Why Toyota says it is pursuing more than battery-electric cars
Toyota describes its approach as “multi-pathway”: it wants to reduce emissions while offering different powertrains for different customers and regions. Its 2023 policy announcement paired plans to expand BEVs with continued investment in hybrids and plug-in hybrids, as part of a stated goal of carbon neutrality across vehicle lifecycles by 2050. Toyota’s 2023 strategy announcement sets out that ambition, but it is Toyota’s stated goal—not independent proof that its chosen mix will deliver the best climate outcome.

In a 2025 interview, Toyota president Koji Sato said the shift to BEVs had visibly slowed and argued that carbon neutrality requires a wider range of approaches. He also said that vehicle development alone cannot drive adoption without supporting conditions such as energy, infrastructure, and legislation. Those are Toyota’s reasons for keeping multiple powertrains in play, not a neutral assessment that every technology is equally suitable or low-emission in every situation. What Toyota means by a multi-pathway strategy
The options differ in how they get energy and what infrastructure they need. Toyota’s consumer explainer distinguishes BEVs, plug-in hybrids, conventional hybrids, and fuel-cell vehicles. Toyota’s electrified-vehicle explainer describes the categories; it does not provide an independent lifecycle-emissions comparison.

- BEVs run on electricity stored in a battery and need access to charging. Their emissions depend in part on how electricity is generated.
- Plug-in hybrids (PHEVs) can be charged from an external source and also have an engine, so their use involves both electricity and liquid fuel.
- Hybrids combine an engine with an electric motor but do not plug in for charging.
- Fuel-cell vehicles use hydrogen to generate electricity onboard and depend on hydrogen availability and refuelling infrastructure.
Toyota has also discussed hydrogen engines and carbon-neutral fuels. These are additional parts of its portfolio, not evidence that all options have the same emissions or practicality. For a buyer, the relevant fit depends on driving needs, local energy and fuel availability, infrastructure, cost, and which models are offered in that region.
What happened to Toyota’s 1.5-million BEV figure?
Toyota announced a 2026 benchmark of 1.5 million BEVs in 2023, alongside a plan for ten new BEV models by 2026. Those figures were part of the 2023 announcement. In 2025, Sato said the 1.5-million figure was “one yardstick” for supply-chain preparation and investment timing, and that Toyota was revising it to reflect actual demand. It should therefore be treated as a historical planning benchmark under revision, not as an unchanged delivery promise. Toyota is still developing BEVs and batteries
A multi-pathway approach does not mean Toyota has stopped working on BEVs. Its battery-development plans include a performance battery for a future BEV with company targets of up to 1,000 km of range, 20% lower cost than the then-current bZ4X, and charging from 10% to 80% in 20 minutes or less. These are company targets and development timelines, not verified specifications of vehicles currently available to customers. Real-world range, cost, charging performance, and launch timing should not be inferred from them.

Why the strategy can look different by region
Toyota says market conditions and enabling infrastructure vary, and its product plans reflect that regional focus. For example, Toyota’s 2025 European announcement paired planned BEV launches with a continuing range of hybrids and PHEVs. Toyota Europe also reports more than 35 million electrified vehicles sold worldwide and more than seven million in Europe. The cited strategy page does not attach a publication date to those cumulative figures, so they should be read as Toyota-reported totals without assigning them a specific year. What Toyota’s explanation does—and does not—establish
Toyota’s leadership provides a clear rationale: different adoption conditions call for a portfolio of technologies, while BEV plans and battery development continue. That explains why the company is not making BEVs its only route. It does not, by itself, settle whether Toyota’s balance of investments is the best commercial strategy or the fastest way to cut lifecycle emissions; the cited company materials are evidence of Toyota’s position and plans, not independent validation.
The company’s argument has also included concerns about the pace and consequences of a rapid transition. In a 2021 media Q&A, then-president Akio Toyoda warned that one million of Japan’s 5.5 million automotive-industry workers could lose jobs if all new-car sales became BEVs.
