Africa’s solar shift is not one story of panels replacing power plants. It is a mix of grid-connected projects, mini-grids and standalone systems, each suited to different places and needs. Off-grid solar supplied 55% of new electricity connections in sub-Saharan Africa between 2020 and 2022, according to the World Bank, but hundreds of millions of people in the region still lacked electricity in 2024. Solar is widening the ways communities can get power; it has not ended the access gap.
How is solar power changing Africa?
Solar is changing how electricity can reach households and businesses, especially where extending a central grid is difficult or slow. It can feed into an existing grid, serve a local network, or power an individual home or business. Those routes can complement one another rather than compete as a single continent-wide solution.
The scale of the remaining challenge is substantial. The International Energy Agency (IEA) estimated that around 600 million people—47% of sub-Saharan Africa’s population—lacked electricity access in 2024. In that same year, the IEA recorded 6.8 million new connections in the region, 2% more than in 2023; population growth meant the number of people without access fell by only 4 million.
Those figures describe sub-Saharan Africa, not the whole continent, and connections are not the same as reliable, adequate electricity service. They also come from a different measurement system than sales reports for solar products. Understanding the shift means keeping the technologies, geographies and definitions distinct.

Which solar route fits which community?
The IEA’s 2025 analysis says reaching people without electricity requires a mix of grid extension, mini-grids and standalone systems. Distance from existing infrastructure and population density help determine which route makes sense. So do the service needed, the speed of connection, recurring costs, and who will own and maintain the equipment.

This is a way to compare the choices, not a cost ranking. The IEA does not provide a single Africa-wide cost comparison across all three approaches, and actual suitability depends on local conditions. A standalone system may provide a faster route for one household, for example, without being the best way to serve a dense settlement with larger shared loads.
Why is off-grid solar growing in Africa?
It can provide electricity without waiting for a conventional grid connection. That makes it one option for remote or dispersed users, where the distance and density challenges differ from those in towns and cities. The World Bank reported that off-grid solar contributed 55% of new electricity connections in sub-Saharan Africa from 2020 through 2022. That is a historical share of new connections over a specified period—not the current annual share, and not the fraction of all households using solar.

The World Bank, ESMAP and GOGLA also estimated that 398 million people worldwide could be reached most cost-effectively by off-grid solar by 2030. Their estimate is global, not an African beneficiary count, and describes modeled potential rather than people already served. The report put the investment needed to realize that opportunity at $21 billion.
Products range from basic lighting to systems intended for more substantial household or business use. A solar home system kit can power several loads depending on its capacity and configuration, but the category alone does not establish what a particular kit can run. Product size, installation, local certification, maintenance and replacement parts all affect whether a system is useful over time.
What do solar sales figures reveal—and what do they miss?
GOGLA’s 2025 reporting on 2024 sales recorded 9.3 million solar energy kits sold worldwide by reporting affiliates, 4% more than in 2023 but 2% below the 2022 peak. This is global affiliate-reported market data: it does not cover every seller and is not an Africa-only total. Kit sales also do not equal new electricity connections or people gaining access.

The distinction matters because product categories and access definitions measure different things. A lantern shipment is a sale; a household connection is an access outcome. Neither figure alone tells whether people receive enough power, consistently, to meet their needs.
According to the IEA, systems up to 10 watts-peak (Wp), including very small lanterns, do not meet its minimum definition of electricity access. That threshold prevents basic lighting products from being counted as equivalent to a system capable of supplying a broader range of household uses. It does not mean lanterns have no value; it means their usefulness should not be mistaken for a full electricity connection.
What can solar power beyond lighting?
Higher-capacity systems and local networks can support appliances and services that make electricity useful for livelihoods as well as household lighting. GOGLA tracks products and applications including fans, televisions, solar water pumps, refrigeration and cold rooms. The IEA’s access planning also points to uses such as pumping, cold storage and small enterprises.

These examples describe a range of uses, not proof that every product is widely available or affordable in every country. A pump or refrigeration unit generally requires a system designed for its load, plus suitable installation and maintenance. The relevant question is not just whether a solar product exists, but whether the local power supply can run it reliably and whether the customer can sustain its costs.

Affordability for households
Solar can avoid some grid-extension needs, but it is not automatically affordable. The World Bank, ESMAP and GOGLA estimated that only 22% of unelectrified households in their analysis could afford monthly payments for a Tier 1 pay-as-you-go (PAYGo) solar kit. PAYGo spreads payments over time; it does not remove the cost barrier for households whose budgets cannot support them.
Financing for companies and projects
The IEA identifies financing as a primary impediment to electricity access in sub-Saharan Africa. Its analysis says less than USD 2.5 billion per year was directed to access in the region in the financing-commitments data it examined. In 2023, private finance accounted for USD 640 million, or 25% of commitments, with most of that private capital coming from international sources. These are financing commitments, not a count of completed installations.

Closing the gap therefore depends on more than the availability of panels. Projects and businesses need capital to build systems, reach customers, and support them after installation; households need payment arrangements that fit their means. As Qimiao Fan, the World Bank’s Country Director for Kenya, Rwanda, Somalia and Uganda, said in October 2024: “Providing access to affordable, clean electricity is critical for lifting people out of poverty on a livable planet, and we must be bold in our commitment to doing so.”
Service quality and long-term upkeep
A system’s usefulness depends on what it can power and whether it keeps working. For a household considering a standalone system, capacity, battery replacement, installation quality and after-sales service matter alongside the initial price. For a shared network, maintenance and responsibility for operating the system matter as well. These practical details shape whether new equipment translates into sustained electricity service.
How should progress be measured?
Different datasets answer different questions, so a reliable comparison needs the measure, geography, period and definition alongside the number.
- Connections: The World Bank’s 55% figure concerns the share of new connections in sub-Saharan Africa supplied by off-grid solar from 2020 to 2022.
- People without access: The IEA’s estimate of around 600 million refers to people in sub-Saharan Africa lacking electricity access in 2024.
- Product sales: GOGLA’s 9.3 million figure covers 2024 kit sales worldwide by reporting affiliates, not people served or African sales alone.
- Modeled opportunity: The estimate of 398 million people potentially most cost-effectively reached by off-grid solar by 2030 is global modeled potential, not delivered access.
- Service threshold: The IEA’s minimum access definition excludes lanterns and systems up to 10 Wp, so shipments of those products should not be treated as equivalent to access under that definition.
Keeping these measures separate helps reveal both progress and its limits. Sales can rise while access remains out of reach for many households; new connections can increase while population growth slows the decline in the access gap.

What does Africa’s solar shift mean for rural electricity access?
Solar can help bring electricity to rural communities, but the route varies by settlement and need. A standalone system may suit an individual household or business; a mini-grid may serve a cluster of users; and a grid connection may be appropriate where the network is nearby or can be extended. The IEA’s multi-technology approach reflects that no one deployment model fits every community.
For readers evaluating a solar home system kit, the label is only a starting point. Check the stated capacity against the loads it must serve, and confirm installation, local certification, service coverage and battery-replacement options before choosing a product. A kit can be useful for an individual customer; it is not a substitute for the investment, planning and ongoing support needed to expand electricity access across a region.
