That is a strong current benchmark, but the available model-year-specific figures do not support a defensible list of the 10 most powerful CVOs ever. The comparison below sticks to verified 2025 specifications rather than filling historical gaps with guesses or incompatible dyno results.
Which Harley-Davidson CVO has the most horsepower?
Among the models with published figures cited here, the 2025 CVO Road Glide ST leads with 127 hp at 4,900 rpm. Harley-Davidson calls its 121 High Output the strongest factory-installed engine used in a production Harley-Davidson. That is the manufacturer’s claim about the engine, not an independent comparison of every CVO model year.

Figures come from Harley-Davidson’s US model pages for the 2025 CVO Road Glide ST, 2025 CVO Road Glide and 2025 CVO Street Glide. They are manufacturer-published specifications, not independent rear-wheel dyno readings. The Street Glide overview gives horsepower and torque but does not state their rated rpm.
2025 CVO Road Glide ST: 127 hp
The Road Glide ST’s Milwaukee-Eight 121 High Output makes 127 hp at 4,900 rpm and 145 ft-lb at 4,000 rpm, according to Harley-Davidson. The company also specifies a high-performance camshaft, Heavy Breather intake and 5,900 rpm rev limit. Its 127 hp is 12 hp above the published figure for either of the other two 2025 CVOs in the table.

2025 CVO Road Glide and Street Glide: 115 hp each
Harley-Davidson lists the 2025 CVO Road Glide’s Milwaukee-Eight VVT 121 at 115 hp at 4,500 rpm and 139 ft-lb at 3,000 rpm. Its 2025 CVO Street Glide overview gives the same horsepower and torque figures, without the rpm points. On these published ratings, both are below the Road Glide ST.
Why a reliable all-time top 10 cannot be ranked here
A genuine historical ranking needs factory horsepower figures tied to the exact model year and model. Harley-Davidson’s CVO explainer provides engine-family and naming context, but not a comparable horsepower table across CVO years. The cited Harley-Davidson Media Site CVO lineup announcement likewise does not establish the historical horsepower figures needed to rank ten bikes.

Using torque, displacement or a rear-wheel dyno result to fill those missing factory ratings would change the comparison rather than complete it. Torque is a separate measurement, and a dyno reading at the rear wheel is not directly equivalent to a manufacturer-rated engine output. Without comparable, year-specific ratings, the evidence supports a current-model comparison—not an all-time top ten.

Harley-Davidson describes CVO motorcycles as distinct models in its portfolio, even when they use a regular-production platform. The engine lineage helps explain why a CVO’s reputation cannot be reduced to one number: the manufacturer says the Twin Cam 110, Milwaukee-Eight 114 and Milwaukee-Eight 117 were exclusive to CVO before appearing in some regular-production bikes. Harley-Davidson identifies the Milwaukee-Eight VVT 121 and 121 High Output as currently exclusive to CVO models.

Older examples may be listed as Screamin’ Eagle rather than CVO. Harley-Davidson says most CVO motorcycles were called Screamin’ Eagle models through 2008. A historical horsepower comparison therefore needs to search by model year and the period-appropriate name, then verify each bike’s factory rating rather than assuming that every model labeled CVO belongs in the same straightforward series.

How to judge a “most powerful CVO” claim
- Check the model year and exact model. CVO is a range, not one motorcycle with an unchanged engine specification.
- Compare published horsepower with published horsepower. Keep the rated rpm alongside the figure and distinguish factory specifications from independent rear-wheel dyno tests.
- Keep torque separate. A higher torque number does not by itself establish higher horsepower.
- Identify the source of superlatives. “Strongest” and “most powerful” claims should be attributed to the manufacturer unless an independent, comparable test supports them.
- Check the market. The cited figures are from Harley-Davidson’s US pages; specifications can differ by model year and market.
