Not all federal EV chargers have been shown to be shut down. On April 3, 2025, the General Services Administration (GSA) announced a review of charging equipment at facilities under its jurisdiction: agencies were asked to justify chargers as mission-critical, and GSA said equipment that did not meet that standard would be deactivated. The announcement documented a review and canceled projects—not a verified nationwide shutdown of installed chargers.
What GSA actually announced
GSA said it had issued criteria for federal agencies to identify charging infrastructure at GSA-jurisdiction facilities that was mission-critical. Under the announced policy, equipment not deemed mission-critical would be deactivated and related contracts or orders terminated. GSA described the action as part of its response to Executive Order 14154, issued January 20, 2025. GSA’s April 3, 2025 announcement sets out that standard.
The agency separately reported that it had canceled 32 charging projects worth more than $23 million. Those cancellations concern projects; they do not establish that 32 operating stations were taken offline or that every installed charger at federal facilities stopped working. The announcement does not provide a current site-by-site operating inventory.
A February 26, 2025 letter from Representative Debbie Dingell referred to a reported plan to close federal-building chargers. It is congressional correspondence about the report, not an independent inventory of charger status. Read the letter.

Federal facility chargers and NEVI are different programs
The phrase “federal EV charging infrastructure” can refer to two distinct things. GSA’s announcement concerned equipment at facilities under its jurisdiction. The National Electric Vehicle Infrastructure (NEVI) Formula Program provides federal funds to states for public charging deployment. A policy change affecting GSA-managed facility equipment does not, by itself, close public charging stations or determine the status of a particular NEVI-funded site.
| Question | GSA facility equipment | NEVI Formula Program |
|---|---|---|
| What is affected? | Charging equipment at facilities under GSA jurisdiction | Federal formula grants administered by states to support public charging deployment |
| What did the 2025 action do? | Set a mission-critical review standard; GSA said non-mission-critical equipment would be deactivated | FHWA suspended approval of state deployment plans and restricted new obligations pending revised guidance and approved plans |
| Does this establish that every charger is offline? | No; the announcement does not give a comprehensive operating inventory | No; the plan-approval pause is not evidence that every public station closed |
In a May 22, 2025 decision, the Government Accountability Office described the Federal Highway Administration’s February 6, 2025 action rescinding prior NEVI guidance and suspending approval of state plans. New obligations were restricted until revised guidance and approved plans, while spending under existing agreements continued. GAO’s decision explains the distinction between new obligations and existing expenditures.

What changed for NEVI funding and state plans
The NEVI program’s later developments show that its funding and deployment rules continued to change. They should not be read as a single nationwide decision to turn off public chargers.
- October 1, 2025: FHWA apportioned $1 billion in FY2026 NEVI Formula Program funds. See the FY2026 apportionment notice.
- January 27, 2026: North Carolina’s Department of Transportation said it was revising its placement strategy, reducing 41 proposed additional corridor locations to 16 and shifting resources toward areas with less coverage. The department also said program-supported stations would continue operating without government support after five years. This describes North Carolina’s plan, not the status of other states. Read NCDOT’s update.
- March 12, 2026: FHWA issued a notice repurposing $503,756,000 in NEVI funds under the Department of Transportation Appropriations Act, 2026. This is a funding change, not a report that all NEVI-funded stations have shut down. Read FHWA’s notice.
- Minnesota’s 2026 round: MnDOT’s program page lists an application deadline of November 2, 2026, with conditional awards anticipated from late December 2026 to January 2027. Solicitation schedules can change, so applicants should check the current state page. See MnDOT’s NEVI page.
A Congressional Research Service report record dated June 16, 2026 says the administration’s FY2027 budget request, released April 3, 2026, proposed canceling remaining unobligated NEVI and Charging and Fueling Infrastructure (CFI) funds. A budget request is a proposal, not proof that the cancellation was enacted; the cited record does not establish its final status. See the CRS report record.

How to check whether a specific federal charger is working
The available announcements do not establish the present operating condition of individual GSA-site chargers. For a particular location, check with the agency managing the facility before making a trip or relying on the charger. The GSA directive page cites 8,622 electric vehicles in the federal fleet, excluding USPS, using the FY2023 Federal Fleet Report as the most current publicly available report referenced there; that is a fleet count, not a charger count. See GSA’s EVSE directive page.
