The change was proposed to improve pedestrian amenity and reduce crash likelihood and severity, but the sources available as of 8 October 2026 do not establish whether it was approved or installed.
Where the proposed reduction would apply
The proposal covered Wanneroo Road between Noonan Drive and Church Street, outside Wanneroo Central Shopping Centre. The existing limit was reported as 60 km/h; the proposed limit was 50 km/h. It was not a proposal to reduce the speed limit along all of Wanneroo Road. PerthNow’s 14 September 2025 report described the proposal as part of the City’s plans for Wanneroo Townsite.
When the 50 km/h limit would apply
The proposed limit would operate every day from 7:30am to 10pm, rather than around the clock. The City proposed installing 11 solar-powered signs to display the time-based limit. Main Roads WA’s published guidance says electronic signs can be used for speed limits that vary by time, traffic conditions or events, including in shopping strips; that general guidance does not amount to approval of this particular scheme. Why the City proposed a lower limit
PerthNow reported that City officers said a lower posted speed could improve the area’s amenity and reduce the likelihood and severity of crashes. They also argued that a slower road would feel less like a barrier to movement, encourage pedestrian activity and signal to drivers that they were entering a place with more people on foot. These are the proposal’s stated aims, not evidence of measured safety or walking outcomes.

“While Wanneroo Road serves an essential transportation function, reducing the posted speed through the Wanneroo Townsite will improve amenity for users of the area and reduce the severity and likelihood of crashes,” officers said.
“Reducing the speed through the Wanneroo Townsite will make the road less of a perceived barrier to movement and encourage pedestrian activity. It will also serve as an indicator to drivers that they are entering an area with increased pedestrian activity.”

The rationale sits alongside substantial traffic and crash figures cited in the report. The City report, as described by PerthNow in 2025, put traffic through Wanneroo Townsite at approximately 30,000 vehicles per day. It recorded 67 crashes in the relevant section between 2020 and 2024, 27 of which required medical attention. Those totals establish the reported scale of traffic and crashes; they do not by themselves show that speed caused those crashes or predict how much a lower limit would change risk.
What the proposal was expected to cost
The estimated project cost was $80,000. The proposal included a $40,000 City budget allocation for 2026/27, with Main Roads WA expected to cover the other half. Those were projected figures and a proposed allocation, not confirmation of final spending or a completed project. (PerthNow, 14 September 2025)

Who sets speed limits, and what is the status?
Main Roads WA says it is responsible for speed zones on roads throughout Western Australia. For a local-road limit change, the local government assesses a request and submits it to Main Roads if it supports the change. (Main Roads WA: speed limit changes)
The sources available as of 8 October 2026 do not confirm whether the Noonan Drive–Church Street proposal was approved, deferred, or installed. Main Roads’ change register does list two other 2026 changes on Wanneroo Road: a reduction from 90 to 80 km/h between Hester Avenue and Yanchep Beach Road, effective 15 July, and a reduction from 70 to 60 km/h in Balga between Camberwell Road and Harrison Street, effective 24 August. Neither is the Wanneroo Townsite stretch, so neither establishes the status of this proposal. (Main Roads WA change register)

Keep other Wanneroo Road safety figures separate
Main Roads also reports safety information for the Wanneroo Road–Yanchep Beach Road–Indian Ocean Drive intersection, a different location. It says more than 13,000 vehicles use that intersection daily and records 24 crashes in the five years to 31 December 2025: four requiring hospitalisation, 12 requiring medical attention and eight resulting in property damage. Main Roads attributes the safety issue there to poor visibility from road geometry combined with vehicles travelling above the posted limit. These intersection figures and explanation should not be conflated with the Townsite proposal’s figures or rationale. (Main Roads WA intersection project page)
The City has separately secured Main Roads approval to reduce limits on Jindalee Boulevard and Kingsbridge Boulevard from 50 to 40 km/h after concerns about speeding and pedestrian safety. A traffic study for that separate application identified speed as a significant contributing factor to safety risk on those streets; that finding is not evidence about the Wanneroo Road proposal.
