Mercedes and Red Bull’s 2026 Formula 1 power units drew scrutiny over how the FIA would measure the engines’ compression ratio: the original check was performed cold, while critics sought a check under representative hot operating conditions. The FIA set a compromise timeline—checks in both conditions from 1 June 2026, followed by checks at 130°C only from 2027. That regulatory debate is not proof that either manufacturer broke the rules.
What prompted the scrutiny?
The 2026 regulations set a maximum compression ratio of 16:1. The FIA described the original measurement as being taken in cold conditions and called compression ratio one of the foundational targets of the new rules, which were designed in part to attract manufacturers. The controversy concerned whether a cold measurement alone was sufficient, or whether engines should also demonstrate compliance at a representative operating temperature.
A hot-condition check matters because it tests the same regulated limit under different conditions from a cold check. The dispute was about the measurement method and how it should apply—not an FIA finding that Mercedes or Red Bull had exceeded the limit.
How did the FIA change the schedule?

The dates in the last two rows reflect the FIA’s later announced compromise, not the earlier 18 February proposal. The FIA said it had worked toward a compromise that would first add hot-and-cold checks and then move to operating-condition checks only.

Why the issue matters in the 2026 power-unit rules
The 2026 unit remains a 1.6-litre turbocharged V6, but the hybrid system changes: the MGU-H is removed and the MGU-K takes a larger role. Mercedes and Ferrari continue as manufacturers, while the Red Bull–Ford collaboration supplies the two Red Bull teams, according to Formula 1’s power-unit explainer.
The FIA’s published rule-level figures put internal-combustion-engine output at 400 kW, compared with 550–560 kW under the prior figures, and battery output at 350 kW, compared with 120 kW. The rules also allow 8.5 MJ of energy recovery per lap under braking. What the FIA’s later performance review says—and does not say
In its 26 August 2026 announcement on Additional Development and Upgrade Opportunities (ADUO), the FIA placed Mercedes in the 2–4% internal-combustion-engine performance-gap band for the first review period. It said Mercedes would receive one additional homologation in 2026 and another in 2027, with associated increases to its cost-cap allowance and dyno-testing allowance. The FIA said Audi, Ferrari and Honda were more than 4% below the leader in that review period.
For the second review period, the FIA granted no additional homologations to any manufacturer. It withheld further performance-index details because of confidentiality. The announcement does not publish Red Bull’s individual index measurement, and its performance-gap bands cannot be used to infer a compression-ratio advantage or establish compliance with the measurement rules. The FIA described its review as “thorough and exhaustive” and said ADUO may evolve through discussion with power-unit manufacturers.

What is known about legality?
The FIA’s public statements establish the 16:1 ceiling, the original cold measurement, and the later hot-and-cold and 130°C checking schedule. They do not establish that Mercedes or Red Bull used a particular design approach, operated at an 18:1 ratio, or were found in breach of the regulations. No verified public statement from either manufacturer addressing the dispute is available in the sources cited here.
This is no longer only a pre-season issue: the FIA’s 2026 championship document index lists event documents from late September and early October. Those documents establish that the season was under way by 4 October 2026; they are not evidence of an engine-rule violation.
