as a categorical rule. A production signing key is one possible kind of authorization information, but the license asks what information is actually required to install and execute the modified covered work. If an alternative method enables that result, section 6 does not say that a vendor must disclose its production key merely because the product uses signatures.
The GNU Project and Free Software Foundation explain the anti-tivoization purpose of GPLv3: source access can be inadequate when technical restrictions prevent users from installing modified software. Their guide notes that what is needed depends on the hardware design and may include special data, such as keys, or information that bypasses an integrity check. The relevant question remains whether that information is needed for installing and executing the modified covered work—not whether the system contains cryptographic keys in general.

So the practical inquiry is specific to the implementation: what blocks the modified covered code from installing or running, who controls that barrier, and what information or procedure is sufficient to remove it? Section 6 does not prescribe one universal unlocking architecture.
What do the car-specific proposals suggest?
Bradley Kuhn of Software Freedom Conservancy and Behan Webster of Converse in Code Inc. address the question in their presentation, Safely Copylefted Cars: Reexamining GPLv3 Installation Information Requirements, archived by the Linux Foundation. Their discussion is an interpretation and design proposal, not a judicial decision, universal safe harbor, or reported production test.

For their example, they assume GPLv3-covered software in a low-level operating system for an in-vehicle infotainment or head unit. Such a unit may connect to vehicle systems without typically controlling drive-by-wire directly. The presentation considers a development mode for modified firmware, visible indication that the software has been modified, and restrictions separating it from safety-critical vehicle functions. It also discusses removing proprietary software during the transition and a one-way change that may not restore stock firmware.

The point is that installation access need not mean unrestricted access to every vehicle system or disclosure of a production key. But these proposals do not establish that any particular modified vehicle is safe to drive, that the design satisfies section 6 in every implementation, or that the approach has been validated across vehicles.

A separate 2018 essay, Automotive Software Governance and Copyleft, by Mark Shuttleworth and Eben Moglen proposes a package-based approach using Ubuntu Core and snap technology. It describes signed assertions and fine-grained interfaces to manage software access to in-vehicle networks and functions, alongside auditable software states and rollback options. The authors present a governance concept, not an established automotive standard or independently verified deployment.

These are different ways of thinking about modification and safety, not competing solutions tested on a common basis. Neither source establishes a universal technical design that satisfies every vehicle’s software, licensing, and safety constraints.

What does GPLv3 not settle about vehicle safety?
Section 6 expressly does not require continued support, warranty, or updates for a modified work or modified User Product. It also permits denying network access when the modification itself materially and adversely affects network operation or violates network rules and protocols.
Those provisions do not resolve separate questions of vehicle approval, product safety, warranty law, or tort liability. A license-compliant installation pathway is not a finding that a modified vehicle is roadworthy or lawful to operate, and the presentation’s safety proposals should not be treated as such. Those questions depend on applicable law, vehicle design, and circumstances beyond GPLv3’s installation-information rule.
