Jesse Levinson’s October 2024 criticism was about driverless robotaxis, not whether Tesla’s supervised software can steer a car. The Zoox co-founder and CTO argued that a system requiring an attentive human fallback does not meet the reliability standard for an unattended commercial vehicle. Tesla’s own documentation still calls FSD (Supervised) a driver-assistance system, not an autonomous one.
What Levinson said—and what he meant
Levinson made the remarks at TechCrunch Disrupt 2024 on October 30, 2024, shortly after Tesla presented its Cybercab concept and discussed using Model 3 and Model Y vehicles as robotaxis. TechCrunch reported that he said Tesla did not have “technology that works,” defining “works” as technology reliable enough that a person would not need to take over.
That is a much stricter test than “can complete many drives with a driver watching.” Levinson reportedly said he uses Tesla’s FSD software every few weeks and finds it impressive but stressful. His point was that occasional serious errors are disqualifying for a vehicle in which no trained driver is ready to intervene. TechCrunch’s account of the interview also attributes to him a claim that FSD was about 100 times less safe than a human, a personal assessment without a published, reproducible calculation.
“Self-driving” covers two different products

Tesla’s FSD support page says the feature requires active supervision, does not make the vehicle autonomous and does not replace the driver. The National Highway Traffic Safety Administration’s preliminary-evaluation document likewise describes FSD as SAE Level 2 partial automation, with the driver responsible for the vehicle and compliance with traffic laws.

Why Levinson challenged Tesla’s hardware strategy
Levinson argued that a robotaxi should carry substantially more sensing and redundancy than Tesla was then putting in its production vehicles. Tesla describes its approach as vision-based and says its vehicles use eight external cameras. Zoox designed a purpose-built robotaxi around autonomous passenger transport rather than adapting a conventional car for supervised use.
The engineering disagreement is not simply “more sensors equals safer.” Additional cameras, lidar or radar can provide redundancy and different ways to detect obstacles, but they add cost, processing demands, calibration requirements and packaging complexity. The meaningful questions are whether the system can detect difficult scenes, tolerate a failed or blocked sensor, validate rare events and reach a safe state when perception is uncertain. Neither company’s architecture can be declared superior from sensor count alone.
Tesla’s case for FSD (Supervised)
Tesla says FSD (Supervised) can navigate roads, make turns, change lanes and handle other driving tasks while a human remains attentive. Its vehicle-safety report also claims fewer collisions when FSD is engaged than estimated U.S. averages, including claims of seven times fewer major and minor collisions and five times fewer off-highway collisions.

Those figures are Tesla’s own fleet analysis, not an independent finding. Tesla’s documentation simultaneously warns drivers not to become complacent and says supervision is mandatory. Thus, Tesla’s position is internally consistent: the software can be useful and perform many tasks, while the vehicle remains legally and operationally dependent on a human driver.

Levinson’s “100 times” estimate and Tesla’s “seven times fewer” comparison cannot be averaged or treated as opposing measurements of the same experiment. A fair comparison would need matching definitions and denominators, including:
- city streets versus highways and other road types;
- weather, darkness, glare and construction conditions;
- miles or hours of exposure and whether the driver was attentive;
- collision severity and which events count as crashes;
- vehicle age, driver population and geographic mix; and
- whether FSD was engaged immediately before an incident.
The available material does not independently verify Levinson’s estimate. Tesla’s report explains its data sources and methods, but remains a company-produced comparison. Long stretches of correct driving can also hide rare, high-consequence failures—the exact failures that matter most when there is no human fallback.

The human-fallback problem
Level 2 automation assumes a driver can monitor continuously and intervene quickly. That creates failure modes beyond the software itself:
- A system may behave correctly for hours, encouraging the driver to look away.
- Construction zones, temporary signs, emergency vehicles or ambiguous right-of-way can produce unusual situations.
- Rain, darkness, glare or a blocked camera can degrade perception.
- A driver may not have enough time to understand and correct an unexpected maneuver.
A driverless robotaxi must instead detect its own uncertainty, slow or stop safely, and obtain assistance without asking a passenger to become an emergency driver. That difference explains why Levinson could acknowledge that FSD often works while rejecting it as ready for unattended service.

Regulatory and service language still matters
NHTSA opened a preliminary evaluation concerning possible traffic-safety violations while FSD was engaged. The document is an investigation, not a final finding that Tesla’s system is defective. It does, however, reinforce the distinction between a supervised Level 2 product and an autonomous vehicle.

Tesla’s rideshare terms also describe some operations as SAE Level 2 with a safety driver. A “safety driver,” a remote operator and a passenger are not interchangeable: only the first is physically positioned to take immediate control, and a passenger in a genuinely driverless service is not expected to do so.

In 2024, Tesla discussed putting Model 3 and Model Y robotaxis on California and Texas roads by the end of 2025. As of August 18, 2026, Tesla’s official Robotaxi page lists service in Miami, Orlando, Tampa, Austin, Dallas and Houston.
Tesla’s 2026 filing says the company began testing driverless Robotaxis in Austin in December and started removing safety monitors from some customer rides in January on a limited basis. Those are Tesla’s disclosures, and availability depends on city, vehicle and operating mode. The same company’s legal terms still identify some rideshare operations as Level 2 with a safety driver.

Consequently, later deployment complicates—but does not automatically disprove—Levinson’s forecast. Tesla has offered some form of robotaxi service according to its own website. The supplied sources do not establish that every listed ride is fully driverless, that coverage is broad or that the system is safer than a human across all conditions.
How to judge the claim today
If “works” means supervised assistance
Levinson’s statement is too broad. Tesla’s own descriptions and user experience reports indicate that FSD can perform useful driving tasks and complete extended stretches of travel, provided a driver remains responsible.
If “works” means a person-free robotaxi
His criticism identifies the central engineering test: the system must handle rare failures without relying on a ready human takeover. Camera strategy, validation evidence, operating boundaries and recovery behavior matter more than a marketing label.
If “works” means proven safer than people
The available company claims and Levinson’s estimate do not provide a directly comparable, independently validated answer. Commercial availability and regulatory permission show deployment, not conclusive superiority in safety.
The Bottom Line
Levinson was arguing that Tesla had not demonstrated the reliability required for fully driverless robotaxis—not that FSD never performs useful driving. Tesla now says Robotaxi service operates in six U.S. cities, but its own documents still distinguish supervised Level 2 rides from autonomous operation. Whether Tesla has met a safer-than-human, no-fallback standard remains unproven by the available evidence.
