Yes, in the United States and European Union, covered electric and hybrid vehicles must provide sound at low speeds—but the rules differ. In the U.S., a vehicle can meet the requirement through its emitted sound without a separate warning speaker. The EU requires an Acoustic Vehicle Alerting System (AVAS) for covered new vehicles. Neither rule means every EV must make the same beep or sound in every situation.
What the low-speed sound rules require
Electric motors are quiet at low speeds, so regulations in some markets require covered vehicles to produce sound that helps pedestrians and other road users notice them. The U.S. and EU both have requirements, but they define coverage and compliance differently.

These are vehicle-level standards, not a universal rule for every electric car in every country. The requirements specify covered vehicle types and operating or testing conditions; they do not simply say that every EV must beep below one particular speed. The sound can be a compliant sound the vehicle emits as part of ordinary operation, rather than a separately branded warning signal.

That comparison matters if you are trying to interpret what a particular car does. The U.S. rule focuses on whether the vehicle meets defined sound-performance requirements in specified conditions. The EU framework explicitly calls for AVAS in covered new vehicles and describes the intended communication function of its sound. The two approaches do not establish one sound design that every EV worldwide must copy.

Which U.S. vehicles are covered?
FMVSS No. 141 covers qualifying electric and hybrid vehicles, including specified low-speed vehicles and vehicles with a gross vehicle weight rating of 4,536 kg (10,000 lb) or less in passenger-car, multipurpose-vehicle, truck, and bus categories. The exact application depends on the vehicle’s classification and the standard’s conditions; it is not a blanket rule for every vehicle that happens to be electric.
The standard sets measurable sound-performance requirements across frequency bands and operating conditions. It addresses sound when a vehicle is stationary, in reverse, and moving forward at low speeds. It includes constant-speed requirements below 20 km/h and specified testing at 30 km/h. Those test conditions should not be mistaken for a simple rule that sound must switch on at one universal speed. They are part of a broader set of required performance conditions.
In other words, “low-speed sound” is a useful shorthand, but it does not capture the full U.S. standard. Reverse and stationary conditions are also addressed, and the sound has to meet the applicable measurable criteria rather than merely be audible in some unspecified way. The standard’s frequency-band measurements are technical requirements; this overview does not reproduce the individual decibel-band table values.

The standard has applied to covered vehicles beginning September 1, 2020. If you need to check the legal language or vehicle-specific application, consult FMVSS No. 141 in the eCFR and the vehicle’s classification details.
A compliant sound does not always mean a separate speaker
In the U.S., compliance is about whether the vehicle produces sound meeting the standard, not necessarily whether it has a separately branded or dedicated alert device. NHTSA explained that an alert device that is not automatically engaged during ordinary operation cannot substitute for the required sound. In a September 13, 2023 interpretation letter, Acting Chief Counsel John Donaldson wrote: “Since the Superhorn is not automatically engaged during routine operation, the Superhorn may not be used to meet FMVSS No. 141’s minimum required sound levels.” NHTSA’s interpretation addresses that distinction.

The practical point is that having a loud horn or a sound feature a driver can activate on demand does not, by itself, establish compliance with a requirement for sound during ordinary vehicle operation. The sound needs to be present under the relevant conditions without relying on a driver to remember to turn on an optional alert.
How the EU AVAS requirement works
In the EU, Regulation (EU) No 540/2014 requires AVAS in covered new hybrid-electric and pure-electric vehicles. The regulation defines AVAS as “a system for hybrid electric and pure electric vehicles which provides sound to signal the vehicle’s presence to pedestrians and other road users.” The phase-in dates listed for phase 3 are July 1, 2024 for new vehicle types and July 1, 2026 for first registrations. The dates refer to different stages: July 1, 2024 applies to new vehicle types, while July 1, 2026 applies to first registrations. They should not be collapsed into a single date or treated as proof that every older vehicle must be retrofitted. The requirement described here concerns covered new hybrid-electric and pure-electric vehicles.
The intended sound is meant to communicate more than the fact that a vehicle exists: the regulation says it should be readily indicative of vehicle behaviour. Sound level or characteristics can change automatically in synchronization with vehicle speed. The EU framework does not imply one identical sound signature across all covered vehicles, and the EU test tables and exact speed threshold to quote are not provided in the applicable rules described here.
A provision identifies an exception for vehicles that meet a referenced UNECE overall-sound threshold with a +3 dB(A) margin. That is a specific regulatory exception, not a general permission for drivers to remove or switch off an alert. The related delegated text is Delegated Regulation (EU) 2017/1576.

Why EVs may sound different at low speeds or in reverse
Because the rules are performance-based in the U.S. and system-based in the EU, sounds can differ between vehicles and jurisdictions. A low-speed sound may change with vehicle speed, and the U.S. standard also specifies conditions involving reverse and a stationary vehicle. So a driver may hear a warning sound while reversing or moving slowly, but the exact sound and when it is heard depend on the vehicle and the applicable compliance design.

These systems are intended to signal a vehicle’s presence to pedestrians and other road users. In the EU, the sound is also intended to be readily indicative of vehicle behaviour, with its level or characteristics able to change automatically with speed. That helps explain why the sound may vary rather than behave like a fixed beep that is either on or off.
Do the same requirements apply worldwide?
No single worldwide requirement is established here. The information presented covers U.S. and EU rules, plus related international context—not a country-by-country survey. UNECE Regulation No. 138 is an international regulatory framework for quiet road transport vehicles; UNECE describes it as setting minimum AVAS sound levels, spectrum, and frequency shift depending on speed. UNECE context should not be mistaken for proof that every country applies the regulation identically or has adopted it as a domestic requirement. For a vehicle registered or sold outside the U.S. or EU, check the current local vehicle-approval rules rather than assuming one of these frameworks applies unchanged. A rule may depend on the vehicle category, approval date, or registration date.

What owners should do if the alert sound seems absent
If a vehicle that normally produces a low-speed or reverse alert becomes silent, treat that as a potential vehicle fault rather than an invitation to disable or bypass the system.
