Sometimes, but there is no blanket permission for decorative motorcycle parts in India. A modification is generally defensible only when it leaves the manufacturer-recorded specifications and registration-certificate particulars unchanged, preserves every required safety device, and complies with the Central Motor Vehicles Rules (CMVR). Section 52 of the Motor Vehicles Act, 1988 is the central test.
Loud replacement exhausts, harsh multi-toned horns, unsafe multicolour or flashing lights, and unauthorised crash guards can attract enforcement. Even a part sold as decorative or safety equipment is not automatically legal for public-road use. State and Union Territory authorities enforce the central rules, so current local inspection and registration requirements also matter.

The legal test for a motorcycle modification
Indian road legality depends on what the part changes and how the completed motorcycle performs, not on whether a seller calls the item decorative, premium or safety equipment.

Section 52: do not change the manufacturer-recorded particulars
Section 52(1) prohibits an owner from altering a vehicle so that the particulars in its certificate of registration differ from those originally specified by the manufacturer. Those particulars can include identifying and technical characteristics recorded for the motorcycle. A modification that changes one of them may require approval, inspection and an endorsement rather than simple installation.

MoRTH stated on 27 December 2018 that the law prohibits replacing or modifying a company-installed motorcycle silencer with a loud noise-producing exhaust. The same statement quotes the rule that an owner must not alter the vehicle so that registration particulars vary from the manufacturer’s original specifications.
Rule 92(1): public-road use requires CMVR compliance
Rule 92(1) of the CMVR provides that no person may use, or allow to be used, in a public place a motor vehicle that does not comply with Chapter V. Chapter V contains detailed requirements for equipment such as safety glass, signalling devices, reflectors, lamps, horns and silencers.
The Kerala High Court’s order of 19 October 2023 applied this principle to aftermarket lighting, exhaust systems and protruding tyres. Equipment that is not authorised by the applicable rules cannot be presumed legal merely because it is fitted correctly or passes a private workshop’s inspection.
Central rules, local enforcement
The Motor Vehicles Act and CMVR are central legislation, but state governments and Union Territory administrations implement them. A colour change, structural alteration or other uncertain modification may therefore involve a local transport-office inspection or registration-certificate endorsement. Check the current transport-department notification for the state or Union Territory where the motorcycle is registered and used.

Modification-by-modification guidance
Decals, stickers and trim pieces
Small cosmetic decals are usually the least problematic type of change when they are attached to painted bodywork and do not alter a recorded specification. That is a practical inference from Section 52 and the CMVR equipment rules, not a universal statutory safe harbour.

Before applying anything, make sure it does not cover the registration plate, headlamp, tail lamp, turn indicators, reflectors, mirrors, VIN or other identification markings. It must not reduce the rider’s view or make required signals difficult to recognise. A reflective graphic should be treated as an addition to the approved system, not a replacement for a required reflector.
Decorative LEDs, neon, lasers and flashers
The Kerala High Court directed strict action against aftermarket multicolour LED, laser, neon and flashing lights that flout prescribed lighting or signalling standards or dazzle other road users. A motorcycle fitted that way cannot be treated as CMVR-compliant for public-road use under Rule 92(1).
Lighting colour and function matter. A lamp intended only for a permitted position lamp cannot be wired to imitate an emergency flasher, and a decorative strip must not create glare visible to oncoming traffic. Keep any non-essential light switched off on public roads unless its colour, intensity, position and operation are authorised for that vehicle. Interior workshop approval or a plug-and-play connector does not change the legal standard.
Aftermarket exhausts and silencers
MoRTH expressly says that replacing or modifying the company-installed motorcycle silencer with a loud noise-producing exhaust is prohibited. This covers a replacement chosen primarily for a louder note as well as a modified original canister.
Noise is not the only issue. Altering the exhaust can affect emissions equipment, back pressure, heat shielding and the approved configuration. Keep the original silencer, catalytic equipment and mounting hardware. If a replacement is necessary because of damage, choose an equivalent part accepted for that motorcycle rather than a straight-through or deliberately loud system.

Horns
MoRTH also identifies harsh, shrill, loud or alarming multi-toned horns as prohibited. A horn that plays several tones, imitates a siren or is substantially louder than the prescribed unit can therefore create an offence even if the switch and wiring look tidy.
Retain the manufacturer’s horn unless an authorised equivalent is required. Do not combine multiple horns to increase volume, and do not use a siren-style controller on a private motorcycle.
Crash guards, bull bars and decorative cages
MoRTH’s parliamentary-reply material identifies unauthorised crash-guard or bull-bar fitment as a contravention attracting Sections 190 and 191. Calling a bar a safety accessory, leg guard or styling cage does not establish approval.
Evaluate the complete installation: where it projects, whether it changes the vehicle envelope, whether sharp edges are exposed, and whether it interferes with the headlamp, indicators, number plate, steering or ground clearance. A heavy or rigid bar can transfer impact to a pedestrian or alter how the motorcycle behaves in a crash. Unless the part is demonstrably authorised for that model and accepted by the relevant authority, removal is the safer legal choice.
Reflective tape and retro-reflective decals
Reflective tape can improve conspicuity at night when it supplements the motorcycle’s mandated reflectors and lighting. It must not cover, replace or alter an approved reflector, lamp, indicator or number plate. Avoid patterns that resemble an emergency vehicle, create distracting flashes or obscure identification marks.

Apply strips to clean, non-moving bodywork within the original vehicle outline. Keep the product documentation and installation photographs so you can show exactly where it was placed if an inspector questions visibility or obstruction.
Colour changes and full-body wraps
A repaint or wrap that changes the motorcycle’s recorded colour can make the registration certificate inaccurate. The central law does not provide a general permission to change colour without procedure. Because implementation is local, ask the registering transport office whether prior approval, an inspection and an RC endorsement are required in your state or Union Territory.
A removable wrap that leaves the recorded colour visibly identifiable may present a different factual situation from a permanent colour change, but there is no nationwide safe-harbour list in the cited rules. Obtain written guidance before fitting a contrasting full wrap, and do not cover the registration plate, VIN, lamps or reflectors.
Tyres, wheel changes and protrusions
The Kerala High Court said that tyres protruding beyond wheel arches or mudguards can be acted against. Oversize tyres can also affect steering clearance, braking, speedometer accuracy, suspension travel and spray thrown at other road users.

A tyre that physically fits the rim is not necessarily an approved or road-legal size. Any wheel, spacer or fender change that creates a protrusion should be treated as a structural and safety question, not merely a styling choice.

How to decide whether a part is defensible
Use these six questions before purchase or installation:
- Does it change a recorded specification? Colour, dimensions, seating, engine-related characteristics and other registration particulars may require authority approval.
- Does it affect required equipment? Check lamps, indicators, reflectors, mirrors, horn, silencer, safety glass and the number plate.
- Could it dazzle, obstruct or confuse? Reject lighting or reflective placement that creates glare, hides a signal or resembles an emergency warning.
- Does it increase noise or alter emissions? Loud exhausts and alarming horns are specifically targeted by MoRTH.
- Does it protrude or create a new injury hazard? Examine crash bars, bull bars, tyre width, sharp edges and clearance.
- Is there a state inspection or endorsement requirement? Ask the registering authority and keep the answer, invoice and installation record.
Penalties and enforcement risk
The Kerala High Court order records consequences under Section 182A(4) for unauthorised alterations, including a Rs.5,000 fine per alteration under the Kerala notification discussed in that case, with possible imprisonment of up to six months or both under the statutory provision. That figure is tied to the Kerala enforcement context and should not be treated as a single nationwide tariff.
The order also quotes Section 190(2), under which driving a vehicle that violates road-safety, noise or air-pollution standards can bring imprisonment of up to three months, a fine of up to Rs.10,000, and licence disqualification for three months for a first offence, with higher exposure for repeat offences. Current state schedules and later amendments may change how an offence is processed.

In practice, an officer may direct you to remove the part, issue a challan, refer the motorcycle for inspection or require proof that the registration particulars remain accurate. Enforcement intensity varies, but variation is not permission.
What to do before fitting a decorative part
- Photograph the motorcycle in its original condition, including the number plate, lamps, indicators, reflectors, VIN area and manufacturer labels.
- Read the product specification for dimensions, sound output, lighting colour and intended vehicle model. Avoid claims such as “universal,” “race,” “off-road only” or “show use” unless you understand where the part may legally be used.
- Compare the proposed change with the motorcycle’s registration certificate and manufacturer specification.
- Ask the registering transport authority in writing whether inspection or RC endorsement is required for a colour, structural or dimensional change.
- Use an installer who will preserve wiring protection, lamp alignment, number-plate visibility and ground clearance.
- Keep the original part, invoice, product documents, photographs and any approval or endorsement with the motorcycle records.
- Test the completed motorcycle at a private location: verify that every lamp and indicator works in its prescribed mode, the horn is not harsh or multi-toned, and nothing projects dangerously.
- Remove any part that causes glare, excessive noise, an obstruction or a mismatch with the registration particulars before riding on a public road.
If you already installed the modification
Do not assume that a previous inspection, insurance renewal or workshop receipt makes the part lawful. Compare the motorcycle with its RC and restore the original exhaust, horn, lighting and reflectors first if any doubt exists. For a colour or structural change, contact the registering authority about inspection and endorsement rather than waiting for a roadside stop.
If an officer issues a notice, keep the notice and comply with its removal or inspection direction. Ask which provision is cited, photograph the motorcycle in the condition described, and obtain current advice from the state transport department or a qualified motor-vehicle lawyer. Do not argue that a product is “RTO-approved” unless you can produce a current, documentable approval for that exact motorcycle and modification.
Bottom line for Indian riders
A decorative motorcycle modification is street-legal only when it leaves manufacturer-recorded particulars accurate, preserves CMVR-required equipment and does not create a noise, glare, obstruction, protrusion or public-safety problem. Decals and carefully placed reflective tape are lower-risk examples; loud exhausts, harsh horns, unsafe coloured or flashing lights, unauthorised crash guards and protruding tyres are clear enforcement risks. When the change affects colour, structure or dimensions, obtain state-level guidance and any required RC endorsement before using the motorcycle on public roads.
