Takeshi Uchiyamada led the overall G21 vehicle-development effort that produced the first-generation Toyota Prius. He became project general manager in 1994 and chief engineer of Toyota’s Vehicle Development Center 2 in January 1996. Toyota separately credits Takehisa Yaegashi with leading the dedicated hybrid-system team from March 1996, so the two men held different, complementary roles.
Uchiyamada’s role in the Prius project
Toyota’s executive biography places Uchiyamada at the center of the broader vehicle program: he became project general manager of Vehicle Development Center 2 in January 1994, then its chief engineer in January 1996. That center developed the Prius.
In prepared testimony dated March 2, 2010, Uchiyamada described his part directly: “I was fortunate to be the chief engineer of the first generation Prius.” The testimony also says he “helped plan and develop the first mass-produced hybrid in the world.” (Toyota prepared testimony.)
Why another engineer is also associated with the Prius
The Prius was a collaborative program, and “led development” can refer to different levels of responsibility. Uchiyamada led the overall G21 vehicle effort; Takehisa Yaegashi led the dedicated hybrid-system team from March 1996, according to Toyota’s account of the project. The subsystem leadership does not displace Uchiyamada’s whole-project and chief-engineer roles. (Toyota, “The Story Behind the Birth of the Prius, Part 2”.)

How the G21 project became the Prius
Toyota traces the initiative to 1993, when internal discussion of a “vehicle for the 21st century” intensified and the G21 project began. In November 1994, executive vice president Akihiro Wada instructed Uchiyamada to make the next-generation car a hybrid. The team received approval for a production car in June 1995. (Toyota, “The evolution of the Prius”; Toyota, “The Story Behind the Birth of the Prius, Part 1”.)
In March 1997, Toyota completed and announced its series-parallel Toyota Hybrid System. The first-generation Prius launched in Japan in October 1997. Toyota describes the interval from the official start of development to mass production as approximately two years. Its historical account calls the Prius the world’s first mass-produced hybrid passenger vehicle. (Toyota, “Development of Prius and Hybrid Strategy”; Toyota, “The evolution of the Prius”.)

What the launch-era efficiency figure means
Toyota reported a launch-era rating of 28.0 km/L for the first-generation Prius under Japan’s 10-15 test cycle. This is a historical laboratory-cycle figure, not a current fuel-economy rating or a directly comparable real-world result. (Toyota, “The evolution of the Prius,” August 4, 2017.)
