The used-car supply crunch is largely a pipeline problem: when fewer new cars are built, fewer vehicles become trade-ins, lease returns and fleet replacements later. But it is not uniform. Current evidence points to pressure on UK petrol and diesel stock and on U.S. vehicles priced under $10,000, while younger used EV supply is growing in the UK.
Why are used cars still in short supply?
New-car production feeds the used market with a delay. Cars built today may enter used stock years later through private resale, trade-ins, lease returns or fleet turnover. When production is lower over several years, that smaller flow eventually limits the supply of particular used vehicles.
Cox Automotive Europe describes the UK shortage, especially for petrol and diesel cars, as structural after multi-year new-car underproduction. Its Q1 2026 report forecast European car production would be down 3% year over year for that quarter and said lower output was constraining the flow of some key-quality used stock to the UK. This is a production forecast, not a count of UK used cars. Cox Automotive Europe’s Q1 2026 market outlook quotes Insight Director Philip Nothard describing shortages as “more structural than seasonal,” driven largely by multi-year new-car underproduction, particularly for petrol and diesel vehicles.
In the U.S., Cox Automotive’s January 2026 outlook also cited lower production and fewer lease maturities returning as constraints on supply during 2026. It expected lease maturities to increase over the year, but still forecast constraints. That outlook is a forecast, not an observed full-year result. Cox Automotive’s 2026 U.S. outlook projected retail used-vehicle sales of 20.3 million, down 0.7% from 2025, while expecting retail and wholesale supply constraints to persist.

Where is supply tightest—and where is it not?
A national headline can conceal sharply different conditions by geography, fuel type, vehicle age and price. UK figures below are forecasts; the U.S. supply measure is a May 2026 observation for one price band. They are not directly comparable.
UK: petrol and diesel remain pressured, while younger used EV stock is growing
Cox Automotive Europe reports that UK supply of petrol and diesel vehicles remains constrained, while stocks of younger used electric vehicles are growing. The report also warns that additional new EV supply could put pressure on used EV residual values. That means an overall shortage headline should not be read as evidence that every type of used car is equally scarce or that EVs face the same supply conditions as combustion cars. The Q1 2026 UK outlook says used values and market performance vary significantly by fuel type and age.

U.S.: the under-$10,000 segment is especially tight
Manheim reported 33 days’ supply in May 2026 for U.S. vehicles priced under $10,000, the lowest among the price segments it tracked. The figure applies only to that band; it is not an all-market U.S. days-supply measure. Manheim also reported that this segment averaged approximately 150,000 transactions per month across the year, with minimal seasonal fluctuation, and that its vehicles were primarily 7 to 15 years old. More than half of Manheim vehicles sold in 2025 were priced under $20,000, illustrating the importance of lower-priced stock in that marketplace. Manheim’s 2026 release also said independent dealers’ confidence in used inventory had fallen to a three-year low. Senior vice president of Sales Pete Grupposo said independent dealers were navigating “one of the most constrained inventory environments in recent memory.” Those observations describe a specific market segment and dealer sentiment, not every U.S. used-car listing.
Will used-car supply improve in 2026?
Forecasts point to different outcomes by market and scenario, so there is no single assured answer. For the UK, Cox Automotive Europe’s Q1 2026 baseline forecast was 7,827,658 used-car units for 2026: 0.3% above 2025 and 6.1% above the 2001–2019 average. Its alternative scenarios differed materially:

The baseline being above the pre-pandemic 2001–2019 average does not cancel out constraints in particular fuel or age groups. The figures are Cox Automotive Europe forecast scenarios, not final 2026 results. The Q1 2026 outlook provides the scenarios.
For the U.S., Cox Automotive forecast the Manheim Used Vehicle Value Index would rise 2% by year-end 2026. The index had ended 2025 up 0.4% year over year, compared with a long-term average increase of 2.3%. These are index movements, not a forecast of how many cars will be available or a promise that individual used-car prices will rise by the same amount. Cox’s outlook expected supply constraints to persist despite an increase in lease maturities over the year. Its 2026 outlook also forecast U.S. retail used-vehicle sales at 20.3 million, down 0.7% from 2025.

What does a tight market mean for buyers?
In a constrained price band or vehicle category, there may be fewer comparable candidates nearby. That can make careful comparison and patience more valuable; scarcity alone does not make a particular car fairly priced or mechanically sound. Compare vehicles on the costs and risks that matter to your use, rather than relying on a national average.
- Local availability and budget: Compare listings in your price range and area. A U.S. under-$10,000 supply figure does not describe higher price bands, and UK forecasts do not describe U.S. stock.
- Vehicle characteristics: Compare age, mileage, fuel type and powertrain. Conditions can vary across these categories.
- Total ownership cost: Include fuel, taxes, financing, insurance, maintenance and likely repairs. Cox Automotive Europe says buyers are paying greater attention to running costs and total cost of ownership. Its Q1 2026 outlook discusses that shift.
- Condition and protections: Check vehicle history, warranty status and the written out-the-door price, then have the vehicle independently inspected.

- Research the model and likely repair history. Compare candidate vehicles and look into known reliability or repair concerns before focusing on one listing.
- Request a written out-the-door price. Ask the seller to put the full price in writing so you can compare offers on the same basis.
- Read the dealer’s Buyers Guide. Review what it says about warranty coverage and whether the vehicle is offered as-is.
- Get a vehicle history report. Use it to check recorded history, but do not treat it as a mechanical inspection. History reports typically do not list mechanical problems.
- Arrange an independent mechanic’s inspection. Ask for a written report and repair estimates. The estimates can help you decide whether to proceed and can inform negotiation. An OBD-II scanner may supplement checks, but it is not a substitute for a professional inspection.
