Horace Luke resigned as Gogoro’s CEO, chairman and director on September 13, 2024, as the company faced scrutiny over whether imported scooter components failed Taiwan’s domestic-content rules for certain purchase subsidies. The inquiry did not remain ongoing: Gogoro’s 2025 annual filing says the local government concluded its inquiry in July 2025. The filing does not disclose the authority’s exact decision or a specific penalty.
Why did Horace Luke resign?
Gogoro said in a September 13, 2024 filing that Luke had resigned from all three positions: chief executive officer, board chairman and director. The company linked the decision to its commitment to cooperate with local authorities during scrutiny of its supply chain. Gogoro’s filing said the company had begun internal investigations in August after media allegations that some vehicles contained imported components despite domestic-production requirements for certain core components to qualify for Taiwanese purchase subsidies. It said it had identified supply-chain irregularities that led to some imported components being incorporated inadvertently. Gogoro’s September 2024 filing described internal and external investigations as ongoing at that time.
What was the subsidy investigation about?
The issue concerned requirements for certain core components to be domestically produced for vehicles to qualify for specific Taiwanese government purchase subsidies. Gogoro’s account was that supply-chain irregularities resulted in imported components being incorporated inadvertently. That is the company’s description of the problem; the allegations and the reported irregularities should not be treated as a proven finding of fraud.
Gogoro’s 2025 Form 20-F says the local government’s inquiry into imported components and subsidy-program requirements concluded in July 2025. It does not state the authority’s precise disposition, establish a legal finding that Gogoro committed fraud, or disclose a specific penalty or repayment amount. The filing says most of the relevant amount had already been recorded, reserved and disclosed in the 2024 annual report, with an insignificant additional accrual in the second quarter of 2025. Gogoro’s 2025 Form 20-F characterizes the financial impact only at a high level.

Leadership changes after Luke’s departure
Gogoro named Henry Chiang interim CEO in September 2024, while Tamon Tseng became chairman. On September 16, 2025, the company announced Chiang’s appointment as official CEO, effective immediately; he had held the interim role since Luke resigned. Gogoro’s CEO announcement notes that Chiang previously led GoShare, the company’s shared electric-scooter service.
What Gogoro says about compliance now
Although the local inquiry concluded, Gogoro’s 2025 Form 20-F continues to identify supply-chain compliance as a risk. The company says it strengthened due diligence, supplier vetting, monitoring and operational controls, while cautioning that those measures cannot guarantee future compliance. The filing also explains that Taiwan’s subsidy programs can change and that failure to meet program requirements could affect customers’ eligibility or Gogoro’s business.
