Yes. The AA says most respondents to its September 2026 survey supported graduated-licensing-style measures beyond Northern Ireland. Support differed by measure, however, and the poll does not show that people backed every rule in Northern Ireland’s system or that any particular restriction will reduce crashes.
What did the AA survey find?
Yonder received 12,441 responses to an AA online survey fielded from 10 to 16 September 2026. The AA reported these levels of support:

The AA described the passenger restriction as the most popular of the individual measures it tested. The package-level question and the questions about individual measures are different: the overall result should not be read as support for every element, combination or exemption in a UK-wide licensing policy.

What rules began in Northern Ireland?
The AA’s 1 October 2026 announcement described Northern Ireland’s new system as combining learner-stage requirements with restrictions after passing the test:
- Learners must have at least six months in the learner period and complete a training syllabus and logbook before taking the practical test.
- New drivers must display R plates during a two-year new-driver period.
- For the first six months after passing, drivers under 24 may carry no more than one passenger aged 14–20 between 11pm and 6am. The AA lists exemptions for immediate family and when an appropriately qualified accompanying driver is present.
- From 1 April 2027, the practical test is due to include a longer independent-driving section and sat-nav use.
The AA’s proposed Great Britain policy is distinct from those Northern Ireland rules: the AA Charitable Trust calls for a six-month peer-age passenger restriction for newly qualified drivers under 21, alongside a minimum learning period and logbook. The age threshold, passenger rule and scope therefore differ.

Why is the issue receiving attention?
Department for Transport figures for Great Britain in 2025 show that drivers aged 17–24 held 6.3% of full driving licences but accounted for 19% of car-driver fatalities. In collisions involving at least one car driver aged 17–24, 269 people died and 4,466 were seriously injured during 2025. Those casualty totals can include people other than the driver, and a collision can involve drivers from more than one age group.

What does the evidence say about graduated licensing?
The Department for Transport’s novice-driver evidence review identifies minimum learning periods, supervised practice and a minimum progression age as learner-stage components associated with effectiveness. For the post-test intermediate stage, it identifies restrictions on solo night driving and carrying younger passengers as components likely to contribute. The review also stresses that design matters: details and exemptions can affect effectiveness, and exemptions for work or education may weaken restrictions.
A Department for Transport / TRL model published in 2013 estimated that a potential Great Britain GDL system could save 4,471 casualties and £224 million annually. Its modeled range was 2,236–8,942 casualties and £112–447 million per year, depending on assumed system effectiveness. These were estimates based on overseas effectiveness assumptions applied to GB data, not measured savings from a UK system and not an evaluation of Northern Ireland’s 2026 scheme.

Separate Department for Transport qualitative research found that participants initially described proposed restrictions as harsh, unfair or limiting freedom. After hearing information about risk and overseas examples, they viewed some elements more favourably; they were generally more receptive to pre-test learning changes than to post-test passenger restrictions. This describes reactions among research participants, not the share of the public who support a policy.

How should drivers and policymakers read the result?
The poll indicates broad support for the idea of GDL-style measures, alongside variation in support for particular proposals. It cannot settle what the rules should be. Any policy decision still involves choices about the learner period, supervised practice, passenger and night-time limits, the ages and experience covered, how long restrictions last, exemptions, enforcement, and effects on work, education and mobility.

Those choices matter both to safety and to how burdens are distributed. The AA survey reports opinion, while the DfT review assesses evidence about components and a modeled system; neither turns the 2026 poll into proof that the exact Northern Ireland design should be adopted across Great Britain.
