Why might a stopped car have a bag or cloth in its window?
Two practical explanations are possible: the driver may be trying to make a disabled vehicle easier to see, or the material may be covering a broken window. Which, if either, applies to a particular car cannot be determined from the bag alone.
It may be intended to make a disabled car more visible
Texas Department of Public Safety travel guidance advises drivers with a disabled vehicle to make it visible and includes tying a light-colored cloth to an antenna or door handle. That guidance supports a cloth as one possible visibility measure; it does not say that putting a bag in a window is an official or universally recognized signal.
It may be covering a broken window
Plastic sheeting or a heavy-duty trash bag can be used as a temporary barrier over a broken car window. In that case, the material is serving as a cover, not necessarily as a message to other drivers. This possibility does not show how often roadside bags are used that way.

What clues might help explain what you are seeing?
These are only cautious clues, not a reliable way to diagnose a car’s situation:
- Where the material is: Material stretched over a window opening may be acting as a cover. Material placed where it is plainly visible could be intended as a signal, though its purpose still cannot be confirmed from appearance alone.
- What the car looks like: A vehicle that appears disabled may fit the visibility-signal possibility. A visibly damaged or missing window may fit the temporary-cover possibility.
- How the material is being used: A covering that closes an opening is physically protecting the interior; a cloth displayed on the vehicle may be meant to attract attention. Neither appearance proves the driver’s intent.
Does a bag mean the owner will return or that the car will not be towed?
Not necessarily. Anecdotal online discussions include guesses that a bag means the driver plans to return, but they do not establish that as a general convention. The available official guidance also does not say a bag prevents a vehicle from being towed.

Are these bags part of an official abandoned-car procedure?
No public signal is established by the patrol guidance reviewed. The Federal Highway Administration’s field guide treats abandoned vehicles on high-speed, access-controlled roads as a potential hazard and describes patrol staff checking vehicles for signs such as a broken window and notifying dispatch about unusual circumstances. Patrol agencies may tag a checked vehicle under their own procedures, but that is separate from a driver placing a bag or cloth in a window.

Do not stop on the freeway shoulder to investigate. A bag does not tell you whether anyone needs help or whether the vehicle has been checked. If you believe there is an immediate danger, contact local emergency services from a safe place; otherwise, leave the vehicle to roadway patrol or other appropriate authorities.
