XPENG said the demonstration was authorized under a special permit from Dubai’s Civil Aviation Authority (DCAA), following an operations risk assessment. It was a permitted aircraft demonstration—not the start of a regular passenger service.
What happened in Dubai?
The X2 flew at Skydive Dubai on October 10, 2022. XPENG described the outing as the aircraft’s first global public flight and said more than 150 attendees witnessed it. The demonstration coincided with GITEX GLOBAL 2022.
Dubai World Trade Centre executive Trixie LohMirmand described the event as support for the X2’s first public flight, in partnership with the Dubai International Chamber. XPENG’s announcement quoted her remarks.
How was the flight authorized?
XPENG said the DCAA granted a special flying permit after a specific operations risk assessment. The company also reported that it worked with the DCAA and Sanad Academy on an operating concept and manual, along with a risk-mitigation plan. That describes preparation for this demonstration; it does not establish blanket authorization for other flights.

What kind of aircraft is the X2?
“Flying car” is the event’s popular label, but the available descriptions identify the X2 more precisely as an electric vertical takeoff and landing (eVTOL) aircraft prototype. XPENG’s Chinese-language announcement describes an enclosed two-person cabin, a carbon-fiber structure, and manual and autonomous flight modes. These reports do not establish that the aircraft can be driven on ordinary roads.
The Emirates News Agency (WAM) reported a maximum flight speed of 130 km/h. That is a figure reported by WAM, not an independently verified measurement of the Dubai demonstration. WAM’s report characterizes the X2 as an eVTOL.

What the public flight does—and does not—show
The demonstration showed the X2 flying publicly in Dubai under a special event permit. It is not evidence that the aircraft was carrying passengers as part of a commercial operation, or that regular passenger service had been approved. A prototype flight and an operational air-taxi service are different milestones: the latter would require authorization for its intended operations, not just a permit tied to one demonstration.
For context, The National’s contemporaneous headline called it a two-seater flying car taking off from Dubai Marina. XPENG’s own headline described the event as the X2 completing its first global public flight in Dubai; the stated venue was Skydive Dubai.
