10 Things Riders Need to Know About ECE 22.06 Helmet Approval

ECE 22.06 adds oblique-impact tests and updates other helmet approval requirements. Learn what changed, how 22.05 transition rules vary, and how to verify a helmet.

ECE 22.06 is the 06 series of UN Regulation No. 22, the approval standard for motorcycle and moped helmets, visors and accessories. It adds oblique-impact testing and updates other test requirements, but it does not mean every country immediately banned helmets approved under the older 22.05 series. What you may buy or use depends on the jurisdiction; check the exact helmet’s approval label and local rules.

1. What ECE 22.06 means

“ECE 22.06” is common shorthand for the 06 series of amendments to UN Regulation No. 22. The regulation covers approval of protective helmets, visors and accessories for motorcycle and moped drivers and passengers. The United Nations Treaty Collection records that Regulation No. 22 entered into force on 1 June 1972; the 06 series is a later update to that framework. The series number identifies the regulatory requirements used for type approval. For exact technical clauses, rely on the current consolidated UNECE regulation rather than informal summaries.

2. What changed from 22.05

The 06 series broadened and updated the tests used to approve helmet types. UNECE says it adds oblique impacts, which assess impacts that are not perpendicular to the test surface and evaluate rotational acceleration. It also describes additional impact points, updated procedures for earlier tests, and further requirements concerning visor coloring and material. UNECE’s overview says: “Series 6 adds oblique impacts to its tests, which better reflects real-world impact conditions and better protects the brain from rotational accelerations.” Read its overview of the series 6 changes.

In practical terms, 22.06 tests helmet types under a broader and updated set of conditions than 22.05. That does not establish that every 22.06 helmet will outperform every 22.05 helmet in every crash, or guarantee that a certified helmet will prevent injury. The standard sets approval requirements; it is not a model-by-model real-world outcome comparison.

3. “Mandatory” depends on the transition stage and location

Several dates often get compressed into the claim that 22.06 “became mandatory.” SHARP’s account of the European transition distinguishes new type approvals, production and retail sales:

Date What it meant in SHARP’s account
January 2021 UN Regulation No. 22.06 entered into force.
July 2022 22.06 became the required basis for new helmet type approvals in Europe; new designs could no longer be submitted for 22.05 approval.
July 2023 Production of helmets meeting only 22.05 was required to stop.
January 2024 Distributors and retailers were generally expected to stop selling new 22.05 helmets. SHARP says the UK did not enforce this sales endpoint, so approved 22.05 helmets could continue to be sold there as existing stock left the market.

These dates describe different stages, not a single worldwide ban. Rules depend on where you buy and ride. For example, Jersey announced that traders must supply the newest 22.06 standard from 1 January 2026, while helmets already sold and in use remain legal there. That is a Jersey-specific rule, not a global one; see the Government of Jersey announcement dated 12 December 2025. SHARP’s FAQ on ECE 22.06 and the UK transition explains its UK-specific account. Check the current rules in the place where you intend to buy and use a helmet.

4. Can you still wear an ECE 22.05 helmet?

There is no single answer for every country. The transition dates above concern European approval, manufacture and sales stages, and the UK treatment described by SHARP; Jersey’s 2026 supply rule is another distinct example. The UN Treaty Collection’s participation record also makes clear that application is tied to participating jurisdictions. Confirm local requirements rather than treating “22.06 is mandatory” as a universal rule.

5. Check the approval on the exact helmet

A retailer’s product title or a generic listing photograph is not proof that the helmet in the box has the claimed approval. Check the approval label attached to the specific helmet and compare the claimed series with the manufacturer’s documentation for that exact model and configuration. If the label or paperwork is unclear, ask the manufacturer or a competent retailer to confirm it before buying.

This check matters because labels and sales claims are not infallible. In a 2024 UK market-surveillance programme, the Vehicle Market Surveillance Unit test-purchased 23 motorcycle helmet models and brands: 17 were approved to UNECE 22.05 or 22.06 and six were not. Five of the six non-approved helmets carried stickers indicating 22.05 approval and were sold as meeting ECE standards. The programme also reported mixed laboratory outcomes among approved helmets, including failures in impact or retention tests. These findings show why the precise approval claim deserves checking; they are not a market-wide failure rate and do not test all 22.06 helmets. See the UK programme results.

6. Approval and SHARP ratings answer different questions

UN Regulation No. 22 approval indicates that a helmet type has met the relevant regulatory requirements. SHARP describes its UK programme as an independent assessment of how much a helmet exceeds minimum approval protection levels. Where SHARP has assessed the exact model, its information can complement—not replace—the approval check. A SHARP rating is not evidence that the helmet is legal to sell or use in every jurisdiction.

7. Consider fit, intended use and configuration

Approval series alone is not enough to choose between helmets. Check the relevant factors for the exact option:

  • Fit: Try it on and follow the manufacturer’s fitting guidance, or ask a competent retailer for help. No universal sizing rule applies to every helmet.
  • Intended use and helmet type: Compare models suited to how and where you ride, alongside their verified approval.
  • Visor and accessories: Regulation No. 22 covers visors and accessories, and the 06 series includes additional requirements affecting some of these components. Confirm that the configuration you plan to use is covered by the manufacturer’s documentation.
  • Independent assessment: If SHARP has assessed the exact model, consider that information alongside fit and approval.

8. The key takeaway on 22.06

ECE 22.06 is a newer, broader approval series—not a promise of injury-free riding or proof that every older helmet is illegal. Verify the approval of the exact helmet, then check the sale and use rules where you ride. Use fit, intended use, visor and accessory configuration, and SHARP information where available to make the choice.
