Which States Don’t Require Regular Car Inspections?

A 2026 University of Vermont report names five states without periodic safety or emissions inspections, but county emissions rules and special vehicle cases can change what applies.

A University of Vermont Legislative Research Service report completed in November 2025 and published in February 2026 identifies Alaska, Arkansas, Idaho, Florida, and Michigan as states with no periodic safety or emissions inspection requirements. That does not mean no inspection can ever apply: roadside checks and rules tied to a vehicle’s status or a registration transaction may still matter. The exact requirement can also depend on county, vehicle type, and model year.

What “regular car inspection” means

Two recurring requirements are often conflated:

  • Safety inspection: a periodic check of a vehicle’s roadworthiness.
  • Emissions test: a check of emissions-control performance, often limited to particular counties or vehicle categories.

A state can omit routine safety inspections but still require emissions testing in certain places. One-time requirements—such as an inspection for a rebuilt vehicle or a title transaction—are separate from periodic checks.

States the report identifies as having neither periodic requirement

The University of Vermont Legislative Research Service’s February 2026 report names these five states as having no periodic safety or emissions inspection requirements:

  • Alaska
  • Arkansas
  • Idaho
  • Florida
  • Michigan

The report also notes that law enforcement may conduct a roadside inspection when a vehicle is suspected of malfunctioning. Its list concerns periodic programs, not every possible inspection or vehicle-specific rule. See the University of Vermont Legislative Research Service report.

Why “no inspection” lists can be misleading

States may combine safety and emissions rules in different ways. The report found that 27 states had some form of emissions-testing requirement; 22 of those 27 limited testing to counties that include or surround major metropolitan areas. It also found 17 states with routine annual or biennial passenger-vehicle safety inspections. These are the report’s comparative findings, not a fresh legal audit of every state.

Texas: safety inspections ended for most non-commercial vehicles

Texas ended safety inspections for non-commercial vehicles on January 1, 2025. Annual emissions inspections still apply to vehicles in designated emissions counties, and commercial vehicles still require commercial inspections. The Texas Department of Public Safety’s inspection program page lists the relevant counties. It said Bexar County was scheduled to join in November 2026; that future change should not be treated as already in effect.

North Carolina: annual safety checks, with emissions testing in some counties

North Carolina requires an annual safety inspection for registration or renewal. Vehicles in 19 counties also need an emissions inspection, according to the North Carolina Division of Motor Vehicles. A limited emissions program does not mean the state has no regular inspection.

Utah: most vehicles are exempt, but exceptions remain

Most Utah vehicles no longer need a safety inspection as a prerequisite for registration, effective January 1, 2018. The Utah DMV lists exceptions that include rebuilt salvage vehicles seeking rebuilt titles and first-time street-legal ATV registrations. Commercial vehicles require inspection for display and presentation to law enforcement, and three-axle motorhomes require annual inspections. Many vehicles titled in Utah for the first time also need VIN or HIN verification.

Delaware: biennial safety and emissions inspections

Delaware describes inspections every two years that include both safety and emissions checks. Vehicles within their first seven model years are exempt from emissions testing. Details are available from the Delaware Division of Motor Vehicles.

New Hampshire: check the state before relying on a reported change

The University of Vermont report says annual safety inspections and statewide emissions testing in New Hampshire were scheduled to end January 31, 2026. The state DMV’s current implementation guidance should be checked before treating that scheduled change as settled; see the New Hampshire Division of Motor Vehicles.

How to check the rule for your vehicle

  1. Start with the state: consult the DMV or motor-vehicle agency for the state where the vehicle is registered.
  2. Check your county: look up the local emissions program; testing may apply only in selected counties.
  3. Match the vehicle details: confirm model year, vehicle class, and whether it is commercial, rebuilt, or otherwise subject to special rules.
  4. Check the transaction: a first title, transfer, or rebuilt-title application may trigger a one-time verification or inspection even where routine inspections are absent.

For a registration decision, use the agency’s current instructions for your exact circumstances rather than relying only on a state-level summary.
