The phrase “four of the world’s largest cities” is also not substantiated by that Assembly record: it names four cities but provides no comparative population data. The most accurate way to describe the headline is as a historical, city-centre pledge with a 2025 target—not as confirmation of current, citywide bans.
What is the difference between a diesel ban and a low-emission zone?
A total ban would prohibit the defined vehicles from entering an area. Many policies described casually as “diesel bans” instead set emissions or vehicle-class rules for a defined zone. Depending on the policy, a non-compliant vehicle may be barred, charged, or allowed under an exemption. The label “diesel” alone may not determine the outcome: the vehicle’s category, emissions standard or classification, the zone boundary, the date and any exemptions matter.

To compare policies accurately, check what vehicle types are covered, what emissions labels or standards apply, where the boundary lies, when each phase begins, and what exemptions and enforcement rules exist. A pledge, an enacted law and an operating restriction are different things.
Will diesel cars be banned in Paris?
Paris’s official information describes a metropolitan low-emission zone based on Crit’Air vehicle classifications and zone geography; it does not establish a blanket prohibition on every diesel vehicle. The City of Paris says diesel vehicles registered before 2011 fall into Crit’Air 3 in its classification material, and its information also refers to planned restrictions for Crit’Air 2 vehicles. Those categories and plans should not be read as proof that all diesel cars are banned across the city.

Can I drive a diesel car into London?
London was not one of the four cities in the historical pledge, but its Ultra Low Emission Zone illustrates the difference between a diesel ban and an emissions-based rule. The Greater London Authority says diesel cars and vans must meet Euro 6 standards to avoid the ULEZ charge; vehicles that fail the applicable standards must pay the daily charge. In an October 2025 Assembly answer, the Mayor said he had no plans to change ULEZ standards during that Mayoral term. Which cities are banning diesel cars?
The evidence supports a narrower answer than the original headline: a 2016 Assembly question reported a 2025 city-centre pledge involving Paris, Mexico City, Madrid and Athens, but it does not verify four current blanket bans. Official Paris information describes a Crit’Air-based low-emission zone, while current Madrid and Athens rules are unresolved in the sources cited here. Before driving, identify the exact city zone and check the official rules for your vehicle category, emissions classification, travel date, boundary and any payment or exemption. A city’s pledge or a headline is not a substitute for the operating rule.
