Ural said in a November 18, 2025 update that production of new legacy export models was paused, the Neo 500 was being built in China with Yingang, and the Irbit factory continued limited work. Ural describes itself as independent; Ural Motorcycles UK identifies Ilya Khait as the company’s current CEO and majority shareholder.
Where are Ural motorcycles made now?
There is no single current manufacturing location for every Ural motorcycle. Ural’s November 18, 2025 update distinguishes its legacy sidecars from the newer Neo 500: legacy export-model production had been paused, while the Neo 500 was being built in China with Chinese motorcycle maker Yingang. The Irbit factory in Russia remained operational for limited domestic assembly from existing inventory, export spare-parts production, and contract assembly for a local vehicle manufacturer.

How Ural manufacturing locations changed
Irbit, Russia: the brand’s original factory
Ural says its original factory was founded in Irbit in 1941. Irbit is therefore the brand’s historical manufacturing origin, but that does not mean all later Ural motorcycles were assembled there.

Petropavlovsk, Kazakhstan: legacy assembly from 2022
Ural’s official about page says motorcycle assembly moved to Petropavlovsk beginning in August 2022. Ural Motorcycles UK’s FAQ adds that Irbit continued producing frames and body parts while other components came from international suppliers. The FAQ says more than 75% of component value came from about fifteen other countries under that described supply arrangement; it should not be read as a current sourcing breakdown after the 2025 production change.
China and the Neo 500
In its November 18, 2025 update, Ural said it partnered with Yingang to develop the Neo 500 from an existing platform, with Ural input and oversight, and that the motorcycle was built in China. Ural presents the Neo as a separate, lighter, street-oriented product concept—not a replacement for its legacy 2WD sidecars.

The 2025 pause for legacy export models
Ural said the challenges of operating its Kazakhstan arrangement made production of new legacy models for export unsustainable, so it paused that manufacturing. The company described classic 2WD production as “put on pause,” with resumption unknown. This is a pause, not evidence that the legacy line or Irbit factory has permanently closed.
Who owns Ural Motorcycles?
Ural’s official about page describes the company as independent and says it is not part of a larger company or conglomerate. Ural Motorcycles UK’s company-history page says a management buyout in December 2000 transferred the factory to three individuals, including Ilya Khait, whom that page identifies as the current CEO and majority shareholder.

The UK history page also says the holding company IMZ-Ural Group, Inc. was formed in 2006 and corporate headquarters moved to Redmond, Washington. These statements distinguish the company’s reported corporate structure and leadership from its manufacturing locations: a U.S. headquarters does not mean Ural motorcycles are made in the United States.
The cited company pages do not provide a full current shareholder register or a precise ownership percentage. The supported description is that Ural calls itself independent and that Ural Motorcycles UK names Khait as CEO and majority shareholder—not that a named parent company owns Ural.

What “made in” means for a Ural
For a specific bike, “made in” can refer to different stages: where parts were fabricated, where components were sourced, or where final assembly took place. Ural’s UK FAQ describes international component sourcing for the legacy supply arrangement, while the official company update gives distinct production information for the Neo 500 and legacy models. As a result, the model and production period matter more than the Russian origin of the brand name alone.
