The record does not say that the flag itself carried a penalty.
Why was Hamilton shown the flag?
The FIA race-control message logged at 15:58 on Saturday, 28 March 2026, reads: “BLACK AND WHITE FLAG FOR CAR 44 (HAM) – DRIVING UNNECESSARILY SLOWLY IN PIT EXIT ROAD.” That is the official stated reason for the signal.
The message identifies the car and conduct but does not provide further detail about what Hamilton was doing or why he was travelling slowly. The available record also does not state that the flag resulted in a penalty.
Was the flag connected to Hamilton’s Q2 investigation?
No connection is established in the FIA records. In a separate Q2 matter, the stewards investigated Hamilton over following the Race Director’s maximum-delta instructions and recorded “No Further Action.” The decision does not identify that matter as the cause of the black-and-white flag.

Was it related to the Verstappen incident?
No. The FIA considered a separate incident in Free Practice 1 involving Hamilton’s Car 44 and Max Verstappen’s Car 3 between Turns 14 and 15. The stewards took no further action, finding that Verstappen was not forced to brake, lift or deviate from his intended racing line. That review was not the qualifying pit-exit flag incident.
What does a black-and-white flag mean here?
The relevant evidence is the event-specific race-control message: it records a black-and-white flag and gives unnecessarily slow driving in the pit exit road as the reason. The FIA’s 2026 Formula 1 Penalty Guidelines discuss black-and-white flags in multiple offence-specific contexts, but the FIA says those guidelines have no regulatory value. They should not be used to substitute a different explanation for the reason recorded at this event.

How did Hamilton finish the Japanese Grand Prix?
Hamilton, driving for Scuderia Ferrari HP, was classified sixth in the Grand Prix. His finishing position is separate from the qualifying flag; the FIA classification does not describe it as a consequence of the signal.
