A sidewalk delivery robot is accessible only when its movement, stopping, parking, detection and recovery procedures preserve an accessible pedestrian route. A robot can block a wheelchair user’s path, while a blind or low-vision pedestrian may encounter it as an unexpected object that is difficult to detect. Current U.S. accessibility guidance describes the route and obstacle principles that matter, but the evidence available here does not show that delivery robots as a class have passed robust testing with disabled users.
Why the answer depends on the deployment
“Delivery robot” covers a range of small autonomous or remotely assisted devices that travel on sidewalks and pause near buildings, crossings or delivery points. Accessibility is therefore a behavior and environment question, not a simple product category. The same machine might leave enough room on a wide, level sidewalk and create a serious barrier on a narrow path, beside a curb ramp or during construction.

The key question is whether every part of the service—from dispatch to the final handoff—keeps a predictable, traversable route open. A robot that moves correctly most of the time can still create an access problem if it queues in a doorway, stops across a curb ramp, or cannot clear itself when a pedestrian approaches.

How a robot can affect different pedestrians
Wheelchair users need continuous, usable clearance
A wheelchair user needs enough unobstructed width and maneuvering space to remain on the pedestrian route. A robot occupying the route may force a person to turn around, make a difficult detour, enter a roadway, or cross a sloped or damaged surface. Those consequences can be more severe for a power wheelchair, a person using a manual chair, or someone who cannot safely negotiate a steep edge or uneven pavement.

Clearance is not just the robot’s width. The assessment must include the space needed to approach and pass it, the turning area at corners, the location of its delivery stop, and whether a curb ramp, crossing or transit boarding area remains usable. A device that leaves a narrow gap may technically allow another pedestrian through but still be impractical for a wheelchair user.
Blind and low-vision pedestrians need predictable, detectable routes
A blind or low-vision pedestrian may not see a robot waiting on the sidewalk, particularly when it blends into street furniture, is stopped in shadow, or has a low profile. The person may rely on a cane, a guide dog, environmental cues or an audio orientation system. If the robot has a suspended or projecting part that a cane cannot find before contact, it can become a hazardous surprise even when its footprint appears small.
The Access Board explains that people who are blind or have low vision may not know which portion of a sidewalk is the designated pedestrian access route. For that reason, objects protruding anywhere into the pedestrian circulation path can be hazardous when they are not cane-detectable. That principle applies directly to a robot left in a circulation path, although the guidance does not name delivery robots or decide how every deployment is regulated.
Both groups can be affected by surface and placement hazards
Outdoor accessibility guidance warns that pronounced obstacles can create tripping hazards and make travel difficult for people using mobility devices. Openings or gaps can catch a wheelchair wheel, cane tip or crutch. A robot may also leave a route blocked by its loading position, a remote operator’s intervention, or a failed battery rather than by normal travel.

| Concern | Potential effect on wheelchair users | Potential effect on blind or low-vision pedestrians |
|---|---|---|
| Robot stopped in the route | Insufficient passing width, forced detour or roadway exposure | Unexpected collision or loss of a familiar path |
| Low or projecting components | Reduced maneuvering space and possible contact with footrests or controls | Part may not be detected by a cane before contact |
| Blocked curb ramp or crossing | Loss of a usable connection between sidewalk and crossing | Change in expected alignment and greater orientation difficulty |
| Uneven surface or opening nearby | Wheel entrapment, tipping risk or difficult propulsion | Cane or crutch tip can catch; route becomes harder to follow |
What the 2023 Access Board guidance establishes
The U.S. Access Board published its Public Right-of-Way Accessibility Guidelines final rule in the Federal Register on August 8, 2023. Its preamble describes pedestrian access routes, temporary alternate routes when construction closes a route, and accessible pedestrian signals. It states that routes should be traversable by wheelchair users without exhaustive effort and should have firm, stable and slip-resistant surfaces without large openings, abrupt level changes or hazardous protrusions.
The preamble includes a direct description of the design goal: “Pedestrian access routes have specified cross slopes and running slopes so that they are traversable by pedestrians using manual wheelchairs or other mobility aids without exhaustive effort.” A robot placed in that route does not become acceptable merely because the pavement underneath meets those specifications. The object, its position and the remaining passing space must also be considered.
The same material addresses blind and low-vision access. Because a pedestrian may not know which part of a sidewalk is the designated route, protruding objects throughout the circulation path should be cane-detectable. The guidance also requires audible and vibrotactile information on new and altered pedestrian signal heads, and reachable pushbuttons for people seated in wheelchairs. Those signal provisions matter when a robot operates near a crossing, but they are not a robot-specific certification.

What DOJ mobility-device guidance does—and does not—decide
Department of Justice guidance says public entities and businesses must allow wheelchair users and users of manually powered mobility aids in public areas, and it discusses other power-driven mobility devices used by people with disabilities. It emphasizes that “People with disabilities have the right to choose whatever mobility device best suits their needs.”
That guidance concerns a device being used by a person with a disability as a mobility device. It does not, in the cited material, classify an autonomous delivery robot or create a categorical rule for one. The DOJ topic page also notes that its guidance does not itself establish legal responsibilities beyond applicable statutes, regulations and binding precedent. A city or operator therefore should not describe general mobility-device guidance as proof that its delivery robots are legally approved.
What is known about real delivery-robot testing
The Snohomish County pilot
A Washington State Department of Transportation freight-plan appendix reports that Amazon tested delivery robots in Snohomish County in 2019. The pilot operated during daylight hours and an employee accompanied the robots. The appendix identifies personal delivery devices as an emerging topic and says studies were examining ADA requirements, wheelchair priority over the devices and equitable distribution of benefits.
That account is historical. It does not report wheelchair-user or blind-user test results, obstruction rates, collision rates, successful passing measurements, or the capability of a current service. The presence of an accompanying employee also means the pilot conditions cannot automatically be treated as equivalent to unsupervised, round-the-clock operation.

The evidence gap
The available official material does not provide a primary field evaluation measuring the experience of wheelchair users and blind or low-vision pedestrians with deployed delivery robots. No reliable class-wide pass rate, preference statistic or accessibility score is established here. A demonstration, vendor statement or supervised pilot should therefore be described as evidence of operation under stated conditions—not as proof of accessibility.
How to evaluate a named robot or local program
Anyone assessing a deployment can use the following questions. They are practical tests derived from the Access Board’s route and obstacle principles and from the freight appendix’s stated concern with wheelchair priority; they are not a certification issued by those sources.
1. Measure route clearance
- Where does the robot travel, stop, queue and hand off a delivery?
- Does it remain out of curb ramps, marked crossings, door approaches, transit boarding areas and temporary alternate routes?
- Can a wheelchair user pass without entering the roadway or making an unusually difficult detour?
- Does the operator measure the remaining clear width and turning space, rather than simply describing the sidewalk as “wide enough”?
2. Check detectability
- Can a cane user detect the robot and all projecting or suspended parts before contact?
- Is the robot visually distinguishable from pavement, planters, poles and other sidewalk clutter for a person with low vision?
- Are lights, sounds or other alerts useful without creating nuisance or confusion, and do they work in the conditions in which the robot is deployed?
3. Test yielding and recovery
- Does the robot reliably recognize and yield to pedestrians, including wheelchair users and people moving slowly?
- If it cannot pass, does it wait in a safe location that preserves the route?
- What happens when a person stops in front of it, a crowd forms, or the robot loses communication?
- Is there a clearly accessible way to request immediate assistance, and how quickly does a human respond?
4. Test difficult operating conditions
- Are procedures documented for narrow sidewalks, crowds, construction diversions, poor pavement, rain, glare, darkness and low visibility?
- Are monitoring and intervention available outside a supervised daytime demonstration?
- Does a low battery, sensor fault or blocked path trigger a recovery action that removes the robot from the route?
5. Examine the evidence and governance
- Were disabled people involved in design, route selection and testing?
- Are methods, locations, sample sizes, failure cases and corrective actions published?
- Is there a complaint and incident process that records obstruction, near misses and delayed assistance?
- Which agency enforces local sidewalk, right-of-way and permit rules?
| Evidence to request | Why it matters |
|---|---|
| Maps of approved routes and stopping points | Shows whether curb ramps, crossings and boarding areas are protected by design. |
| Passing-width and turning measurements | Distinguishes a nominal gap from a route a wheelchair user can actually use. |
| Accessible-user test protocol and results | Reveals failures that a general demonstration can miss. |
| Incident, complaint and response records | Shows how the system behaves after an obstruction, fault or collision. |
| Night, weather and construction procedures | Tests whether performance claims apply beyond ideal daylight conditions. |
What to do when a robot blocks the route
Do not assume that entering traffic is the only way around a robot. If a safe, accessible alternative is not immediately available, contact the operator through the assistance method displayed on the device or in the delivery service. A local 311, public-works or non-emergency reporting channel may also be appropriate, depending on the jurisdiction.

Questions a city or operator should answer before launch
- Which pedestrian routes are approved, and which locations are prohibited for stopping or waiting?
- How is wheelchair priority implemented when the robot and a pedestrian meet on a narrow path?
- How are cane detectability and projecting parts verified?
- What accessible user testing has occurred, under what conditions, and what failures were corrected?
- Who removes a disabled robot, how quickly, and how can a pedestrian reach that person?
- How are complaints, near misses and route blockages reported to the public?
- Which local rules, permits and accessibility standards govern the deployment?
A credible answer should include methods and results, not only a statement that the robot uses sensors or artificial intelligence. Accessibility depends on the complete operating system: hardware, software, remote support, route management and enforcement.
Bottom line for readers and reporters
Delivery robots are not proven accessible simply because they travel on sidewalks or because a pilot operated without a reported incident. Wheelchair users need a continuous route with enough usable clearance; blind and low-vision pedestrians need obstacles that are predictable and cane-detectable. The Access Board’s 2023 right-of-way guidance provides the relevant route and obstacle principles, while DOJ mobility-device guidance does not create a robot-specific ruling. The documented Snohomish County test occurred in 2019 under daylight supervision and did not publish disability-user outcomes.
For a particular city or model, the responsible answer is conditional: examine where the robot stops, how it yields, whether every part is detectable, how failures are recovered, and whether disabled people have tested the service. Until those facts are published, accessibility for delivery robots as a class remains not established.
