No. A proposed provision to allow nationwide year-round E15 sales was left out of the final FY2025 continuing resolution. The December 2024 headline described a proposal under debate, not a change that became law. Since then, separate federal actions have allowed year-round E15 sales in eight Midwestern states and temporary nationwide sales during summer periods.
What the stopgap bill proposed—and what became law
E15 is gasoline blended with 15 percent ethanol. On December 17, 2024, North Dakota Monitor reported that a draft spending package included language to allow its sale nationwide throughout the year. At the time, the bill was still being debated; passage and presidential signature were expectations, not completed events. The report on the proposal described supporters’ arguments that wider access could lower fuel prices, give drivers more choice, and support domestic fuel production.
The proposed language did not make it into the final FY2025 continuing resolution, according to the Congressional Research Service’s summary of year-round E15 policy. As a result, the stopgap bill did not create permanent nationwide authorization. The supporters’ anticipated benefits should be understood as advocacy for the proposal, not measured results of a law that took effect.
How E15 access works now

Can you buy E15 year-round where you live?
In the eight Midwestern states
The EPA rule allows year-round E15 sales in Illinois, Iowa, Minnesota, Missouri, Nebraska, Ohio, South Dakota, and Wisconsin, beginning in April 2025. Permission to sell does not mean every station carries the fuel, so check with nearby retailers before relying on availability.
Elsewhere in the country
EPA emergency waivers have allowed nationwide E15 sales during specified summer periods. In its 2026 announcement, EPA described a temporary waiver beginning May 1, 2026. That seasonal action is distinct from permanent year-round authorization; check current EPA notices for the dates and scope of any waiver in effect.
