But several used models are worth checking against that budget. The list below is a practical shortlist based on Kelley Blue Book’s June 30, 2025 budget recommendations and Cars.com’s March 2025 price and fuel-economy snapshot—not a guarantee of today’s local prices. Some candidates were already above the cap at their reported median price.
Compare EPA combined MPG with combined MPG, and highway MPG with highway MPG. Ratings vary by model year, engine, transmission, and trim, so confirm the exact car in the EPA fuel-economy lookup before comparing vehicles.
How to read this under-$10,000 shortlist
The cars below are candidates to search for, not ten confirmed bargains or a ranked mileage contest. Kelley Blue Book’s June 30, 2025 list identified used cars available within its budget-oriented recommendations, but it did not provide a uniform transaction-price dataset. Cars.com’s March 2025 survey reported median prices for several models, and multiple candidates were above $10,000 at those medians. Prices vary by region, mileage, condition, and trim; check current local listings for an actual car under your cap.
The mileage figures also use different measures. “Combined” blends city and highway driving; “highway” is a separate rating and may be more relevant to a commute dominated by open-road driving. Do not treat a highway maximum as a model-wide combined rating. EPA lookup results depend on the vehicle’s exact year, engine, and transmission.

The shortlist includes more than ten possibilities because the plug-in Volt is conditional and some models are stretch candidates rather than dependable under-budget buys. The cited sources do not establish a single universal ranking across price, mileage, condition, and buyer needs.
Choose by the kind of driving and car you need
For high combined mileage
The 2013 Prius c stands out in Cars.com’s cited comparison at 50 mpg combined, but its approximate $11,000 median price was over budget. The 2013 Civic Hybrid’s reported figure of up to 44 mpg combined and the 2015–16 Fusion Hybrid’s 41 mpg combined are also worth checking if you find a qualifying listing. Confirm each car’s exact trim and EPA rating rather than assuming a hybrid badge guarantees a particular figure.

For mostly highway driving
Kelley Blue Book’s 2025 article reports highway maxima of up to 43 mpg for the 2017 Fiesta with the 1.0-liter turbo and up to 40 mpg for the 2015 Fit and 2.0-liter Mazda3. Those figures are not equivalent to combined MPG and do not apply to every engine or trim. Match the EPA rating to the exact car you are considering.
If you want a plug-in
The 2015 Volt’s reported 98 MPGe and electric range are useful only when considered alongside charging access and the car’s gasoline MPG. Cars.com reported 37 mpg after the stated 38-mile all-electric range on a full charge. Separate electric driving, MPGe, and gasoline consumption when deciding whether it fits your routine.

How to verify a car before you buy
- Identify the exact configuration. Record the model year, engine, transmission, and trim from the listing or vehicle details. Similar model names can have different ratings.
- Look up the EPA rating. Use the EPA used vehicle fuel-economy lookup and compare combined with combined or highway with highway. For a plug-in hybrid, keep MPG, MPGe, and electric range separate.
- Check current local asking prices. Treat the cited March 2025 Cars.com medians and June 30, 2025 Kelley Blue Book list as dated context, not a live price quote or proof that a particular car is available under $10,000.
- Inspect the individual vehicle. Review its condition, maintenance records, and vehicle history; a good EPA estimate cannot tell you how a particular used car has been maintained.
What EPA ratings can—and cannot—tell you
The U.S. EPA says fuel-economy testing data comes from its National Vehicle and Fuel Emissions Laboratory and manufacturer-submitted test data. Manufacturers must change or update MPG label values if evidence shows they are too high. EPA also says: “As a vehicle’s fuel economy changes very little over a typical 15-year life with proper maintenance, the original EPA fuel economy estimate remains the best indicator of a used vehicle’s average gas mileage.” That estimate is a useful comparison point, not a promise about the mileage of a specific car in its current condition.
